OWEB ~ Public "Suggestions" About Focused "Spending" Partnership Priorities

Now Available Online – Input and Suggestions about Focused Investment Partnership Priorities

On July 29, 2014, the OWEB Board approved a process to implement a new Focused Investment Partnership program as a part of the agency's grant offerings, including the setting of priorities for Focused Investment Partnerships.

The OWEB Board will be establishing a set of priorities of ecological significance to the State. Partners within these priority areas will be eligible to apply for Focused Investment Partnership funding.  Beginning last August and continuing through April 2015, the OWEB Board has and will continue to receive advice and recommendations as part of a nine-month long public input process to guide that work. The first phase of this input process ran August 1, 2014 through October 15, 2014, with the OWEB Board receiving written suggestions and input from stakeholders.  

The written suggestions and input received to date are now available online.  In addition to written suggestions, individuals provided public testimony at the Board’s October meeting. That testimony will be included in the minutes of the Board meeting when posted. The written and verbal input received will help guide OWEB staff, expert panels, and the Board through the priority-setting process. The Board will receive additional input through public comments on Focused Investment Priorities at its January 2015 meeting. Final draft Priorities will be reviewed at the April 2015 Board meeting, including additional opportunity for public comment. At that meeting, the Board will approve final priorities. These Priorities will apply only to the Focused Investment Partnership funding within OWEB’s spending plan (currently between 10-12% of OWEB’s funds).

Focused Investment Partnership Funding

In May 2015, OWEB will open solicitation for Focused Investment Partnership funding within the Board’s identified Priorities. Funding will be provided in two categories. Under Focused Investment Partnership Capacity-Building funding, partnerships may apply for technical assistance to develop a strategic action plan for their partnership and program. If the partnership is already established and has an existing strategic action plan, the partnership may apply for Focused Investment Partnership Implementation funding. More details will be available regarding the application process in the coming months.

We mentioned in an earlier update that we, along with partners in Coos, Curry, and Douglas counties have been successfully awarded a $375,000 grant to work towards strengthening our foods systems. Attached to this email is a press release from RDI with more details on that grant. We are looking forward to continue working in this fantastic collaboration across all three counties to proactively strengthen an important part of our economy.

We are also still working with a great group of people from the community to put together a competitive application for the America’s Best Communities Grant. That application is due in January, and we will keep you updated on how that goes.

Jameson Jackson, our RARE intern, held a Community Food Conversation this week at the SCDC office in Coos Bay. He will be hosting another conversation in Bandon on December 3rd from 4:00-5:00 at the Bandon Barn. There will be additional dates and locations in Curry County in the future, and we will be sure to announce those dates as soon as they are scheduled. The one held this week was well attended and gave Jameson and opportunity to share some of the research that he and previous interns had completed and to share what’s been learned included obstacles and opportunities. Jameson is doing a great job, and we are excited to see the progress of this project.

Dear SAOVA Friends,
Have you visited the SAOVA website recently?  We would like to remind you that our website has a variety of information, data, and tools to assist your research and work on legislation.  Each year we track and analyze a number of bills at both the Federal and State level.

As part of the effort to monitor and expose the animal rights agenda, we have the HSUS TAFA Conference Special Report posted as a page which can be shared or downloaded as a PDF file.  The HSUS Timeline not only outlines the history of HSUS and its many radical campaigns, but includes links to samples of the propaganda aimed at our children, court cases including the Feld Entertainment RICO lawsuit, and other documentation of the HSUS agenda.

Extensive information is posted exposing the Animal Legal Defense Fund (ALDF), their non-stop lawsuits and long campaign to establish animal abuser registries.

The site includes a “Hound Hunting Fact Sheet” and a new 2-page handout “HSUS – The Wolf in Sheep’s Clothing” for your use and distribution.

In the SAOVA Archives, we have tracked the history of HSUS federal legislation to license in-home, retail dog breeders and sellers, beginning with former Senator Rick Santorum’s Puppy Protection Act 2001 and continuing through the Puppy Uniform Protection and Safety Act (PUPS) 2013.

We plan to make a number of additions to the site in the coming year.  SAOVA works for you; remember to visit the site occasionally to see what is new.

