Hey Folks,
The issue of the place of religion on memorials is going to be a very hot topic in Coos County, so it seems fitting to place this issue on the blog.   I will be adding comments and updates to this post, and the emails that I have received from other people. Everyone is welcome to make comments at the bottom of any of the blog posts.....Rob.T.

The Coos Bay City Council  meeting this Tuesday at 7p at the CB Library at 525 Anderson Ave, will                  be discussing the attack by the Freedom from Religion Foundation to remove the cross from the        Veteran's Memorial.

Private solutions are on the table,  but we must let these creeps, the FFRF,  know we're not putting up with this at all.

Hello friends,  

I am sending this email out to some people that are familiar with this issue as well some who are not.  The Mingus Park Vietnam Memorial is being threatened by an out of state group because it has a cross on it.  This group exists solely to sue various levels of government over issues that have to do with freedom of religion.  They see our memorial as government sponsored religion.  Obviously it is not.  It is a memorial dedicated to the people who gave their lives, health and youth to fight a war for all of America.  
 
I have set up a website to give concerned citizens a rallying point.  It is www.savethemingusmemorial.com.
  Please go there and sign the petition.  

There will be someone speaking about this issue at the next Coos County Republican Central Committee meeting.  The meeting will be  6:00 PM on March 28th at Red Lion Hotel.  The body may pass a resolution against this outrage as well.  
 
I am in talks with some veterans about organizing a rally.  I will let everyone know more about that once I learn more.

The link below is to an article about the redefining of the legal status of a certain group of corporations.  B-corporations are another mechanism corporations will use to funnel tax money into enviro-companies through government economic development funding, special taxing classifications and exemptions, and of course, state and federal grant programs…  Politicians enact laws that corporations have to react too and this is another fine example of that kind of situation……Rob T.

The Difference Between Benefit Corporations and Certified B Corps

 Benefit Corporations and Certified B Corporations are often, and understandably, confused. Both are sometimes called B Corps. They share much in
common and have a few important differences.

 Certified B Corporation is a certification conferred by the nonprofit B Lab. Benefit corporation is a legal status administered by the state.

 Benefit corporations do NOT need to be certified. Certified B Corporations have been certified as having met a high standard of overall social and
environmental performance, and as a result have access to a portfolio of services and support from B Lab that benefit corporations do not.

The voters of Bandon have seen the Light and defeated the Dark Skies Initiative…..  Measure 6-148 lost
the vote.  55% voted NO to the Dark and 45% voted Yes.

City Hall before 8 p.m. on  Tuesday.

For the life of me I am not sure why anyone would vote against  this, or why the Committee to Keep the Lights on in
Bandon and  CoosCountyWatchdog.com would spend the money to walk through Bandon neighborhoods and hang information on door knobs urging a no vote on the measure.

It seems to be more of a property rights issue than anything else, and that's sad. They also speak of "protecting your final authority,"   "preserving human activity" and "preserving our quality of life."

Frankly, I think the quality of everyone's life would be better if  we didn't have the neighbor's or the City's lights shining into our
backyards  and bedroom windows.

Please vote yes for Measure 6-148 while there is  still time to get your ballot in.

Hey Folks,
The fight for Light is getting heated in Bandon. Please DO NOT forget to Vote NO on Measure 6-148 in the March 12, 2013 Election.   The supporters of this law are getting desperate, which is demonstrated in their letters to the editor.   Below is a link to the Bandon Western World and my fellow watchdogs should be really upset, because they want to leash us, as if they could.   In addition, one writer claims that we all imagined the Bandon  Marsh expansion planned by the USFWS.   Yeah, the people of Coos County just went through a "Dallas" style Dream Sequence.....Rob T.

REFERENDUM ON ORDINANCE 1594 -   OUTDOOR LIGHTING REGULATIONS

  Registered Bandon voters will soon be receiving mail-in ballots for the March 12, 2013, election.  Measure 6-148 has been placed on the ballot as a referendum of Ordinance 1594 for Bandon voters to decide whether the Municipal Code should be
amended to include outdoor lighting regulations.  A copy of Measure 6-148 and a copy of Ordinance 1594 can be found by clicking the links above.

