LTE ~ Coos Bay Privatization of Wastewater Treatment Plant for Overpriced Lawyers

In recent weeks The World has kept its readers informed of unsolicited proposals submitted to the city of Coos Bay by DB Western Inc. that are related to the construction and privatization of the contemplated wastewater treatment facility for consideration.  These significantly (millions of dollars) lower cost offers are intended to identify a concept that falls somewhere between the invention of sliced bread and crap for the wastewater facility (see DB western web site). 
 
I believe that DB Western’s proposal to place the facility on the North Spit in anticipation of the next Cascadia Subduction Zone catastrophic event is insanity.  This citizen joins those opposed to privatizing the facility.  The only winners if privatized will be the overpriced lawyers.  I doubt that there is a lawyer west of Maine who could author a legally enforceable contract between the parties with contract performance that is guaranteed by the fiscal resources of a humongous third party (bank, financial institution, etc.), inclusive of significant liquidated damages and penalties articles, that would be acceptable to the parties; a contract that provides immediate and absolute safeguards and legal remedies for the citizens and addresses every known, unknown and unanticipated situation for the next 40 years. 
 
We were informed that the five male city councilors, led by councilor Daily, agreed to form a committee to hire an expert lawyer to determine the merit, if any, of the DB Western proposals.  Apparently the mayor, two female councilors, city manager and public works department head were opposed to forming such a committee. 
 
The mayor, councilors, city manager and department heads have a fiduciary responsibility to the citizens.  Each has promised to have an open mind in such matters.  The mayor, not councilor Daily, should be the city leader, not follower, demanding such a detailed proposal review.  The committee proposed by councilor Daily and others may be a waste of valuable time and resources; but, it is totally appropriate.  The people deserve to know if there is an apples to apples comparison; if DB Western supported its offer; and if so, why the lower priced alternative offered by DB Western should be accepted or rejected. 
 
It’s long past time for city government to stop discussing and start building.  If the proposals are found to be unsupported, further consideration should be rejected.  This upwind Coos Bay citizen looks forward to the findings of the Daily committee in a timely manner.

USACE ~ Nation Wide Permit Program Public Comment Requested by August 1, 2016

The U.S. Army Corps of Engineers, has designated the re-issuance of the Nation Wide Permit program. Attached is a .pdf file of a public notice soliciting comments on the proposed updates. Nationwide permits are general permits issued on a nationwide basis to streamline the authorization of activities that result in no more than minimal individual and cumulative adverse environmental effects. 
 
In reviewing the proposed Regional Conditions, they are especially seeking input on Regional Condition 2 (Aquatic Resources of Special Concern). Are there other resources that should be added to the list? If you do think other resources should be added, please provide a brief justification as to why the resource should be added along with a definition of the resource. Also, for those resources currently on the list, Portland District is working on developing definitions that are adequate to provide guidance to the public and our Project Managers on how to identify them. Public suggestions on these definitions are welcome.

LTE ~ Flat Income Tax vs FAIRtax ‏

The FAIRtax℠- i.e., H.R. 25 (FT) is a Progressive Scam – we need a 10% “Tithe” Tax!   
 
I am a retired lifetime tax consulting professional (JD, LLM in Taxation, CPA, co-author of a 3 volume tax treatise, lecturer), with no financial stake in ANY tax system. Of prime importance, the Prebate is not a real refund of FT paid, as it appears to be. It is a $600B NEW ENTITLEMENT, with all Americans receiving a big monthly federal check – a very bad idea for those of us who are not Socialists. It is financially and politically unwise to create yet another huge entitlement that will only increase in the future. 
 
FT (Prebate) has the poor pay for no part of the fed budget, pay nothing for their personal SS/Medicare benefits, AND give them a big tax welfare check.  FT (Prebate) extends tax welfare to the non-working poor – and also takes the next Progressive Cloward-Piven step towards giving SS/Medicare to all regardless of work, by removing the tax cost of reporting SS Wages, which “invites” fraud in reporting them (as also noted by other authors). 
 