REQUIREMENTS FOR IMPORTATION OF LIVE DOGS
There are new rules in place for importing live dogs from any part of the world into the continental United States or Hawaii for purposes of resale, research, or veterinary treatment. The dog must be accompanied by an import permit issued by APHIS and be imported into the continental United States or Hawaii within 30 days after the proposed date of arrival stated in the import permit. The final rule went into effect Nov. 17, 2014. USDA Animal Care posted a new factsheet that explains the requirements for individuals seeking to import live dogs into the United States.  http://tinyurl.com/lwrkvx3 

The Centers for Disease Control and Prevention (CDC) also has regulations on the importation of dogs and cats into the United States. Importers who bring dogs to the United States must make sure that their dogs are adequately vaccinated against rabies before arrival. In general, dogs must be vaccinated against rabies at least 30 days prior to entry, except for dogs originated or located for 6 months in areas considered to be free of rabies. Puppies must not be vaccinated against rabies before 3 months of age, so the youngest that a puppy can be imported into the United States is 4 months of age.  Importers may need to obtain a confinement agreement from the CDC, for puppies prior to U.S arrival.  Entry may be refused if dogs/puppies arrive without this agreement or vaccination.  Visit the CDC web site at http://tinyurl.com/33r65xu for more information on their regulations.

 

USFWS EVALUATING NORTH CAROLINA RED WOLF PROGRAM
A report on the Red Wolf Recovery Program in eastern North Carolina is highly critical of various aspects of the nearly 30-year old effort to re-introduce the endangered animal into the wild. The U.S. Fish and Wildlife Service (USFWS) contracted out the report to evaluate the program. Currently about 100 red wolves live in a five-county area in and around the Alligator River National Wildlife refuge. The USFWS spends more than $1 million per year on the Red Wolf Recovery Program. The report is part of a larger effort to evaluate it and determine its future. Coyotes have interbred with the wolves and some wolves, mistaken for coyotes, have been shot. A ban on hunting coyotes in the five-county area was recently lifted. A decision on the fate of the program is expected in early 2015.  Report: http://www.fws.gov/redwolf/evaluation.html

 

ALDF FILES LAWSUIT AGAINST MENDOCINO COUNTY CA
The ALDF, Center for Biological Diversity, Project Coyote, Natural Resources Defense Council, and Animal Welfare Institute, and a local Mendocino resident filed a lawsuit against Mendocino County in the Superior Court of California, County of Mendocino, for violating the California Environmental Quality Act. The lawsuit challenges the county’s failure to conduct the legally-required environmental review of its $142,356 taxpayer-funded contract with the U.S. Department of Agriculture (USDA)’s Wildlife Services. The contract authorizes use of the Wildlife Services lethal predator control program to address livestock-predator issues.

 

KIDS NATIONWIDE REJECT BLACKFISH
When a kid in Malibu, California forced the rest of her classmates to miss out on a day at SeaWorld because she was misled by Blackfish, it made national news.  Awesome Ocean, a group of educators, Marine Mammal veterinarians and trainers, are learning that children of all ages are rejecting the radical agenda being shoved in their faces and asking for alternatives. Not only are they analyzing the source material the school is presenting to them, they're demanding they be allowed to think critically by hearing both sides of the issue, which is a victory for anyone interested in education.

Their website has stories of kids who are standing up to radical activists and demanding that they hear the full story and learn the truth.  

AUSTIN, TX.  When one of Austin's teachers announced that they would be required to watch Blackfish in school, Austin stood up and demanded that they allow a SeaWorld trainer from SeaWorld San Antonio to come in afterwards to comment about the film. The teacher responded, "We don't have time for that." Austin quickly countered, "Then we don't have time for Blackfish." CONGRESSMAN ED WHITFIELD ETHICS INVESTIGATION
An independent investigation into Kentucky Representative Ed Whitfield found there is “substantial reason to believe” that the legislator unethically facilitated the lobbying efforts of his wife, who is a registered lobbyist for the legislative arm of the Humane Society of the United States.

The House rules prohibit this brand of spousal scheming, explicitly forbidding lawmakers’ staff “from making any lobbying contact…with that individual’s spouse if that spouse is a lobbyist…for the purpose of influencing legislation.” But accusations against Rep. Whitfield contend that the Congressman and his wife violated these guidelines.

