Senator Arnie Roblan's Voting Record on Second Amendment Issues

ANTI-GUN BILLS MOVE OUT OF COMMITTEEApril 19, 2013 in OFF Alerts 04.18.13

Four anti-rights bills moved out of the Senate Judiciary Committee today.

Senator Arnie Roblan who had told us he saw little need for three of these bills voted for all four. Roblan was the swing vote and he caved to the pressure of the Senate Democrats and agreed to attack your liberties.

The bills that passed, with 3 Democrats voting yes and both Republicans (Jeff Kruse and Betsy Close ) voting no, were SB 347, 699,700 and 796.

SB 347 as amended will make you a criminal if you are a CHL holder and you take your daughter to a soccer game at a school.

SB 699 as amended would make you a criminal if a firearm you were carrying in a “public building” could be seen. As bad as that is, what’s worse is that this bill redefines what a “public building” is. While currently that term is pretty limited, this bill would expand it to “any other building owned or occupied by a public body as defined in ORS 174.109″. As  NRA lobbyist Roger Beyer pointed out, in some small towns this could be a private home! For example, a small water district might have its office in the private residence of a member of that board.  If you pulled into his driveway with a rifle in your pickup, you would become a felon! Apparently Arnie Roblan was informed of this and voted for it anyway.

SB 700 as amended will make it illegal to give a gun to your nephew or your best friend without permission from the failed State Police ID Unit . It will require that you acquire and use state issued forms and keep records of your transfer for 5 years. It allows the State Police to delay a transfer… forever.
It provides no relief if the delay is unwarranted.

SB 796 as amended will make it illegal for you to to use 21st century technology to get firearms instruction for a CHL.

This bills now all move to the full Senate for a vote. They can still be defeated if all Senate Republicans vote no and one Senate Democrat votes no.

Since it is now clear that Roblan is going to roll over and vote for these attacks, that means the only Senate Democrat who could vote no is Betsy Johnson.

She has repeatedly written that she will vote no and her staff assured us today she is solidly against all four bills. But it never hurts to encourage her.

If your Senator is a Republican or is Betsy Johnson, a short note of opposition to these bills is in order.

You can use this link to send an email to your Senator even if you do not know who he is. Be sure to only check the “State Senate” box.

The long promised gun owner registration bill has been introduced.  SB 941 requires police background checks on private transfers of firearms. Now the failed background check system you are subject to at gun stores will be required when you give a gun to your best friend.

The bill has a long list of co-sponsors including Val Hoyle who at one time seemed to be rational on this issue.

We have been reliably informed that this bill is going to be fast tracked through the Senate. Please, right now, contact your representatives and express your outrage at this new and dangerous assault on your privacy and liberty.

The current background check system is a joke. Most people who are denied are denied with no justification and the very few people who are actually "prohibited persons" are virtually never arrested. So what is the purpose of this bill? The purpose is simply to harass legitimate gun owners and expand the universe of registered guns and gun owners.

You can send a message to the entire legislature here.

You can find your own legislators here. You will want to contact the people under the tabs "Senate" and "House."

We are in a race now folks. Please act now.

Important Town Hall for Second Amendment Supporters

Finally, on Saint Patrick’s Day, March 17, 2015, it became official.  The Coos County Clerk gave authorization to circulate the Second Amendment Preservation Ordinance petition to place the initiative on the ballot.

The announcement was the perfect follow-up to the meeting held in Bandon on March 14, 2015 by The Committee to Preserve the Second Amendment.  Over 40 people showed up to support the initiative and learn the finer points of gathering signatures.  The meeting ended with a unanimous vote to start the process of recall for both commissioners Cribbins and Sweet.  Since recall cannot occur until they have served six months in office, the group will reconvene near the end of June to ascertain the amount of public support there is in the community to undertake this type of political endeavor.

On March 21, the owners of Empire Firearms graciously sponsored a Second Amendment Saturday to launch the petition.  Over 200 people showed up to sign their name and lend their support.  Many of them left with copies of the petition vowing to fill every space.  The group needs the signatures of 1436 active registered voters to make the ballot.  Commissioner Bob Main was one of the first signers, because he understands, that if enacted, the ordinance demands the legal protections to the right of the people to bear arms.  He was one of the first to arrive to the event and one of the last to leave, which went well beyond the call of duty.

