Coquille Valley Wildlife Area temporarily closes June 1

CHARLESTON, Ore – The Coquille Valley Wildlife Area is closed to public access June 1 for construction and restoration activities. The Oregon Department of Fish and Wildlife expects it to reopen sometime in mid-October.

Heavy equipment operators will cut channels in the Winter Lake tract and create raised areas planted with native trees and shrubs for habitat diversity. This project is focused on conservation with wetland function and tidal flow restored to improve overwintering habitat for threatened coho salmon and migratory birds including waterfowl.

The new channels will fill with tidewater once connected to last year’s restoration activities in China Camp Creek giving coho more habitat while also benefitting waterfowl. The raised area will provide habitat for fish and wildlife, many of which are Oregon Conservation Strategy Species such as Pacific lamprey, purple martin, clouded salamander and Western pond turtle.

The Winter Lake project makes overall improvements to 420 acres. The China Camp Creek project improved natural resources and agriculture on 1,700 acres within the Beaver Slough Drainage District.

The Oregon Department of Fish & Wildlife will be holding meetings across the state to find out how the department should spend the taxpayer’s money.  Since the voters of Coos County voted against the Bandon Marsh Expansion those same people would probably be opposed to the ODFW spending more of their money on land acquisitions.   
​

The ODFW will be meeting in North Bend in April and the people need to show up to express their opinion to the Board.   The department is the government agency overseeing the wetland restoration in the new Winter Lake Mosquito Refuge.  Before the agency took over the area, it used to be one of the best grazing grounds for grass fed beef, now it is a sanctuary for bloodsuckers….Rob T.

SALEM, Ore.--The Oregon Department of Fish and Wildlife is hosting a series of town hall meetings around the state in April to gather public input on the agency's proposed 2019-21 budget.

The proposed budget, which is being developed by ODFW and an external budget advisory committee, will be presented for review and comment at the meetings listed below taking place in Bend, Klamath Falls, La Grande, Medford, North Bend, Newport, Portland and Tillamook.

“This is a great opportunity for us to meet with our constituents and get their feedback,” said Curt Melcher, ODFW director. “I encourage folks to attend, meet with our staff and learn more about our funding proposals to manage Oregon’s fish and wildlife.”

No major changes to the budget or new fee increases are proposed, though ODFW is discussing the feasibility of eliminating an already planned and approved fee increase set to take effect in 2020.

Public comments will be used to help refine the budget before it is presented to the Oregon Fish and Wildlife Commission on June 7 in Baker City. Once a proposed budget is approved by the Commission, it will be submitted to the Governor for her consideration. The budget will ultimately be determined by the 2019 Legislature.

Pacific Legal Foundation Fighting Against FORCED Mitigation on Private Property

Hey Folks,

In the following press release from the Pacific Legal Foundation it discusses the practice of FORCED mitigation.  What should be of interest to the people of Coos County is that the attorney involved in this important case was the same attorney who was going to represent the people of Coos County in the lawsuit against the USFWS, Mr. Anthony Francois.  

 
Of course, the City Council of Bandon and two of the three County Commissioners, Mellissa Cribbins and John Sweet betrayed the people of Coos County when they decide not to stand up against the USFWS and defend the people of the Coquille Valley from the Bandon Marsh mosquito infestation. 
 
In other words, the following story should be the Bandon marsh expansion story, but the citizens of Coos County can thank the spineless representatives on the County Board of Commissioners and the Bandon City Council for kowtowing to the feds.  Now, the property owners in the county are at the mercy of these federal agencies…..Rob T.

Status: An adverse decision was issued by the Court on August 10, 2015. Motion for reconsideration was denied on September 3, 2015; a petition for review was filed on September 18, 2015. PLF filed a cross-petition for review on October 2, 2015. The petition for review was denied February 9, 2016. Petition for certiorari will be filed on or before May 10, 2016.

Summary:
San Juan County, Washington, requires shoreline property owners who want permission to build to dedicate large parts of their land as water quality buffers to filter pollutants that come from other parcels in the watershed.  But the county uses an excessive one-size-fits-all formula that takes too much land, with no parcel-specific determination of how much area is needed to filter water that starts on the shoreline parcel, as opposed to serving the public purpose of filtering all of the neighbors’ water run-off.

PLF is representing the grassroots property rights organization Common Sense Alliance in asking the Supreme Court of the United States to require that San Juan County prove that its buffer ordinance takes no more property than is necessary to mitigate the building impacts of the property owners.