According to a report by the Board of the Office of Congressional Ethics (OCE), Connie Harriman-Whitfield allegedly contacted her husband’s congressional staff “on numerous occasions,” scheduling “as many as 100 meetings with other congressional offices” through his staff. The 26-page OCE report quotes email exchanges in which Harriman-Whitfield appears to use her unique access for calculated professional gain. In one such email, for example, Harriman-Whitfield details the legislative advantages of her marital situation: “Neither HSUS or HSLF [the legislative arm of HSUS] will be able to do well setting up meetings with Republican offices…That is why Ed’s office was so crucial in setting up meetings between Republicans and third parties.” According to the Board Report, this use of “Ed’s office” was particularly important in gaining Republican support for HSUS-backed anti-horse soring legislation—a bill sponsored, incidentally, by Rep. Whitfield’s chief of staff Cory Hicks, who navigated the delicate ethics issue involving his boss' wife, resigned to take a communications and public affairs position at a Fortune 500 company. Hicks left Whitfield's office this month amid the probe over interaction between the office and the congressman's wife, a registered lobbyist. He had served as chief of staff since January 2013 and moved up through the ranks of Whitfield's office starting with an internship in 2003. (Source: Legistorm)

 

ELECTION CONTRIBUTIONS TO CAMPAIGNS
The Humane Society Legislative Fund (HSLF) reported total contributions of $125,500 to House Democrats and $74,000 to House Republicans this election cycle.  Recipients receiving the highest donations were Jeff Denham (R, CA) and Tony Strickland (R, CA) with $10,000 each.  Strickland did not win election.  Second highest donation of $7,500 went to Nancy Pelosi (D, CA).   Direct campaign contributions to Senate Democrats were $63,000 and to Senate Republicans $17,000.  HSLF Independent Expenditures to date total $1,018,108 with an amazing $640,923 going to support the campaign of Gary Peters (D, MI) and $133,301 to Jeff Merkley (D, OR).

Umpqua National Forest Travel Management Plan Meetings

The Umpqua Chapter of OHA has been heavily involved in the Travel Management Plan on the Umpqua National Forest. After the chapter raised major protest at the first round of proposed travel management plans for the forest and the agencies plans to eliminate 1,200 miles of road system and greatly reduce camping on the forest. The planners went back to the drawing board to draft options that make more sense to forest users. If you spend time on the Umpua National Forest and are concerned about travel and camping restrictions please attend a meeting in your area.

LTE ~ Port of Coos Bay & The World Should Keep Promise to Active Military & Vets

Why should we “move forward on flag change”?  On 22 November The World editorial board reminded us that 23 years ago flags were erected along the Coos Bay boardwalk as “tribute” to “34 nations around the world” and to acknowledge that the port is open.  Tribute?  Which of the Webster definitions?  If flags were necessary to show the port open to the world by paying tribute to 34 of the 248 countries of the World, Wim deVriend is correct in his “Jobs Messiahs” book; the port was doing a shabby marketing and managing job.  The World considers flying various flags “and (sic) necessary expression of the city’s soul”.  Huh!  The World acknowledges the city council promise of five years ago; that only the US flag would fly over the boardwalk until such time that there were no US military in Iraq and Afghanistan.  The Pentagon has reported that this country is years away from total troop withdrawal; if ever.  Coos Bay city government should keep its promise to active duty military and Vets of the community.  

Apparently city government has identified infrastructure requiring repair and planned remedies are known.  Potholes have been filled.  Apparently agreements with Jordan Cove Energy that benefit the people are in place and the CEP that will benefit a few, not the taxpaying majority, is complete.  Possible tax relief has been identified.  And, having remedied the cigarette smoke close to the library problem, elected representatives now have time for the important stuff; considering flag changes recommended by a “subcommittee” of unidentified political appointees. 

The city council again seeks public input on the flag matter.  Isn’t one time enough?  Southbound travelers can’t see the flags.  Most alert northbound drivers look along the road, not at the tall flags.  Which of the 249 flags shown at www.cia.gov (search for The World Fact Book) should fly over the boardwalk?  Mexico?  Canada?  Who shall we offend with a variety of flags changing every six months?  There are thousands of battle scared Vets residing in our community who would not be supportive of removing Old Glory to fly the rising sun, or the flag of China.  Do remove the tattered Fisherman’s Wharf flag soon.  There are professional politicians amongst us who would have the tribes flag fly over the boardwalk in addition to our forests and roads.  Why?  The local tribes fly the US and tribal flag only.

SALEM, Ore. – The Oregon Fish and Wildlife Commission will consider two land acquisitions in the Willamette Valley and establishment of the Columbia River fisheries transition program when it meets in Salem on Friday, Dec. 5.

The Commission is considering two land acquisitions in the Willamette Valley: Coyote Creek NE adjacent to Fern Ridge Wildlife Area and Hayden Island near Salem. The acquisitions will be funded through Bonneville Power Administration and other sources as part of BPA’s wildlife habitat mitigation programs in the Willamette Valley. Both acquisitions would provide important habitat for fish and wildlife species identified in the Oregon Conservation Strategy as well as outdoor recreational opportunities.