The reason for going through with an initiative is the inevitable threat of Oregon legislators passing a bill that would expand background checks to cover all gun transfers, which would lead to universal gun registration.

State Rep Caddy McKeown and Senator Arnie Roblan are having a Town Hall in Coos Bay this Saturday, March 28, 2015 at the Coos Historical & Maritime Museum on Hwy 101.  The best way to prevent a bad gun law is to convince congressional representatives not to vote for it.  The event starts at 3:30 pm.  The Committee to Preserve the Second Amendment is encouraging supporters to show up early to help gather signatures and sign up to participate in the public comment section of the meeting.

The petition has a shelf life of two years and elapses by March 17, 2017, but the committee has set June 1, 2015 as the return date for all completed signature sheets. The return address of the Chief Petitioner is on the back of the petition.  Anyone who is currently a registered voter in Coos County can go to Empire Firearms on Newmark Ave in Empire, Industrial Resources on Rosa Road in Bandon, or The Sentinel on First Street in Coquille to sign a copy of the Second Amendment Preservation petition.  Those who cannot make it to any of these locations, but have access to a computer, can download an individual electronic signature sheet from the internet at www.CoosCountyWatchdog.com.  Print it, sign it, and send it in.  Then be sure to sign up for the E-newsletter for the latest information.

Sincerely, Rob Taylor

Bill in Oregon Legislature Transfers Federal Lands Back to the Locals

Rep. Wilson: Local control bill rescues forests from deadline March 18, 2015

Rep. Carl Wilson has a bill to transfer Federal lands to local governments in order to save counties from the dreaded timber payment end-of-the-line deadline.

State Representative Carl Wilson has a plan to quickly fix Oregon’s forest crisis before the terrible looming deadline this July 1st for when the timber payments run out and leave counties without the support they were promised when their land was taken away. Federal forest policy has been stuck in a legal quagmire with the result of leaving rural Oregon with double digit unemployment and a damaged tax base that can’t fund local law enforcement. Rep. Wilson wishes to return federal land back to the states so local communities can create jobs, expand the tax base and fund vital community services. One Bill (HB 3240) would create a task force to study the effect of transferring federal lands to state control to help measure the legal, economic, social and practical benefits. Another bill, (HJR 13) is a House Joint Resolution that urges Congress to return federal land to the state.   One Legislative report on increased timber harvesting showed that Oregon could create 2,100 new jobs while adding $414 million in personal income growth. The tax revenue to counties would hit $33 million over five years.

There are increasing signs that Oregonians want to use their own land. Josephine Commissioner Simon Hare, says that his survey of the public shows over 80% support for more harvesting and better post-wildfire use. Yet, the decisions on Josephine’s land are made by non-Oregonians who live 2,800 miles away on the east coast.    While Representative Carl Wilson is pressing for more local control the alternative idea being pushed is to raise local property taxes to replace the tax revenue timber once provided.

Living in a state controlled by anti-gun militants can be frustrating, but your hard work is clearly having a positive effect. But don't relax just yet, there is more to do.

On March 5th we asked you to contact the House Judiciary Chairman and ask that he remove dangerous language from HB 2628.

That language in the bill would allow a judge to seize firearms from a person who was the recipient of a "stalking order."  The problem, of course, is that being on the receiving end of a "stalking order" may mean no more than someone is trying to harass you. It does not mean you've been accused of, let alone convicted of, a crime.

Well your voices were heard. An amendment to the bill to remove the language that threatened gun owners has been introduced.  The bill is due to be heard again tomorrow and we expect it to pass in its amended form. We will, of course, keep you updated.

On March 12th we told you about Deschutes County's continued refusal to take a stand for your rights in spite of overwhelming support for that position among residents. County Chair Tony DeBone was sending a message to voters saying "When there is a specific bill number then we may take a position in support or opposition."

This has been the position of commissioners of several other counties. They wanted to take no action until "they saw a bill." The obvious problem with this approach is that it waits until things are being rammed through before taking a stand.  In other words, doing nothing until it's too late. It's also odd that elected officials would act as though the offending bill was merely a "possibility." The Democrat leadership has promised a gun owner registration bill and they control both houses. It's no secret the bill is coming.