The City of Bandon has a link to their new Lighting Ordinance, but the new version of the full text is missing the cover letter mentioning Dave Ledig and the USFWS.  Below are the original files with the original text that is missing on the current document.  What does the city have to hide?.....Why would they be ashamed of their connection with the USFWS?.......

Please, read the law for yourself and decide if you want the city of Bandon in charge of what kind of lighting you can put on your own house, and your property.  Please, Vote no on the Measure 6-148 and Keep the Lights on in Bandon.....Rob T.   

In the file below, there is a letter from The USFWS to the Bandon Planning Commission.  It talks of how The Service is working in coordination with the Bandon Planning Department.  It also demonstrates that not only does The Service want to control the lighting of private citizens, but they also want the city to adopt their entire Comprehensive Conservation Plan as the city’s  Comprehensive Plan.  It was originally title Bandon’s “Master Plan”.

What's new at the Oregon Legislative Session Website?
Oregon Legislative Information System - OLIS, is a session application designed to help streamline
access to session information. OLIS will centralize and provide close to real-time legislative information on the session, bills, and committees. You will see all of the important events of the day during the legislative session.  OLIS will also provide access to bill text, amendments, and measure analysis, as

Please call, email, and write a letter to the Senators on the Business and Transportation Committee and ask them to support SB 478.  Let them know that it is time to give the people a vote on the debt created by Urban Renewal.
 
The following is a Sample letter and more links to more information. 
  
SAMPLE LETTER:
 Hello Senators, 
I am writing you today to ask for your support of SB 478, which would allow the voter to have a choice
over the Urban Renewal Agencies in the state.  The Bill is currently in one of your committees, Business & Transportation, and I would like you to pass this bill out of committee and onto the floor for a full vote of the Senate.  
 
Last year the State of Oregon lost over $182 Million in taxes due to Tax Increment Financing, which is the process Urban Renewal agencies use to skim money from schools, colleges, hospitals, fire departments, law enforcement and many other taxing districts that provide the basic services on which people depend.  The state’s school districts suffer the largest loss of money, up to 45% of the funding comes from their coffers, and the state has to backfill that loss with the revenue provided by our income taxes.  Then cities and counties use that funding to leverage grant money from state and federal government agencies.  Those grants also come
from other sources of tax revenue paid for by us, the taxpayer.  It becomes apparent that the entire process is a pyramid scheme developed as a mechanism to provide sustainability to the corporate welfare system, with
little to no input from citizens.
 
Eventually this process will start to consume too much of our taxes and will leave many municipalities financially ravaged.  Cities and counties cannot go into bankruptcy according to OR law, so they use the debt from Urban Renewal to subsidize their budgets through varying infrastructure projects.   A city or county does not suffer damage to their credit rating if their Urban Renewal Agency goes belly-up, because under current law it is an
independent entity legally separate from the city or county of origin.  Currently, Multnomah County sacrifices
25% of every dollar collected in property taxes to Urban Renewal and much of that money goes into the pockets of very wealthy developers and private consultants.

Several years ago, it became painfully obvious that the City Council of Bandon was going on a political spending spree funded by public tax dollars.   They planned to expand the budget of the city’s Urban Renewal Agency (URA), which was going to increase the local debt, while draining necessary money from ten other overlapping taxing districts. 
 
As expected, Bandon, a city of 3300 residents, increased the maximum indebtedness of the URA area Plan #1 from $5 million to $12 million and extended it out to the year 2033.  This is just one of seven Urban Renewal districts in Coos County.   In Fiscal Year 2012, these agencies drained over $3 million dollars in property taxes, which is 5% of the total collected annually for the county.  That amount is increasing by 5.6% every year and that percentage is growing.  Currently, Multnomah County sacrifices 25% of every dollar collected in property taxes to Urban Renewal and much of that money goes into the pockets of very wealthy developers and private consultants.