The Commission also will be asked to adopt rules to establish the Columbia River Fisheries Transition Program. The program consists of $500,000 in state general funds authorized by the Oregon Legislature and establishes a grant fund that will pass through ODFW to participating county programs. County programs will decide processes for compensating Oregon Columbia River commercial fishers and will distribute funds to fishers. The program is required under a 2013 statute to address economic harm and required fishing gear changes during a transition period established under the Lower Columbia River Management Reform policies previously adopted by the Commission.

Two fish passage waiver requests related to upper and lower Pony Creek dams near Coos Bay are also on the Commission’s agenda. The first would amend an existing waiver for the Upper Pony Creek Dam to replace supplemental water releases from the Dam with habitat restoration on the South Arm of Matson Creek. The second is recommending a fish passage waiver for Lower Pony Creek Dam, where stream and habitat restoration on the North Arm of Matson Creek is being proposed in lieu of providing fish passage at the dam. This waiver request is for future seismic and spillway upgrades that will likely trigger Oregon’s fish passage policy.

ODFW’s hunter education staff will recommend that Commission make rule changes that end the minimum course length requirement of 12 hours. More students are taking the course online or by workbook. These and other efficiencies make it possible for a student to complete the class in less than 12 hours.

Hunter education is required for all hunters age 17 and under in Oregon, but other states like Colorado require it for adults, too. The proposed rule changes will also allow ODFW to offer an online-only course for Oregon adults who need to get certified to hunt out of-state. (Currently, hunter education certification also requires a 6-8 hour field day.)

In other business, the Commission will consider:

  • Funding $651,452 for two restoration projects and nine enhancement projects recommended by the Restoration and Enhancement Board.
  • Appointing two new members to the R and E Board to represent sport fishing and gillnet interests.
  • Approving rules for a new Memorandum of Understanding with the Siletz Tribe that will create a Special Gathering Permit for clams to be used for ceremonial and other non-commercial uses. The permit would allow the harvest of seven different species of clams in Lincoln County only.
  • Continued funding for Access and Habitat’s Hancock Forest Management Access program, which provides public hunting access to 292,000 acres of private forestland in northeast Oregon.
The Commission is the policy-making body for fish and wildlife issues in the state. Public testimony before the Commission about items not on the agenda is held Friday morning immediately following the expenditure report. The BOC has been entertaining the possibility of awarding a $15,000 a year or 25% pay raise to the Coos County HR Director Shari Jackson. One of the reasons given for this salary increase is that Jackson is doing work above and beyond what she expected when she replaced Mike Lehman. During a work session on “Salaries” held on October 28 commissioners Melissa Cribbins and John Sweet indicated that Jackson’s job description had changed and that she was now engaged in “labor negotiations”.  After some push back from Bob Main a decision on whether to grant the pay raise was held over until after the election for a November 10 work session titled simply “Salary Review” although that meeting was ultimately cancelled on the grounds it had not been properly noticed.

“With something this controversial,” explained Cribbins, “we like to make sure the public is fully aware a work session is taking place.”

Since the board first undertook this matter in October the Coos Association of Deputies (CADS) and AFSCME, the union representing court house staff, have each written objecting to the board singling out one employee for a significant pay increase. Monday, the board is holding another work session titled “Job Descriptions” beginning at 9:30AM in Rm 121. This work session may have nothing to do with the HR pay raise but it may still be worth everyone’s time to attend.

Speaking of pay raises, the commissioners are going to consider another COLA increase for elected officials during the regular BOC meeting on Tuesday.  The board approved a similar pay increase last year.

Also on the agenda is approval of the SCCF at large members. While the entire privatization concept of the CEP and SCCF is distasteful and deprives the County of badly needed revenue and should be done away with entirely, it should be noted that the South County has no representation on the SCCF board.

Skamania Co. declares forest management Emergency November 12, 2014

Nearly 80 percent of Skamania County, Washington is managed by the U.S. Forest Service, along with three wilderness areas and the Mt. St. Helens National Monument. Environmental lawsuits and regulations meant to protect the forests have instead led to widespread decay. Forest health has declined due to the lack of active management, and local forests have become much more vulnerable to catastrophic wildfires. The Skamania County Commission recently took the extraordinary step of declaring an emergency and formally demanding that the state and federal government take immediate action to eliminate hazardous conditions in and around the communities and watersheds. Here is the text from their resolution:

RESOLUTION NO. 2014-69

DECLARING AN EMERGENCY IN SKAMANIA COUNTY, WASHINGTON DUE TO UNHEALTHY NATIONAL FOREST CONDITIONS, YEARLY THREAT OF CATASTROPHIC FIRES, AND, MINIMAL COUNTY GOVERNMENT, SCHOOLS AND EMERGENCY SERVICES.

