Rob,

Last month, I debated the head of the San Francisco Association of Bay Area Governments over "Plan Bay Area." This plan calls for densifying nearly a quarter of the neighborhoods in that region, even though planners predict this will make housing less affordable and reduce greenhouse gas emissions by less than 1 percent. Because the Obama administration wants all metropolitan areas to write similar plans, sustainability planning will be a major topic at the American Dream Coalition's next annual meeting, which will be in Washington, DC on  October 27-29. The meeting will feature more than two dozen expert speakers on transportation and land-use issues, including Robert Poole, Wendell Cox, Tom Rubin, and of course yours truly.

I hope you'll be able to attend. We've done our best to keep conference costs affordable, including getting an  excellent room rate from the Doubletree Hotel. We also offer an optional tour of recent Washington-area transportation and land-use projects, both good and bad.  Please see the attached brochure for more information.

Hi Rob!

Here's a new one.  Climbing down the steps at Coquille Point will reveal some "No Fires" signs.  They look new and newly posted.  A call to the Ranger at Bullards informed me that that part of the beach is administered by
the USFWS and that I should call them.

Any idea when control of a part of Oregon's PUBLIC, Taxpayer owned and funded beach(State Park) was given over for control to the Feds?

Publically owned beaches in Oregon has been the law for many decades.  I recall in the early 1960's a resort up in the Lincoln City area tried to fence off the beach for their guests use.  The fence came down rather quickly as I recall.  Not quite as dramatic as blowing up a beached whale but it got the point across.

Have you or any of your readers heard of this before?  My guess is some kind of arrangement between the City, USFWS and State Parks.  Not sure if the statutes allow it but I will find out.

Good Response in The World newspaper:

The fire regulations for unincorporated areas, (which the beaches are) come from Coos Forest, which is actually Oregon Department of Forestry. Fires are allowed on the beach, as long as they are attended and not in any vegetation. Go to www.coosfpa.net for information. Even during burn season ceremonial and warming fires are allowed. The City of Bandon can only ban within the city limits.

OWEB---Seeking public comment on now expired Salmon Season State of Emergency

Dear Interested Party,
The Oregon Watershed Enhancement Board (OWEB) is seeking public comment on a proposed repeal of outdated rules adopted in response to a now expired Salmon Season State of Emergency.

 OWEB's Division 7 administrative rules were established in response to Governor Kulongoski's Executive Orders issued between 2006 and 2008 declaring Salmon Season States of Emergency. As the rules are currently written, OWEB can only fund projects that address the 2008 Salmon Season State of Emergency
described by Executive Order 08-10. This order expired in May 2009, thus rendering the Division 7 rules obsolete.

The OWEB Board subsequently adopted a new division of administrative rules (Division 4) that allow for development, public discussion, and approval of multiple special grant types, including future Salmon Season State of Emergency grants should the Board identify the need for such grants. The Division 4 rules
render the Division 7 rules redundant and unnecessary now and into the future.

 For the aforementioned reasons, OWEB is proposing to repeal the Division 7 rules.

COMMENT PERIOD: The public comment period for the proposed rules begins August 1, 2013 and will close at 5:00 p.m. on August 22, 2013.

The rules proposed for repeal will be available by Thursday, August 1, 2013 on OWEB's website at http://www.oregon.gov/OWEB/pages/admin_rules_statutes.aspx.

Urban Renewal---Tualatin council to consider plan for Cabela's

Hey Folks,

Over the past couple of decades, I have been at war with Urban Renewal and Tax Increment Financing, because these tax practices are a form of economic fascism.  One of the reasons the US Government stopped this practice on the federal level was because Urban Renewal caused "urban sprawl" or what is better known as "white flight"---all while trapping minorities and the poor in the projects that have become the inner cities of today.  There are several books written on the subject, but I recommend reading the works of the AntiPlanner.  Randal O'Toole from the CATO Institute is the foremost expert on central planning and URA's and he has written and researched articles on Cabela's and their manipulation of the taxing system in Oregon.  However,  I do not fault Cabela’s; in fact, they are just following a trend of operating in a market of compensation.  It is  the fault of government and the politicians who have purposely structured the tax code to benefit the wealthy....Rob T.

Tualatin residents have expressed concerns about traffic and that the center may create an eyesore  for people walking on the future Tualatin River Greenway Trail.


The council's role Monday comes down to making sure the development matches expectations for urban renewal in Tualatin. If the master plan is approved (and council can set additional conditions), the development must then go through architectural review.

Blueway designation] on Wednesday
from a new federal program  that recognizes

U.S. Senator Roy Blunt  (R-Mo.) issued this response:
 “The Obama Administration’s  attempt to establish a new federal designation without the approval of Congress  or public input is absolutely unacceptable.  The stakeholders and community  members deserve more transparency from their government.  I’m pleased the  Obama Administration has withdrawn this designation.”

U.S. Senator  John Boozman (R-Ark.) issued this response: 
“We all agree that we  should work to protect our waterways, but a new federal Blueway program is not  necessary to improve the cooperation of federal and state agencies on the  management of the White River.  This  designation occurred without a formal process – no public comment, lack of  transparency from the federal government, and without the broad support of  Arkansans.  We are happy to see that Secretary Jewell reviewed the program  and heard the concerns of our citizens."

     We're proud to announce singer/song writer Linda McRae will perform a benefit concert for Stop Land Grab in just three weeks!  Music fans,  listen-up.  We're limiting ticket sales to only 120 tickets.  It's no exaggeration to say this is an incredibly rare opportunity.  No one will be more than a few yards from the stage and the setting couldn't be  more magical:  the beautiful, tree-shaded McKee Bridge Park, next to one of the nicest sections of
the majestic Applegate River.