Now as a result of your continued activism, Deschutes County has somewhat changed its tune, but it's clearly intended to get gun rights activists to leave them alone while really doing nothing.

On March 16, after saying "At this time I am not proceeding with a resolution from Deschutes county." and  "The commissioners have determined that the most effective path at this time is to focus on specific legislation. We have directed staff to research any bills that involve firearms and the second amendment in Oregon's current legislative session." Chairman Tony Debone and the other two county commissioners did in fact sign a resolution. The resolution was proposed by Commissioner Tammy Baney, according to an email she is sending to voters, and contains the following statement:

"WHEREAS, Commissioners Tammy Baney, Alan Unger and Anthony DeBone are unwilling to single out any one section, Amendment or provision of the Constitution based on their concern that doing so will create the perception that one Amendment is more important than any otheror the Constitution as a whole..."

But of course, the fact is, that there is one Amendment to the Constitution that is under direct attack by the anti-gun leaders in Salem, and it is the Second.

This resolution is nothing more than an attempt to give the appearance of doing "something" while accomplishing nothing. We suggest you continue to contact the commissioners until they have taken an unequivocal stand in defense of  your rights. Maybe Deschutes will have to follow the lead of Coos County where residents who, tired of the inaction of their commission, are taking matters into their own hands.  Maybe the residents of Lane County will have to do the same. In spite of  concentrated efforts to get Lane County to take a stand, their commissioners have stonewalled with the same tired excuses about "waiting for a bill." Well time is running out. And with every passing day, counties like Deschutes and Lane are looking like places in need of some real representation.

Sweet admits that community service fess are derivatives of tax dollars ‏

3/16/2015

Comments

It appears that it is the SCCF board that doesn't know how to handle money.

Picture
As tedious as many public meetings are to sit through one can almost always mine little nuggets of gold from statements made by elected officials. From the inception of the CEP (Community Enhancement Plan) elected leaders from Rep Caddy McKeown to Commissioner Melissa Cribbins denied or questioned whether the so-called community service fees paid into a private non-profit were public funds. This despite the fact payment of those fees from Veresen, Inc amount to a payment in lieu of taxes and are contingent upon enterprise zone tax exemptions for the proposed Jordan Cove LNG export terminal.

During the most recent BOC meeting Commissioner John Sweet, perhaps already flustered from an earlier altercation, admitted during his final comments that the fees paid into the SCCF (South Coast Community Foundation) are a “derivative of tax dollars.” The statement arose out of a question by Cribbins as to whether the SCCF would use funds to help private, charter and home schools in addition to local public schools. Sweet thought not because the latter don’t receive tax dollars and so would not qualify… Watch the discussion at CoosMedia [01:25:00]

Sweet goes on to discuss the dispute between local school districts and the SCCF over the disbursement of these as yet unrealized funds. Originally, the promise was to disburse half of the estimated $6 million to the schools and place the balance into an endowment. Since the inclusion of Al Pettit on the board, however, that promise is being ratcheted back in favor of increasing the endowment and decreasing payments to the schools. As The World reported earlier, the prime goal of the SCCF is not to help local schools but to fund an endowment and be an ongoing foundation. In other words, they want more funds to speculate with rather than to invest in local education.

Sweet speaks as if the school boards are children who might not be able to control themselves with the money and so smaller increments might be better so they don’t “get used to spending” too much. That view is so condescending and again I think we can attribute the influence of Pettit who regards public employees as parasites “living off the backs of others”, for the conflicts that have now arisen. It appears that it is the SCCF board that doesn’t know how to handle money.

All this is moot, of course, if Jordan Cove doesn’t come to pass which seems less and less likely all the time.

What is SAOVA? The Sportsmen's and Animal Owners' Voting Alliance (SAOVA) is a nationwide, nonpartisan group of volunteers seeking to elect politicians who will oppose the "Animal Rightist" (AR) threat to our rights as Americans. We work to protect both sportsmen and animal owners, natural allies, in the legislative and political arenas. SAOVA's members hunt, fish and own livestock, dogs, cats and other pets. We study political candidates in all states to identify those who understand and resist the AR threat, as well as those who are in the pocket of the Animal Rightists.Since 2002, SAOVA's volunteers have interviewed politicians running for election to the U.S. Congress for the first time. Each election cycle, we also review the voting records of incumbents standing for reelection. The goal of these activities is to determine candidates' positions on the animal rightists' threats to our sport, avocations and farming livelihoods. LEARN MORE!