I. WHEREAS, it is the responsibility and within the scope of authority of the Board of County Commissioners of Skamania County to exercise powers necessary and proper to protect public safety, health, promote public prosperity and improve the morals, order, comfort and convenience of the inhabitants of Skamania County pursuant to the provisions of the Constitution of laws of this State; and,

2. WHEREAS, historically, the Board of County Commissioners of Skamania County has been periodically required to exercise those powers necessary and proper to provide for the safety, preserve the health, promote the prosperity and welfare of the County in appropriate instances; and,

3. WHEREAS, due to the incapability of the US Congress and the President to establish law which requires a short term yearly authorization of Secure Rural Schools and Payment in Lieu of Taxes (PILT) funding, and, transition to required yearly National Forest management with sustained yield of timber harvest providing timber tax receipts to support County government services, schools and emergency services; and,

4. WHEREAS, due to the general lack of health on our forest lands due to federal mismanagement driven by ill-advised environmental policies; and Multiple-Use Management including Timber Sales, have been curtailed to the point of causing greatly diminished health on our forests; and, have created catastrophic health, safety, welfare and economic affects to Skamania County; and,

5. WHEREAS, Skamania County Elected Officials have lost trust in the capability of local US Forest Service management to implement the goals of the Northwest Forest Plan. That the Gifford Pinchot National Forest is managed improperly by avoiding and limiting timber harvest that would provide a healthy forest conditions, and timber receipts to Skamania County; and, the US FOREST SERVICE management has not involved the Board of County Commissioners of Skamania County as equal partners in the planning and management of the Gifford Pinchot National Forest; and,

6. WHEREAS, Federal laws (e.g. the National Environmental Policy Act. etc.) and regulations contain reciprocal requirements concerning cooperation, consultation and coordination by Federal agencies with state and local governments and such cooperation has not been Forthcoming by the US Forest Service; and,

7. WHEREAS, US FOREST SERVICE management has ignored advice and direction by the founders of the Forest Reserves, President Theodore Roosevelt and Forester Gifford Pinchot, for Rangers (managers and employees) to be available, reside, and become an integral part of the Skamania County communities, where nearly 2/3 of the Gifford Pinchot National Forest exists; and,

8. WHEREAS, US FOREST SERVICE has plans to acquire additional private lands in Skamania County, in addition to the 80% of Skamania County lands owned by the US FOREST SERVICE, through the use of Land and Water Conservation Funding, which will continue to reduce County property tax revenue for services, schools and public emergencies; and,

9. WHEREAS, the Washington State Auditor has established that Skamania County’s ability ”to collect property tax revenue is extremely limited due to 88% of the land owned by the federal and state government and therefore, ”tax exempt,” and, there is “uncertainties as to whether federal forest monies will be received” in the future; and the Board of County Commissioners is required to further reduce County government and emergency services; and,

10. WHEREAS. Skamania County receives an average of 75 inches of rain per year, and is described by the US FOREST SERVICE PACIFIC NORTHWEST RESEARCH STATION as “in the most productive natural temperate forests in the world. . .that only 50% of this region was “old growth” at early settlement. . . that the adaptive management area component of the Northwest Forest Plan has been a near failure. . . that the media that shape public opinion have little understanding of the long history of Northwestern forestry, the nature of forests, possible management options, or the existence of a large body of research-based information.”

11. NOW, THEREFORE BE IT RESOLVED, that the Board of County Commissioners of Skamania County declares a State of Emergency to exist in and around the communities and watersheds both around and within the Gifford Pinchot National Forest.