The Prebate is calculated to merely repay the poor for any FT they pay (as if we all agree with that), but it would actually pay them far MORE by “assuming” the poor spend more than the underlying HHS Poverty Guidelines and that they will pay FT on all of their purchases (but they WON’T) – see http://sceldridge.wix.com/sceldridge#!ft-increases-tax-welfare/copu  
 
Some FT’ers still market the old FT lie that we get a big raise (no Income & P/R taxes) AND FT prices would be the same as today’s  -  that just cannot be true.  FT is merely supposed to change the method of paying the same total tax dollars we pay today, so if you get a big raise, prices must go up by the same total dollar amount (except for minor savings in compliance costs). Retail prices would rise by nearly the full 30%. Even the AFFT, and an economist it engaged, now admit that prices would rise substantially, but prices would rise even higher than they admit - see http://sceldridge.wix.com/sceldridge#!ft-will-increase-prices-by-nearly-30/czaa 
 
FT results in a combined fed+S/L 30-45% initial in-your-face sales tax that would spark a  
taxpayer revolt that would  destroy our retail-sales-sensitive economy - that’s 30% FT (not 23%) plus 0-15% S/L. Those rates might go up to (say) 60-75 at an illustrative 30% evasion/avoidance rate (incredibly, FT “assumes “zero evasion, zero intentional reduction in spending and zero migration from new to used goods – instead of increasing the FT rates, the $600-$900B shortfall will more likely result in a new Income tax, see below).  
 
The FT’s 30% rate is really closer to 50%. FT hides another appx. 20% in taxes (but FT’ers deceptively say “the FT is fully transparent - just look at your receipt and you will see all of the FT you will pay”).  1) 12+% is hidden by having fed + S/L govts pay  FT (which is likely unconstitutional) – ultimately, they must get that money from us,  2) The fed budget will rise for  a)  SS & all fed pension COLA’s  caused by FT’s 30% price increase, and for b) fraudulent new SS benefits “invited” by FT’s removal of the tax cost for reporting SS Wages (as noted by other  authors ), 3) FT economists have admitted that the FT is 5% short.  
 
Incidentally, USED property is advertised as exempt from FT, but that may be a cruel hoax, because of the practical difficulty of establishing that the buyer has met the requirements that FT was paid AND that none of 3 listed credits against the FT were claimed. 
 
FT’s new IRS (i.e., STAA) may be more invasive than today’s IRS - the buyer is liable to pay FT and receive/show a receipt and so STAA may audit consumers – see Sec 101(d). Also we may well have to file an “Annual FT Summary”. See http://sceldridge.wix.com/sceldridge#!the-myth-that-the-irs-is-abolished-/c1tu0 
 
As also noted by Cato Institute (see https://danieljmitchell.wordpress.com/2012/08/11/a-primer-on-the-flat-tax-and-fundamental-tax-reform/), FT leaves us more vulnerable to winding up with both a NEW Income Tax and FT (instead of adding 20-30% on top of the FT’s already high explicit 30% rate). Congress would surely repeal FT’s laughable Sunset Clause and (with the 16th Amendment surely still firmly in place) would use the excuse of the large revenue shortfall from evasion/avoidance to (in lieu of raising the already high FT rate) enact a new Income Tax which I believe is Congress’ true ultimate objective – i.e., to be able to grab even more of our money to redistribute to those who will vote for them and contribute to their campaigns. 
 
To summarize the FT rate, it appears that FT required a 70-80% rate. AFFT simply “assumed” away 20-30% evasion/avoidance, hid 12% by taxing fed +S/L govts, reduced the rate by 5%, and ignored the FT-caused fed budget increases - to get the rate down to 30%. Then a clever AFFT lawyer deceptively twisted the statute to make 30% superficially appear to be “only” 23%. 
 
Seniors would start to pay for SS/Medicare again and some would pay a 2nd-3rd tax on their earnings. Many middle class seniors would pay more FT than they would have paid in Income Tax and many would lose purchasing power because of 1) the nearly 30% price increase, and 2) the higher S/L & federal taxes required because they must pay FT and can only get those funds from us, and 3) higher federal taxes due to nearly 30% higher SS & federal pension COLA’s and fraudulent SS benefits. 
 