BBQ & Beach Clean-Up at Bullard’s Beach
 
Please join Coos County Watchdog and the Coos County Chapter of Oregon III% for a beach cleanup and no-host BBQ at Bullard's Beach State Park on Saturday June 25th beginning at 12 Noon.
 
It was recently announced that the nonprofit organization SOLVE has scheduled a beach cleanup at Bullard's Beach for the end of June and has invited twenty-two European undergraduate students to attend.
 
SOLVE is supported by environmental extremist such as The Nature Conservancy, and the reason they are bringing out people from Europe is to espouse socialism disguised as conservation, or otherwise, it would be a great endeavor to support.
 
The folks from “Leaven No Trace” are a good example of average citizens applying rudimentary solutions to solve local problems. Go Americans....
 
While we appreciate the efforts of SOLVE in cleaning up our beautiful state, local residents must take a personal interest in the health of our outdoor areas. The cleanliness of Oregon beaches and forests is the responsibility of Oregonians, so let us tidy up before our foreign guests arrive.
 
We would not want them to see our dirty laundry.  
 
All concerned residents of Coos County are invited to join us. Volunteers are asked to provide their own trash bags and gloves.  Several vehicles will be present to haul away the trash.
 
Volunteers should meet at the East Picnic Shelter near the Boat Ramp at High Noon to organize for the clean-up and the BBQ will be held at the same location.
 
The no-host, potluck, BBQ will commence as soon as the cleanup is complete. Grills and beverages will be provided, so please bring your favorite dish.
 
We would also like to offer our sincerest condolences to the family and friends of the victims of the recent terrorist attack in Orlando by a radical Muslim extremist.  Our greatest goal is to make sure every individual has the Right to self-preservation, especially those most vulnerable

TILLAMOOK, Ore. – Harassment, or “hazing”, of double-crested cormorants is set to begin soon in several areas along the Oregon Coast to improve survival of juvenile salmon.

Double-crested cormorants are fish-eating waterbirds that occur throughout the state. The species is an Oregon native, and is particularly prevalent on the state’s estuaries during April through October. Research indicates cormorants can consume significant numbers of juvenile salmon during this time period.

To reduce the threat to young fish, the Oregon Department of Fish and Wildlife (ODFW) is working with several nonprofit and local governmental organizations to haze cormorants on six coastal estuaries over the next two to four months.

Hazing will involve driving the birds from locations where juvenile salmon are seasonally concentrated, toward areas where non-salmon fish species are more abundant. Workers will use boats and, on some estuaries, small pyrotechnics, to accomplish the task.

Hazing is intended to increase the survival of both wild-spawned and hatchery salmon juveniles as they migrate to the ocean. Some of these spring migrants represent species that are experiencing conditions of conservation risk, including coho salmon, which is federally threatened in Oregon under the Endangered Species Act.

Hazing workers are being provided by the Clatsop County Fisheries Project, Port of Nehalem, Port of Bandon, North Coast Salmon and Steelhead Enhancement Fund, and Alsea Sportsmen’s Association. ODFW will provide a portion of the funding and program oversight, and will conduct some hazing operations itself to protect hatchery releases on the lower Columbia River.

Hazing will take place as early as April 1 and continue through May 31 on the Nehalem, Nestucca, and Coquille river estuaries, and on Tillamook and Alsea bays. The program will continue through at least July 31 on the lower Columbia River, where hazing will occur at a variety of locations, including Young’s Bay, Blind Slough, and Tongue Point.

Bandon Changes the Revered Day of Infamy to Trash Art Day

Hey Patriots,
 
Last month, the city of Bandon enacted the following proclamation to declare December 7, as Washed Ashore Day. 
 
What was the Mayor thinking?
 
The Day of Infamy is now Trash Art Day.  Washed Ashore supports designating half the pacific as a National Marine Sanctuary and this “nonprofit” received money in the form of a grant from NOAA.
 
Way to go, maybe on Veterans Day the city council can proclaim it Bandon Marsh Mosquito Day.   It seems fitting since the Mayor conspirers with The USFWS.     
 
The Mayor and Councilors are selling heritage to purchase the support of special interest, again…..Rob T.

Rob. That was one specific day . . . the day of the city council meeting. It was a one day proclamation, to honor them for having been chosen for the TV show. It has nothing to do with any perpetual, ongoing honor, and you know that as well as I do. It was that specific date because our council meeting happened to fall on Dec. 7. I am sure our administrative assistant never gave it a second thought because proclamations are always dated on the day of the council meeting. Sorry if it fell on Dec. 7.
And, if a council meeting falls on Veterans Day, and someone asks us for a proclamation, one may well be signed on that day.