BE IT FURTHER RESOLVED:


A. That the Board of County Commissioners of Skamania County hereby formally demands that State and Federal officials take immediate action to eliminate hazardous conditions in and around the communities and watersheds in and around the Gifford Pinchot National Forest and all other Federally Managed land in Skamania County, and calls on State and Federal officials to immediately coordinate a meeting to address the issues raised by this resolution; and

B. That the Board of County Commissioners of Skamania County invoking the inherent police powers of the state hereby formally gives notice to all relevant State and Federal officials that pursuant to its duty outlined above, after consulting with the WA State Commissioner of Public Lands and the United States Regional Forester, taking surveys, holding those public hearings as may be necessary and developing a plan to mitigate the effects of this emergency and as a county in which a Emergency has been declared, we intend to unilaterally take such actions as are necessary to within the area of this emergency and to assess all associated costs to those agencies charged with multiple use management of our forests and whose neglect has caused the dangerous conditions therein; and,

C. That this Resolution be called immediately to the attention of the President, the Secretary of Agriculture, Washington Congressional Delegation, Governor of the State of Washington, the Washington Legislature and the Washington Division of Emergency Management; and,

D. That the Governor of the State of Washington is hereby called upon in the name of the State of Washington to declare a State of Emergency in Skamania County and its national forests effected by high fire danger and lack of forest management; and,

E. That United States Forest Service management personnel are hereby called upon to immediately respond to the communication, consultation and coordination with, and provide immediate notification in the active planning and management to Skamania County of all their activities, programs, planning, NEPA processes; and cease all efforts to purchase private lands for federal management in Skamania County;and,

F. That the Skamania County Board of County Commissioners call s upon the President, U.S. Department of Agriculture, U.S. Congress, the Washington Legislature, and the Washington Governor’s office to immediately provide emergency funding to accomplish pre-commercial and commercial tree thinning, timber sales, dead tree removal, fuel-load reduction, to protect affected areas from catastrophic wildfire, and watershed protection; and

G. That the Board of County Commissioners of Skamania County calls upon the U .S. Department of Agriculture and the U.S. Congress to conduct an investigation to determine why the requirements of County, State and Federal ordinances, laws and regulations are not being routinely followed in relation to public safety, recreation, wildfire and economic issues of Skamania County forest lands and other federally managed lands, and, why the US Forest Service continues to plan to purchase private lands.

Oregon's first anti-gun ballot measure has been filed.

This bizarre measure called the "Oregon State Integrated Concealed Handgun Carry Act" has been filed by "Ifeanyichukwu Diru" who you may (or may not) recall, actually ran for Governor.  

The measure calls for handgun licenses to be limited to one year and all applicants must "submit a mental health report from their physicians as part of conditions to qualify to hold a concealed handgun permit" (sic)

Of course, there is more.


We fully expected the lunatic anti-gun fringe to pull out all the stops thanks to their gains in the legislature and the reelection of Kitzhaber, so this ballot measure should not be a surprise, but it is just a down payment on what's coming down the road. 

Remember, no matter what the freedom haters in the population centers dream up, most counties in Oregon are pro-gun. If their sheriffs and county commissioners refuse to support this kind of lunacy, it's going to be up to a tiny number of State Police to try to enforce this kind of nonsense.  Where do your sheriffs and commissioners stand?

O&C :Urgent" Public Comment Tell Wyden You Oppose his Deal to Environmentalist

Ron Wyden Didn't Get the MessageWhen it comes to the management of Western Oregon's O&C timber lands, Sen. Ron Wyden didn't get the message. Just a few days after America voted for new leadership in Congress, Wyden didn't get the message that we are fed up with the status quo.

Wyden didn't get the message from O&C counties, businesses, and editorial boards across the state, urging him to work with Oregon's congressional delegation and other stakeholders to work on an O&C plan that truly fixes the problems in our forests and rural communities.

He didn't get the message from you, and from thousands of other Oregonians that we need an O&C solution that increases timber harvests, provides protection from excessive environmental lawsuits, and generates long-term revenue for counties dominated by land in federal ownership.

He needs to hear from you once again.

This Thursday, Nov. 13, Sen. Wyden plans to push badly-written O&C forest legislation through the Senate Energy and Natural Resources Committee. After the bill passes through committee, he intends to attach his flawed plan to "must-pass" legislation during the upcoming lame-duck session of Congress. Because his party will continue to control the U.S. Senate through December, Wyden could be successful in pushing it through Congress and having it signed by President Obama.

This latest version of Sen. Wyden's proposal still suffers from significant flaws and does not represent a balanced solution. It sets aside a large majority of guaranteed, permanent new wilderness and land set-asides. In fact, the newest version even proposes locking up more lands at the request of environmental special interests. Meanwhile, the plan doesn’t even require that the remaining lands be managed for timber production and fails to address the lawsuits currently crippling our communities and Western Oregon's remaining forest sector. It does nothing to address the revenue needs of counties with land bases dominated by federal ownership.