In February, Senator Jeff Kruse introduced Senate Bill 478, a measure that would take Urban Renewal out of the hands of greedy, misguided politicians and put those agencies under the control of the voter.  Senate Bill 478 will allow the voters of Oregon to decide the fate of these over-bloated, bungled bureaucracies.  The bill would allow the voter to decide on the creation of an URA plan, or an increase in the URA debt or any expansion of any existing URA areas.  
 
The people of Oregon have to support this bill by calling or emailing their Senator and demand that they vote in favor of the people by voting for SB 478.   Right now, the bill is in the Committee on Business and Transportation of the state senate.  The following Senators are on that committee and people can contact them via email.

Brian Clem, Chairman of the  House Land Use Committee and tell him you want a hearing on this very  important bill to protect and conserve agriculture lands for food and  future generations of farmers and ranchers. Without creating a venue or  process for wetland creation, restoration or enhancement, hundreds of  acres of agriculture lands will continue to be converted out of  agriculture production and into "permanent" wetlands.  The latest  proposal in the Coquille Valley is 742 acres in Winter Lake, Beaver  Slough, and Lowe Creek.

From a Watchdog in The Coquille Valley
In August another farmer in the Willamette Valley and I met with Rep. Krieger and LC to draft a bill to provide a process for these wetland restoration projects plus address the lack of liability on EFU lands should the operation be impacted by the restoration project. Currently Oregon statutes provide for fish restoration projects to be exempt from liability except for "gross negligence".

 Currently there are two bills in legislature.  One is HB2173, which is sponsored by Rep. Krieger and Rep. Brian Clem (Salem).  The bill has been sent to
the House Land Use Committee of which Rep. Clem is Chair.   I have done an overview plus provided some background information concerning what is happening.  I also did an overview plus documents for the Coquille Valley.  I'll send those to you in a second email. 
 
I had a conference call this morning and the issue that was brought up is that the "restoration" groups (TNC, Joint Venture, OWEB, etc) are not pleased with these bills.  We need to be proactive in getting our story out to the legislature. 
 
Senator Betsy Johnson has a companion bill in the house which is similar to HB2173 but it also addresses the issues of appraisals by these NGO's.  

Her bill is SB338 and she is also getting a lot of
comments.
 
Please take the time to call your legislators or friends at the Capitol and ask them to support these bills. You will notice the overview deals primarily with the need to support Goal 3 and retain productive agriculture land. Right or wrong,  this is the approach I think that needs to be taken and we can back up that with the Coquille Valley information.

You can get a copy of these bills on-line however since they are land use bills, they 30 plus pages long.

This was taken by the guy that lives across the street from me. The reason that I am sending it to you is to point out that something like this could be a huge advantage to you.
 
In 1970, Bohemia, Inc., had purchased the Umpqua River Navigation Company, my employer at the  time.  They desired filling portions of Bolen Island, using pumped fill from  the river. The area of the river to be pumped was part of the river channel  that was filling in. The Corp of Engineers had not yet  been taken over by environmentalists, but we still needed a fill permit. I was  detailed to work with the attorneys to gain that permit.
 
I had a pretty good understanding of the Umpqua
drainage  wetlands and I knew that not many others did. To make the case that the wetlands  were not threatened by this 6 acre fill, I gained the use of the Bohemia  heliocopter. I mapped out a flight that would display  the enormity of the wetlands and we conducted tours to make our case to company  attorneys and the officials. 

It was a slam-dunck. The hearing went in our favor and we got the fill permit. The Corp got some free dredging of the river  channel. 
 It will not be as dramatic as the flight that we did,  but it could be a real help to the Coqille farming community and their neighbors to have a pictorial display of  the Coquille River wetlands taken by an  overflight. I am surer that you will quickly see that you could gain a huge  audience to view the display. The audio
added could be a big factor in establishing the public opinion that you desire. This would be lots of advertising at a very minimal cost.

I would look at the Bandon Marsh at the same time, you may have to go through that
adventure again sometime.