FT promises grand economic benefits which are all entirely unpredictable - mere Hype & Change. FT employs marketing hype and hyperbole, making countless undeliverable claims. 
 
We need a very Flat Income Tax; No: Deductions/Exemptions/Credits, a 10% rate, business income taxed only once and on a very simple basis - IRS is neutered, 1 page tax filing, everyone pays, more evolutionary. BBQ & Beach Clean-Up at Bullard’s Beach
 
Please join Coos County Watchdog and the Coos County Chapter of Oregon III% for a beach cleanup and no-host BBQ at Bullard's Beach State Park on Saturday June 25th beginning at 12 Noon.
 
It was recently announced that the nonprofit organization SOLVE has scheduled a beach cleanup at Bullard's Beach for the end of June and has invited twenty-two European undergraduate students to attend.
 
SOLVE is supported by environmental extremist such as The Nature Conservancy, and the reason they are bringing out people from Europe is to espouse socialism disguised as conservation, or otherwise, it would be a great endeavor to support.
 
The folks from “Leaven No Trace” are a good example of average citizens applying rudimentary solutions to solve local problems. Go Americans....
 
While we appreciate the efforts of SOLVE in cleaning up our beautiful state, local residents must take a personal interest in the health of our outdoor areas. The cleanliness of Oregon beaches and forests is the responsibility of Oregonians, so let us tidy up before our foreign guests arrive.
 
We would not want them to see our dirty laundry.  
 
All concerned residents of Coos County are invited to join us. Volunteers are asked to provide their own trash bags and gloves.  Several vehicles will be present to haul away the trash.
 
Volunteers should meet at the East Picnic Shelter near the Boat Ramp at High Noon to organize for the clean-up and the BBQ will be held at the same location.
 
The no-host, potluck, BBQ will commence as soon as the cleanup is complete. Grills and beverages will be provided, so please bring your favorite dish.
 
We would also like to offer our sincerest condolences to the family and friends of the victims of the recent terrorist attack in Orlando by a radical Muslim extremist.  Our greatest goal is to make sure every individual has the Right to self-preservation, especially those most vulnerable

COOS COUNTY REPUBLICAN’S TO HOST “Get out the Vote” WORKSHOP

Coos Bay – June 15, 2016 – On Saturday, June 18 from 10:30am – to noon, there will be a workshop for newly elected Republican Precinct Committee Persons PCP’s.  The workshop will be held at Pony Village Mall, Room 131.

“We are gathering information about the new PCP’s who were elected in the Primary Election.  There were several PCP’s who were elected as a write-in PCP,” said Ron Wiggins, chairman of the Coos County Republican Central Committee.  “If you received notice from Terri Trui, Coos County Clerk, please contact me at 541-756-7435 or at ronw8@frontier.com.”

The workshop will provide PCP’s information about their precincts and give each participant tools to help get out the vote.  Participants will also receive information about Republican candidates who will be on the General Election Ballot.

The Coos County Republican Women and the Coos County Republican Central Committee are partnering to bring “Get out the Vote” training to Coos County.

The Coos County Chapter of Oregon III% will holding a meeting at Coos Bay Fire Department located at 450 Elrod Ave. in Coos Bay on Thursday June 9th from 6:00-8:00 PM.

Rob Taylor from Coos County Watchdog has arranged for Teri Grier, (candidate for Oregon House District 9) to speak to our group.

Rob writes:

"People who still believe in the US Constitution have a decent candidate to write-in for House district nine, Republican Teri Grier. She is relatively new to the state, but has shown a commitment to the community. Teri organized numerous candidate forums drawing in several governor and federal congressional candidates.