The cumbersome, overly-restrictive provisions have been tweaked, but as long as the Wyden proposal fails to address avenues for litigation and agency "analysis paralysis," this legislation will not fix the problems in our forests and rural communities. Whether intentional or unintentional, the legislation actually adds new avenues for litigation and layers of new requirements. This means more lawsuits, and more gridlock in our forests.

Please call Sen. Wyden at 202-224-5244 or click here to send him an email. Tell him his O&C plan is no solution for rural communities, but a giveaway to extreme environmentalists who seek to lock up more of our federal lands. Here are some other key messages:

--This proposed "solution" for Western Oregon's O&C forests would be a disaster for rural communities. Without sufficient harvest volume and legal certainty, the legislation directly threatens businesses and jobs, while the lack of timber receipts would perpetuate the decimation of critical public services.

- The Wyden proposal does not represent balance, but a huge give-away to environmental interest groups in Portland and Washington, DC, who could care less about the future of Oregon’s rural communities.

--It would be a grave mistake to push a flawed bill during the handful of days that remain in the current Congress. He should with Oregon Congressmen DeFazio, Schrader, and Walden on a truly balanced, effective and bipartisan solution.

Why Should YOU Attend

There are "two" (2) distinct classes of "individuals" defined in the Internal Revenue Code (IRC).  They are "citizens or residents of the United States" and "nonresident alien individuals". 

Each of these "classes" are treated differently under the IRC and Regulations.  In order to determine the effect of the IRC and Regulations upon you, you must first determine what "class" of "individual" you are.  One class is completely "subject" the other is completely "exempt" except for "specific income" from certain "sources" within the United states.

The Coquille Watershed Association will be having a very important public meeting on November 24 to present the South Fork Coquille River Action Plan. We recently completed the Plan and it will address issues facing the South Fork, so we are hoping to reach as many in the community as we can. Steve Denney, the Conservancy's south coast project director, is finding ways to return the tide to the historically salmon-heavy Coquille Valley, east of Bandon.

Tidal wetlands once covered 17,500 acres of the valley. As of 2014, there were only 900 acres left. Coho salmon, a threatened species, used to number over half a million. In the past decade, 8,000 to 50,000 run the river each year. In addition, the valley is an important annual stopover for millions of birds; in fact, winter flooding of the valley supports the largest coastal concentrations of dabbling ducks between San Francisco Bay and the U.S./Canada border.

The biggest thing salmon need here are wetlands where they can eat, hide from predators, and escape the main river during winter floods. But, tide gates and ditches currently keep the land dry. The Conservancy facilitated a land trade in 2013 for Oregon Department of Fish and Wildlife to acquire 546 acres of wetlands in the Coquille Estuary and is facilitating the acquisition of an additional 107 acres of estuary wetlands.

“I don’t think working landscapes and restoration are mutually exclusive. I think they can be done together,” said Denney, who oversees a 25-acre wetland mitigation bank on his own farm, too.

More modern tide gates can be adjusted and change the water level for fish or cows. So the tide — and the salmon — can come and go. And cows can have their grass — and eat it, too.

Background:The National Fish Hatchery System was established in 1871 to address seriously declining fish populations by building a network of federal hatcheries to propagate fishery resources for future generations of Americans. These facilities, which average more than 70 years old, produce and distribute 140 million fish and 120 million fish eggs with a value over $5 billion each year. The U.S. Fish and Wildlife Service recently issued a “Strategic Hatchery and Workforce Planning Report” which accelerates the ongoing transition from stocking efforts to the recovery and restoration of federally listed species. The report now ranks the priorities of the hatchery system as: recovery, restoration, tribal treaty programs, native species mitigation propagation and non-native species mitigation propagation. This hearing will examine this report and the negative effects that the recommendations in this report would have on American jobs and the economy.

Committee Stands Ready to Work With the Senate on Solution to Improve Federal Forest Management

Stresses need for solution that helps forest communities across the U.S.

WASHINGTON, D.C., April 10, 2014 - At a Full Committee hearing today on “Tribal Forest Management: A Model for Promoting Healthy Forests and Rural Jobs,” House Natural Resources Committee Chairman Doc Hastings (WA-04) in his opening statement stressed the need for the Senate to take action on House-passed legislation to restore active forest management. Last September, the House passed H.R. 1526, The Restoring Healthy Forests for Healthy Communities Act, which renews the federal government’s commitment to manage federal forests for the benefit of rural schools and counties and to improve forest health This bill, which creates over 200,000 jobs, is still waiting for action in the Democrat-controlled Senate. Meanwhile, our federal forests remain unhealthy and rural counties lack stable funding for services such as education and infrastructure.