SAOVA Friends,

Again as legislatures open, animal abuser registries have been introduced in several states.  Although they may not seem to be as pressing as tethering, anti-hunting, or commercial breeder bills they should be addressed. Bills have been introduced in Arizona, Connecticut, Pennsylvania, Rhode Island, Texas, and West Virginia.  Numerous versions have been introduced in New York where support is strong and registry bills have been passed in a handful of counties and also in New York City.

Establishing animal abuser registries is a campaign championed by the extremely radical Animal Legal Defense Fund (ALDF). ALDF and other registry supporters justify the need for a registry with the claim that convicted animal abusers pose a real, ongoing threat to pets, family, and community, further claiming abuser actions will escalate to committing crimes against people. Activists have even gone so far as to say animal abusers are potential serial killers. Advocates claim the registry will make neighborhoods and pets safer.  To date, there is not a shred of evidence that registries can achieve any of the supporters’ claims.

The vast majority of animal cruelty involves neglect by the animal’s owner and many cases often involve hoarders. Animal hoarding refers to the compulsive need to collect and own animals for the sake of caring for them that usually results in accidental or unintentional neglect or abuse. Animal hoarding is a mental disorder and approximately 40 percent of object hoarders also hoard animals. Hoarders have an intense emotional attachment to the animals in their care and confuse loving the animals with the reality of their inability to provide a safe, clean, and healthy home for them. Treatment of hoarders by mental health services is a more prudent course of action in these situations than years of public exposure and humiliation on web site lists where hoarders are unrealistically stereotyped as dangers to society.

The SAOVA website has extensive information on the negative side of abuser registries.  http://saova.org/ALDF_AbuserRegistry.html  if a bill has been introduced in your state, review our site and take time to send an email to committee members where the bill resides.  This is a chance to educate them regarding the flawed concept of these dangerous animal abuser registries.

 Cross Posting is encouraged.

5TH CIRCUIT NIXES USDA HORSE-PROTECTION RULE

By Lorraine Bailey

February 23, 2015. (CN) - The 5th Circuit struck down a USDA rule aimed at penalizing horse owners who purposely injure their horses to achieve a gait prized at horse competitions.

Contender Farms, owned by Mark McGartland, sued the U.S. Department of Agriculture to block federal regulations aiming to crack down on cheaters who attempt to win horse shows by harming their horses.

Tennessee show horses have a distinctive high-stepping gait, achieved through extensive training. But it can also be achieved by illegal means by injuring the animal with harmful chemicals to get them to high step, a technique known as "soring."

Soring is prohibited by the Horse Protection Act, which also authorizes the USDA to regulate the management of horse shows, and set licensing requirements for inspectors who examine horses for signs of soring.

In the attempt to achieve a consistent punishment for the practice, the USDA adopted a new regulation in 2012 requiring horse organizations adopt mandatory minimum suspension penalties for soring violators as a condition of participating in the department's inspection program, a necessity for putting on a horse show.

However, the 5th Circuit ruled last week that the regulation overstepped the USDA's authority.  "The suspensions target participants in Tennessee walking horse events like Contender Farms and McGartland, and they are as much objects of the Regulation as the HIOs [horse industry organizations] themselves," Judge E. Grady Jolly said, writing for the three-judge panel. (Emphasis in original.)

The regulation states that if an inspector discovers a violation, individuals responsible for showing the horse, allowing entry of the horse into a show, or selling the horse must all be suspended.   "Although participants in horse shows have always been subject to regulations from both HIOs and the USDA, the USDA has now taken intrusive steps into the private scheme to strengthen the penalties that HIOs must levy against those found to sore horses," the 23-page opinion said.

While a horsing organization may decline to hire USDA-approved inspectors, it must then accept liability for failing to disqualify a sored horse, even if management was unaware the horse was sore, a choice very few organizations make, according to the judgment.