The video at the bottom of this post never places the blame for gun violence on the backs of the gun industry, but it has a subtle anti-capitalist, antigun message.  The gun manufacturing industry does not cause gun violence no more than the automobile industry causes car accidents.....Rob T.

We enjoyed it and hope to promote the gun industry as well.  I will share the video on my site, so more people can see how the gun manufacturing business is one of the few flourishing industries in the USA today.   The amazing thing is how the gun companies do not use government development funding or bail-out dollars to provide so many jobs in a down economy.  We should all be thankful to have such a thriving segment in manufacturing.   Thank you for the info.

    I want to thank you again for your participation last year in the  Coquille Estuary Climate Change Vulnerability Assessment Project.     Since the April meeting, the project steering committee and key    researchers have been working to complete several of the products--    and they are now available on the new project website (a copy and paste link is below).

    We hope that these initial products will start to provide relevant climate change vulnerability information that you can use for    natural resource management.   The products include an online GIS    data and mapping tool (no software purchase required), and two    reports exploring past and future climate change and related threats to the Coquille region.  We will also soon post a video
of    presentations from two research teams working on sea level rise at Bandon Marsh NWR.  Stay tuned for that announcement.

    Our next step is to draft a vulnerability assessment for the estuary’s ecosystems and natural resources, and convene an expert    panel this Spring to further evaluate the vulnerability of habitats    and species. (The panel will use the climate change information from    the reports and data on the AcrGIS platform).   Some of you will receive invitations as a species, habitat or ecology expert—but feel    free to contact me sooner if you’d like to participate or have any  questions.

Commissioner,  Melissa Cribbins.  Ms. Martin will kick things off at 6PM about "Protecting Our Privacy" in a world of increasing surveillance. At 6:30PM, Ms. Cribbins will
address us in a keynote talk.  A portion of the hour will be held in reserve for questions from the audience.  We hope you'll be a part of it. 

While donations are always accepted, feel free to bring a dish of your own, store bought or otherwise.  Needed this time around are main dishes, sides and desserts!  Good food, good friends--- it's a wonderful time to be alive, to preserve and defend the Constitution in this part of Oregon.

Last night Ginny Burdick announced that numerous anti-gun bills would be getting hearings in Senate Judiciary on March 14th at 8AM.

While there is no official confirmation of this so far on the committee schedule, it confirms what we
predicted yesterday.

Your voice is more important than ever. Burdick will make every effort to fill the room with gun grabbers. We need you to let the committee know you oppose all of these attacks on your rights.

OK, here it is: You will find the flyer for the coming meeting attached here. If you know of a party that is not on our email list, someone who might be interested in this program, feel free to forward this post, rearranging the body to your tastes. You may also print it out and pass it around.
 
We are blessed to have Herm Oberholzer as a speaker for this event. Herm is a former financial planner and his presentation is well received wherever he takes it. We look forward to his inspiring edification on the Federal Reserve.
 
It is time for us to get organized to oppose the gutting of measure 10-119. We will not have all of the answers, but we certainly have some questions for you.

  1. Should fees pay for the services rendered or should they also be a revenue enhancing tool?
  2. Examining the list of administrative fees presented by the City we note that some fees should be reduced.
  3. If you agree that most fees need no change, then why is this almost an emergency?
  4. An almost impoverished position has been presented by elected officials and staff. Are they really impoverished?
  5. If they are impoverished how do the justify spending $60,000.00 with the Judicial Review.
  6. How do they justify the expense of the coming election?

Watch for our website to come alive with the discussion of this issue. We consider polling you for your opinion on these fees.
 
Frank Barth, as a newly elected Councilor is committed to serve the people of Reedsport and working to solve local problems.  He will not become part of the ruling oligarchy.

Just wanted to drop you a line and let you know that Congressman Wyden introduced a bill to fully realize programs under the Land and Water Conservation Fund set up 50 years ago by President Kennedy.  S 338 
 
Now as you have heard from our President and everyone else, the federal government is looking at layoffs and is trillions of dollars in debt.  That being said in all the "wisdom" of our Congressman from Oregon, the bill amount to fund the LWCF is $900 million per YEAR.