Excerpts from Chairman Hastings’ Opening Statement:

"I will remind everyone that last year this Committee heard from a number of witnesses – including tribal governments – about the problems that characterize the federal forests under Forest Service management. This committee continues to take a strong interest in addressing these issues in a comprehensive way.

Over the last two decades, federal regulations and lawsuits have essentially shut down our national forests and have led to a rapid decline in timber sales and loss of associated jobs. Inadequate forest management has stripped rural counties of necessary funds to pay for vital services, including schools and emergency responders.

In addition, this lack of active forest management has caused significant degradation of forest health and left our forests increasingly susceptible to wildfires. As the IFMAT report notes, these poorly managed Forest Service lands often present significant wildfire threats to tribal forests. Congress attempted to address this issue under the Tribal Forest Protection Act of 2004, which allows tribes to propose hazardous fuels reduction projects on adjacent Forest Service lands. Yet this authority is rarely used, in part due to the uncertainties that come with the Forest Service’s seemingly endless environmental regulatory process.

I must point out that it’s been over six months since the House passed comprehensive legislation addressing these issues, and the Senate still has failed to act. H.R. 1526, the Restoring Healthy Forests for Healthy Communities Act, is a bipartisan bill that would create over 200,000 jobs, provide stable funding for counties to use for education and infrastructure, improve local management of our federal forests, and help reduce the risk of wildfire. It’s well past time for the Democrat-controlled Senate to get off the sidelines and take action to help our rural communities and save our national forests.

This Committee stands ready to work with the Senate on this issue. What we will not do, however, is accept a piecemeal approach that takes care of a few but leaves everyone else behind. The challenges facing our rural communities due to the neglect of our national forests will only be remedied with a national approach.”

Same Action, Different Result???

It is always interesting to watch the sequence of political ads around election time. It gives one a window into just how stupid that the pundits think their voting constituents are. One that really sticks out this go round shows a group of doe-eyed seniors sitting in a circle around what would seem to be their guru, asking him questions and basking in the enlightenment of his answers.

This supposed guru talks of a feckless organization whose inability to do its job requires the intervention of an enlightened one, in order to effect the needed change. This organization is of course the American Congress. The guru, Peter Defazio, whom has been a member of Congress for over 20 years, speaks as if he was running for the first time instead of being an entrenched part of the problem.

If voters think that by voting the same way time after time that they are going to achieve a different result, then maybe these ads do work. Those voters will get more of the same old politics as usual just as they deserve. If you want to change Congress it is going to take a lot of hard work and some new Congressmen. Art Robinson is a man whose new ideas and work ethic can help fix the badly broken organization that is the American Congress. Make a difference with a different vote this election.

Thank you for the many letters of support, phone calls, and for voting.  The main point in this email is how looking at the same information from a different perspective can result in a real eye opener. 

One additional update will follow shortly regarding a Curry Coastal Pilot “Uh-Oh” moment! 

Below is a Letter to the Editor published Oct. 29, 2014 in the Gold Beach and Brookings newspapers.  Thank you Bob and Linda Thain:

Dear Curry County voters: If the issues being discussed in the contest for Curry County
commissioner seem a bit fuzzy, concentrate on the money we, residents of Curry County
(their employers), are paying. We ran a brief survey of the base salary (not including any
additional benefits) for commissioners of counties surrounding Curry and discovered the
following, using base salary of their three commissioners divided by population:

•Coos County has about the same area (1,600 square miles) but almost triple the population
of Curry County. Using the formula, the people pay $2.96 each per year for representation.

•Del Norte County (Crescent City, California) has five supervisors for less area
(1,230 square miles), and 6,000 more population than Curry. Using the same formula,
their residents pay $5.24.

•Josephine County has the same area as Curry but four times the population.
Their residents pay $4.34.

•Douglas County has over three times the area and almost five times the population.
Their residents pay $2.09 each for representation.

•Klamath County has three times the area and three times our population. They pay $3.05.

Now Curry County — with 1,627 square miles and a population of 22,300, our residents
pay an astounding amount of $8.97 each! That is double and even triple the basic
compensation of other county commissioners!  And they had the gall to vote themselves
a raise!

Tom Huxley appears to be the candidate serious about money. He has stated he will take
the job as Curry County commissioner for $10,000 compensation. That is about 45 cents
each resident. We think we should hire Tom Huxley. 

Please exercise your right and responsibility as a U.S. citizen to vote on Nov. 4.