"The plain language of the HPA suggests that Congress intended a private horse inspection system. This statutory regime does not support the USDA's position that Congress authorized it to promulgate the regulation, which requires private parties to impose government-mandated suspensions as an arm of HPA enforcement," Jolly concluded. Sweet gets hot under the collar

Unfortunately I missed this but at yesterday’s BOC meeting Commissioner John Sweet lost his temper. According to witnesses Sweet started a conversation with Phil Thompson a few minutes before the board meeting. The conversation wound around to the gun resolution being urged by gun rights advocates and Sweet told Thompson he just didn’t feel it was the county’s business to get involved. This is the same argument he gave for not supporting a resolution opposing components of the National Defense Authorization Act believed to infringe on civil liberties and Thompson reminded him of that.

As I understand it, Thompson told Sweet that he is supposed to represent the people and that his personal feelings should have nothing to do with his decisions. Then Thompson said something to the effect of, “Unless Arnie Roblan, Caddy McKeown and the Chamber approve you (Sweet) never do what the people want.”

Sweet stood up from his seat and roared, “Goddamit! I am not a slave to those people!” Or words to that effect.

Thompson immediately rose to his feet and said, “Yes you are!”

The pair squared off with such vehemence that a couple onlookers backed up in case they came to blows.  Sweet returned to his seat red faced and visibly disturbed.

This is one meeting I wish I hadn’t missed.

LTE ~ Should We Be Worried Dealing with Veresen and the LNG

3/6/2015

rgletters@registerguard.com

Letter for the editor’s mailbag

The front page above the fold article of 4 March understates the concerns of people who are for and against the LNG import - now export - terminal at North Bend.

Regarding eminent domain; most of us agree that Amendment VI of the US constitution states, in part, “nor shall private property be taken for public use, without just compensation”.  Most of us agree that government bodies, and occasionally pipeline companies, have the power to take privately owned land subject to reasonable compensation.  But, how does the public benefit by enabling a relatively small Canadian company to seize private Oregon lands so a few Canadians may make billions of dollars?  It is not intended that the lands to be seized for pipeline use will in any way convert to “public use”.

Regarding that planned 36 inch diameter pipeline, think of a tube full of flammable natural gas that is 12” by 12” by 12” (one square foot) with a relatively low auto ignition temperature.  Now multiply that tube of gas by 1,550,000,000 (as in billion) and that’s the maximum that the applicant has stated will be flowing by about 230 miles of properties en route to North Bend every day 24/7.  That gas will be traveling at about 1,400 psi.  It’s not the 230 mile long 75 foot wide path that the pipeline man says he needs; it’s the quarter mile wide danger zone that you don’t want to be near.  So, with the support of the friendly government bodies, the pipeline man will seize your property, pay what he considers to be a fair price for a 75 foot wide path, and you can’t use a quarter mile wide footprint on your land.  Feel safe, secure or stupid?

And last, we should be concerned about who we will be dealing with here.  Veresen, the couple hundred people strong Canadian company seeking pipeline and LNG export terminal permits does not have the human or fiscal resources to undertake such a terminal and pipeline effort.  In all likelihood they will sell out soon after permits are received.  Will we be doing business with the Dutch of Shell; the Chinese; the Russians; who knows?  The politicians of our community have had ten years to negotiate legally enforceable agreements with Veresen, including novation agreements – if needed.  Why have they not done so?

Ms. DeMocker and her friends have every reason for concern - and then some.

Hey Folks,

I normally do not meddle with these types of minor issues, but Commissioner Cribbins seemed to be using her campaign funds for personal spending.  She used $1200 to supply her 4th of July party with booze, gourmet chocolate and food then reported it as a fundraiser.  Read my complaint, Cribbins response and the judgment from the SOS.....Rob T.

Mr. Nicholson,

This is in reference to last night's city council meeting. I'd ask that you please forward this email to the mayor and councilors as well.

My colleagues and I have been advocating for individual liberties and have been before several councils and commissions in that regard.

After the meeting, Mr. Taylor and I were absolutely stunned at the fact that we we're well received on this particular issue, which in fact, didn't fall on deaf ears; that which we've experienced elsewhere many times in the past. The relaxed atmosphere and hospitality made made all the difference and was very much appreciated.

We commend the entire council for honoring their oaths to support and defend the U.S. and Oregon Constitutions. The other venues within Coos County could take a lesson from the City of Myrtle Point on how to defend the rights of those they represent.