Short Bio:

Personal Life 
Teri Grier is a native of rural Arizona and a descendant of one of Arizona’s territorial ranching families; she has extensive knowledge in public and private land use, grazing rights, forest health and fire safety, water rights, tribal and rural development issues.   
Teri transplanted to southwestern Oregon to avoid the extreme heat and live a healthier lifestyle.  She settled in the coastal area because its people and communities are similar to the logging, mining and ranching environment she grew up in. 
As a young woman, Teri experienced the downturn of the logging industry and shut down of several mines which had a personal effect on her family.  As a divorced single mom, Teri put herself through college while working full time.  She earned both her Bachelors and Masters from Northern Arizona University.  She also has a graduate credential from Georgetown University in Washington DC.   
Growing up in a hardworking blue collar family, she is proud of the fact that she is a first generation college graduate.  Today she is the grandmother of four grandchildren who live with their parents in Nevada and Arizona. 
Career 
Teri Grier has spent much of the last 25 years working with the local, non-profit, county, state and federal officials to enhance business development, encourage jobs, protect and engage in economic growth and development.   
She began her public policy experience in the Arizona House of Representatives in 1992, where she served as lead staff for the Economic Development, International Trade and Tourism Committee.  
In 1996, then State Senator Jan Brewer, was elected to serve as a member of the Maricopa County Board of Supervisors.  Teri was asked to join the newly elected county supervisor as the county’s government affairs manager.  During this time, the most pressing issues included rural health care and reformulating the contribution formula for Medicaid (ALTCS) between the state and counties 
In 2001, Teri accepted a position with the Flagstaff Chamber of Commerce.  She advocated on behalf of over 1,000 Northern Arizona businesses, most were small businesses.  As the government affairs manager for one of the economic hubs in rural Arizona, she championed legislation and policies that would expand opportunities in rural communities.   
From 2003 to 2011, Ms. Grier worked in Washington DC.  She served as district director and DC office manager for an Arizona Congressman.  This rural congressional district made up 120 cities, towns and townships, all or part of all the national forests in Arizona, eight tribal nations and was one and a half the size of the state of Indiana.  The major issues included Veterans services, natural resources including forest health and rural economic development.   
After her tenure on the Hill, Teri worked as the Director of Strategic Alliances and War Room Services for DCI Group, an issues advocacy firm.  She worked on state, federal and international public policy issues. Some of the areas included: healthcare, telecommunications, natural resources, financial management, military affairs, education, and international trade.   
In 2010, Teri was accepted into Georgetown University’s, Institute for Transformational Leadership, where she completed a year-long program focusing on Executive Leadership Coaching.  After completing the program, Teri started her own company, Dynamic Coaching and Consulting, and has spent the last six years coaching elected officials, executives, mid-level managers, and college students entering the job market.   
2012, Teri was appointed by Arizona Governor Jan Brewer to serve on the Arizona Commerce Authority's, Rural Business Development Advisory Council.  Working along with other leaders in Arizona, Teri championed efforts to lower Arizona’s overall tax rate, develop sustainable incentives for economic growth and to make fiscally sound and difficult decisions to put Arizona on the road to a strong recovery.   Her term ended in December 2014. 
Teri’s 25 years of public policy experience includes being a small business person, serving as a policy analyst for local state and federal elected officials and advocating on behalf of free market and business issues for both small and large businesses.  She’s been a champion of a healthy economy that encourages business growth and expansion.

I hope you all had a wonderful Memorial Day weekend. It was a beautiful weekend to spend on the South Coast.

We’ve had a busy start to the summer here at SCDC. This week was our Annual Meeting. Each year, we hold our annual membership meeting to elect new board members, Executive Committee members, and approve our budget for the upcoming fiscal year.  We did all that and more.
Before I share with you about our newly elected board members, I want to take a moment to thank all of our board members and executive committee members from this past year. I want to thank Ben Marchant for doing a super job as our Chair and being a rock for SCDC during its renaissance. I want to thank Hank Hickox, Fred Jacquot, Rodger Craddock, John Briggs, Bob Garcia, and Rick Skinner for all serving on the Executive Committee this year. They each dedicated additional time each month to help guide staff and assist us as we’ve moved SCDC forward. The entire board of directors has been vital to our ability to have accomplished all that we have over the last year.