Hey Folks,

The Coos County BOC will be having a meeting to discuss Tide Gates in a Work session at 1:30pm Monday September 28, 2015 in the commissioners old meeting room 121.  Replacing the old tide gates in the valley is one way to hedge against the expansion of the Bandon Marsh Mosquito Preserve.  It is very important that property owners living in the valley attend to assure the property owners are represented.....Rob T.

In the General Election of 2012, the citizens of Coos County passed a resolution opposing the planned 5,000-acre Bandon Marsh expansion by the USFWS.  Many of us contended that The Service was going to use federal, state, and nongovernmental agencies, to do a 17,000-acre expansion. 

 We were wrong.  The expansion is even larger.

We wanted to let you know that the statewide Conservation Opportunity Area (COA) map is now available, including the remaining ecoregions. Arty Rodriguez, ODFW GIS analyst, has put together an updated online interactive map you can view here:

As before, please circulate this link to your colleagues as you see fit. The technical mapping process is completed, but if you have outstanding questions or comments on the results, please let us know as soon as possible. After next Tuesday August 11th we will have limited ability to make changes as the Strategy workplan turns towards writing the explanatory information for each COA (their “Profiles”), and the final online formatting of the Strategy so that we can complete the update by the October 1 deadline for the U.S. Fish and Wildlife Service.

As a brief reminder of the COA update process: We talked about the COA update process at our May 27 meeting. At that time, Arty (with close assistance from The Nature Conservancy and the US Fish and Wildlife Service) had just completed the first computer output using 2015 datasets to model COA boundaries, and we were beginning ODFW Fish and Wildlife District Biologist review. After many review sessions with district biologists throughout Oregon, Arty ran another iteration of the computer model, and the ODFW Conservation Program reviewed the output in detail to finalize the map now available above. The 2015 computer model results; 2005 COAs; and several additional landscape prioritization datasets (ex: TNC Willamette Synthesis and Statewide Portfolio, ODFW Sage-Grouse Core Areas, OWEB Focused Investment Partnership (FIP) areas and Salmon Strongholds provided by ODFW Conservation & Recovery, CHAT Connectivity Zones) were used in this final process to complete the 2015 COA map now available above. The statewide map will be presented at Friday’s Fish and Wildlife Commission meeting in Salem.  

Some additional points about the COA update:
·         COAs are areas where we want to focus conservation efforts and funding, with an emphasis on helping Oregon’s private landowners. COA delineations are focused on Conservation Strategy Species and Habitats, and no COA is being selected for an individual species.
·         Clicking on COAs within the web map will bring up potential names for each COA. We are still working on names, and have posted a “working draft” list on Dropbox in case anyone has interest in taking a closer look.  
·         The 2005 COAs encompassed ~26% of the state of Oregon. The 2015 version now covers ~%35, which was our estimated maximum allowance for COA coverage.
·         We decided to remove Wilderness Areas from the final COA designations. For the Strategy reader, we can provide links to more information about Wilderness Areas, including mapped information through ODFW’s Compass mapping application. Wilderness Areas helped the desktop analysis identify large blocks of land managed for native habitats, and in many cases COAs are near the boundary of Wilderness Areas. However, it was confusing to try to keep the Wilderness Areas as part of the final COA boundaries. Other public lands are considered depending on the situation. We will explain the role and recommended use of COAs for the Strategy reader through the web application

We have been hearing from a lot of landowners recently on the Army Corps permitting process, mostly about the complexities and intricacies, and we are, ourselves, deep into the process - so I wanted to remind everyone about the public meeting to discuss the process this Wednesday (Aug 19) from 1-4pm, in Coquille, where you will have the chance to discuss your potential projects and get feedback from the Army Corps and other agencies and perhaps get some answers and/or direction. There will also be a public meeting on November 18 (same time & place) in case you can’t make it to Wednesday’s forum. The CWA is looking forward to working with affected landowners on the Lower Coquille in the coming months, and if you have questions/comments we would love to hear them. Program Manager, Dawn Weekly, will be there for the CWA.

I attended the Wednesday evening (8/19/2015) Mosquito Vector Control meeting.  Just as I thought, the USFWS is treating private property land for the AD mosquito.  See enclosed handout. Zone 1 is the marsh. Zone 2 is private property.  Now keep in mind that the land listed in the Zone 2 report is not all of the land being treated.  VDCI is investigating other land that is not listed. Oh and by the way, USFWS is not going to fund the mosquito treatment for the year 2016. I thought you would enjoy this. Wayne Miller

The Mosquitoes Return to the Coquille Valley

  On July 16, the Coos County Vector Assessment & Control Advisory Committee held their regular monthly meeting on the Ni-les’tun Unit overlook at the Bandon Marsh National Wildlife Refuge, which is the small wooden platform with a plaque dedicated to longtime Oregon Congressman, Peter DeFazio.   