We'd certainly encourage you to notify the League of Oregon Cities and the Oregon State Legislature of your staunch position on our 2A right that shall not be infringed.

Should we be of further assistance, feel free to contact us.  In closing, I remain...

Sincerely yours,

Tom McKirgan

PANDA'S NDAA State Bill Proposal Advances ~ Oppose Indefinite Detention in OR

Please pass on to your fellow activist.

PANDA~OREGON’S N.D.A.A. STATE BILL  PROPOSAL ADVANCES, BUT CITIZENS ACTION IS STILL NEEDED TO PROTECT OUR CIVIL RIGHTS AGAISNT THE “LAW OF WAR”!

I'm proud to announce that PANDA's (People Against the NDAA) proposed state bill against the 2012 NDAA (National Defense Authorization Act) has advanced to the next step of Oregon’s legislative process. Senator Floyd Prozanski (D), Chair of the Judiciary Committee has sent the proposed bill to our state’s Legislative Counsel (LC) for legal review. This bill would prohibit the federal government from misinterpreting the dangerously broad and undefined language found in the 2012 NDAA. Without this state law Oregon could be classified as an active “battlefield” for the war on terror, authorizing the denial of Oregonians constitutional rights, and the replacement of the American justice system with the military’s “law of war” (For more specifically about the NDAA or the lawsuit against it, go to PANDAunite.org or “PANDA Oregon” on Facebook). I had the privilege of meeting with another interested senator last week to find out more about the specifics of this LC process. The meeting was extremely informative. They informed me that depending on how much political pressure is put onto the LC by those who submit a prospective bill determines the legal result it will receive. Meaning, one of two options could likely occur;

1) Mr. Prozanski hands the LC PANDA’s bill proposal and tells them to give him a legal opinion that shuts this movement down and gives him legal and political cover.

Or

2) Mr. Prozanski hands the LC PANDA’s bill proposal and tells them to make it work.

The specific language used in PANDA’s proposed bill for Oregon is the exact wording used in PANDA’s Wyoming bill, which passed their LC two years in a row. Unless Oregon has become a Constitution free zone, there’s no GOOD reason why it shouldn't be approved in our state’s LC.

CRITICAL ACTION NEEDED: To make sure the proper political pressure is put onto Mr. Prozanski and the Legislative Counsel, we need to do a massive phone campaign to a specific few of Oregon’s Democratic congressional delegates. These delegates include Ron Wyden (D), Jeff Merkley (D), and Peter DeFazio (D). Contacting these specific individuals is important for two reasons;

1) Each of these individuals voted against and have specifically stated their opposition to the unconstitutional provisions of the 2012 NDAA, in which PANDA’s proposed state bill attempts to correct. They’re also very aware of the government’s inability to fix the law at the national level for the past 3 years.

2) Although these individuals are not involved dirrectly with our state legislature, their political and Party influence in Oregon could add the necessary pressure and legal insight into the benefits of enacting PANDA’s proposed state bill.

You will find these specific congressional delegates contact information below. Calling with a short precise message is the best way to get them and their staff to take notice of this time sensitive issue. Please tell them;

“I want to thank Mr. ____________ for voting against the 2012 NDAA and its unconstitutional provisions to deny Americans the right to due process. I want to alert Mr. __________ that the Commissioners of 5 counties in Oregon have signed official documents of opposition to the law. Additionally, a state bill has been recently proposed to Senator Floyd Prozanski that would protect Oregonians constitutional rights by providing clarity to the dangerously broad and undefined terms of the 2012 NDAA. I hope Mr. _________ can contact Mr. Prozanski to encourage him and the legislative counsel he has recently forwarded the bill too, to deeply consider its importance since each branch of the federal government has failed to resolve this issue.”

Second Amendment Victory in Myrtle Point

Second Amendment Victory in Myrtle Point

On Monday evening, the Myrtle Point city council did what the Coos County Board of Commissioners failed to do and that was to enact a Second Amendment Preservation Resolution.  It was a unanimous vote of the mayor and five council members who were present.  Councilor, Phyllis Wilson, was not in attendance.

City councilor, Daniel Martin, requested to put the resolution on the agenda for the regular city council meeting.  After a motion to put the item up for discussion, the councilors allowed for public comment.