  At the meeting, the chair of the committee, Roger Straus, announced that the US Fish & Wildlife Service had their biologist regularly apply BTI larvacide to the marsh and that it is currently free of mosquitoes.  However, he also admitted that there has been a severe fly-off off the refuge on property located further into the Coquille Valley near Prosper Road over to Randall Road on Hwy 42S.  
 
The Service is blaming the failure of tide gates located on property within the infested area for the cause of the problem.   

  They suspect that remaining pools of water stagnated, enabling the perfect environment for breeding mosquitoes.  The agency has offered some of the landowners to bring in equipment to dredge the area for better drainage, but suspicions remain as to their real motives.  

  One reason is that the service’s own biologists relate the current infestation directly to the marsh expansion, which is contradictory to the main storyline.  
   
  In addition, over the last few years, several property owners have been seeking permission to replace aging tide gates and they claim that the government is not granting those permits.  
   
  Which agency is responsible for granting permits?  That is right, none other than the US Fish & Wildlife Service.  
   
  The belief of the new leadership on the refuge is that the government will have to expand the marsh to contain the burgeoning wildlife, which sounds like another excuse for a land grab.  The agency can only purchase land from “willing sellers,” and claim not to have the funds for the acquisitions.  
   
  What better way to create “willing sellers” than to deny them the permits for the gates knowing those actions will cause more mosquito infestations?  Moreover, because the infestation will be off the marsh the agency can deny culpability, while acting as savior when they come in with an offer to purchase.  
   
  To add insult to injury, Commissioner John Sweet, who is the liaison between the county and The Service, has been parroting the same message of obfuscation.  Mr. Sweet said in a conversation at the county fair, “that it seems unlikely that the mosquitoes in the valley are coming from the marsh.”  
   
  The commissioner is currently facing a recall for not supporting an ordinance to preserve the Second Amendment in Coos County.  His alliance with Fish & Wildlife and caviler attitude towards this latest controversy is a risky public relations tactic, especially since he risks the backlash of his constituents. 


Proving the point, The Committee to Recall John Sweet is having a campaign meeting in the Owen Building, 201 N. Adams Street, Coquille, Oregon on Friday, July 31, 2015 at 7:00 pm.  
  
  There are several reasons for the removal of John Sweet and the recall committee is inviting everyone to come out to the meeting this Friday to learn the petitioning process.  The experience will provide the basic knowledge needed to file future initiatives, recalls, or referenda and the ability to defend the people from bad officials and even worse political policies, no matter what ideology practiced.  Equally, the group will need all the help they can get to remove such an entrenched politician.

SALEM, Ore – The Oregon Department of Fish and Wildlife is hosting two public meetings to get input on a draft revision of the Oregon Nearshore Strategy, a non-regulatory planning document that provides a conservation blueprint for actions that benefit Oregon’s marine species and habitats.

ODFW staff will present information on the draft revision of the Nearshore Strategy and take public comments. Comments can also be emailed to
[email protected] or mailed to his attention at ODFW Marine Program, 2040 SE Marine Science Dr., Newport OR 97365. Comment period closes July 20, 2015. The draft strategy revision is posted here.

The Nearshore Strategy addresses species and habitats found in the nearshore ocean and saline portions of estuaries. It identifies priority actions in three main focus areas that contribute to conservation and sustainable use of nearshore resources: education and outreach; research and monitoring; and policy and management.

The strategy is part of a nationwide framework through the U.S. Fish and Wildlife Service to encourage voluntary fish and wildlife conservation, and provide a central place for state, federal, tribal and local governments and special interest groups to find information to help reach their conservation goals.

Hey Folks,

Check out page 16 and you will notice that Fred Messerle is the new project manager.  Funny, Steve Denny never mentioned a 6 million dollar position for the former commissioner when he was presenting the project to the public, but that is how the Old Boy's Club works.  The Nature Conservancy, the Army Corp of Engineers, The Bureau of Indian Affairs, and of course, The US Fish and Wildlife all have a piece of this project and it is benefiting only the few who will make millions off of public tax dollars and the few who will get to use it for mitigation. The rest of us will have to learn to live with mosquitoes......Rob T.