Former police officer and community activist, Tom McKirgan, spoke to the members on the importance of a preemptive measure.  He explained how the current antigun environment in Salem should give cause to all gun owners to be concerned about their eroding right to bear arms.  He admitted that the state legislature has not introduced any legislation concerning personal background checks, but several State Reps are considering this law.

Many believe it is a backdoor to a universal gun registry, which will lead to confiscation.  Cities and counties are the first line of defense and all other duties are ancillary to protecting our constitutional rights.

The councilors took turns relaying their apprehensions pro and con.  One councilor, Doug Veysey, asked Police Chief, Rock Rakosi for some clarification on the subject.

Chief Rakosi said, “Speaking as a police chief I’m concerned that the wording in the resolution was not specific to the Oregon constitution.”  He went on to explain how the US Constitution had the phrase, “shall not be infringed” in the wording of the second amendment, which is absent in the Oregon Constitution, even though it does state that the people shall have the right to bear arms for the defense of themselves, and the State. He was also worried at how easy it was to change the Oregon constitution.  It only takes a majority vote of the Oregon voters to amend the state constitution, when it takes two-thirds vote of the US Congress to change the national constitution.  Speaking as a citizen, Mr. Rakosi said, “He fully supported the passage of this resolution.”

After discussing a few phrase changes, a councilor made a motion to take a vote, which another councilor seconded, and the resolution passed.  The people of Myrtle Point should be very proud to have a city council and police chief concerned with the rights of the individual.

The county’s failure to approve the resolution in February has triggered a public meeting in the Bandon Public Library at 11:00 am on March 14, 2015 in the large conference room to discuss gathering signatures for a Second Amendment Preservation Ordinance.  The Chair, Bob Main, voted in favor, but it did not receive a majority vote of the board.  Commissioners Cribbins and Sweet refused to lend their support.  In response, The Committee to Preserve the Second Amendment filed the initiative with the County Clerk, Teri Turi, on Thursday, February 26.  The county has five working days to approve the ordinance, so the group can gather petition signatures to put it on the ballot, or the county can deny it on the grounds it does not meet standards set in the Oregon constitution.

Mayor of Bandon Mad at the Bandon Men Who Listen to Hate Radio

As I See It

Although I don't listen to "hate radio," I understand that I am often mentioned on the Jim Bice radio show, which seems to be a favorite of several Bandon men, and my name often comes up (and not in a particularly positive vein).

A lot of the animosity stems from a radio spot I cut for my long-time friend John Sweet, which I think I already told you was written by his campaign committee. It basically used the word "fixed" when referring to the mosquito problem.

Frankly, I don't know what you would call the fact that two summers ago we received scads of calls about mosquitoes; last summer, neither anyone at City Hall nor I received a single complaint.

Yes, there are still mosquitoes around (not at my house) and it will be a long-term effort to make sure they never return in the levels that they were for the summer of 2013, but I can only say that John Sweet worked tirelessly to help us, but that is just one of the reasons that I supported him for county commissioner.

He is a caring, decent, human-being with the manners, diplomacy and tact of a true gentleman... and I understand that may be hard for some people to grasp.

John sent me an email that he received from a Coos Bay man (after his vote on the gun rights issue), which is so far beyond vile that I am embarrassed to even read it to people ... and certainly would not put it in print.

I'm sure if you tune into "hate radio" you'll find it . . . or similar sentiments (and now probably more of them will be directed at me).

It's one thing to disagree with a decision . . . but this was totally over the top.

Whatever happened to civility?

DeFazio Wants to Give Americans Roads Over to the Indians ~ NO on HR1068

Hey Folks,

Oregon Congressman, Peter DeFazio, is trying to give away our roads system to the Indians, which will lead to all kinds of legal disputes, because of the tribe's designation as sovereign nations gives them the ability to break contracts without any legal recourse.

Please, call and email the Transportation Committee and let them know this is not what we want for our country or our county.  The American Indian has their own lands and should worry about their own.  Moreover, this is why Cribbins and Sweet turned the management of part of Coos County roads over to the Coquilles.  Those two commissioners are in the pockets of the tribe, hence the name the "Tribal Twosome."......Rob T.
