andidates are filing for the next election.  Without your help, we may soon have a limited choice ballot of professional politicians, politician wannabees and toadies.  Candidates are applying for a job as our employee; not for a job as a voice for a few of their cronies.  Before voting, select an employee with verifiable and diverse traits and skills.  My preferred employee is described below. It’s not too late for your preferred employee to file. 
 
Knows community; meets job requirements; is overqualified; does not consider the position as life - long employment; committed to remain in position full time for full term; understands and accepts the salary; proven track record of experience and verifiable accomplishment in government or industry relevant to the job sought; is geographically desirable. 
 
Squeaky clean character; honest; credible; demands that all government be transparent; earned our trust; respects all equally; not obligated to any person or organization; minimally or not involved as member of other organizations; no conflict of interest; committed to integrity and mutual satisfaction. 
 
Is formally educated; good business judgment and keen understanding of human nature.  Leader who we would follow; experienced manager; effectively works openly with other government organizations and the public; proven record of successfully working alone or as a team leader; brings people together; works with subordinates, keeping their confidence; communicates effectively; not impressed with self - importance; takes time to think; asks meaningful penetrating questions; listens open mindedly; able to discern real bottom line issues; plans carefully and has the courage to probe and check information; wisdom to be patient and wait for an issue to unfold; self - confidence based on knowledge and planning; courage to commit to meaningful issues; can see the hidden ramifications of decisions made; makes and effectively argues a decision; complete and concise fact based answers to citizens questions; no strong need to be liked that prevents an ability to disagree when appropriate; works well under pressure and to deadlines; accountable for their actions. Knows how to develop successor and future leaders and managers; not afraid to delegate; does not manage by fear and intimidation. 
 
Fiscal conservative; minimal hiding in executive sessions; verifiable record of cutting costs and increasing efficiency; understands controversial matters such as local LNG, JCEP fees in lieu of taxes, Community Enhancement Plan, Urban Renewal, second amendment, and fiscal shortcomings.  Rejects conflict and ambiguity; able to laugh and have fun.

Meeting to discuss Coquille Valley Wildlife Area draft management plan

ROSEBURG, Ore – Oregon Department of Fish and Wildlife staff will share a draft management plan for the new Coquille Valley Wildlife Area on Wednesday, March 2 at the Owens Building, 201 N Adams Street, Coquille from 7 p.m. – 8 p.m.

After a short presentation, staff will answer questions and take public comments on the proposed plan. Read the draft plan.
The five-year plan will guide management actions on the 580-acre wildlife area. The draft plan calls for ODFW to:
  • Protect, enhance and restore tidally influenced wetlands, riparian lands, aquatic habitats, and uplands to benefit fish and wildlife.
  • Build, maintain and enhance CVWA facilities.
  • Provide a variety of quality fish and wildlife oriented recreational and educational opportunities.
  • Maintain the CVWA to provide habitat benefits to fish and wildlife consistent with ODFW’s mission and neighboring land use.
The Oregon Fish and Wildlife Commission heard the draft plan proposal at its February 12 meeting and will decide whether to adopt the final plan at their April 22 meeting in Bandon.
The majority of lands that compose the CVWA were acquired by ODFW beginning in 2013 with additional lands purchased from willing landowners in 2014 and 2015.
The CVWA is made up of the Winter Lake Tract and the Beaver Slough Tract located between Coquille and Bandon along Highway 42 and North Bank Lane.

On Thursday, the Committee released a damning report on the shifting accounts from EPA and DOI concerning the August 2015 Gold King Mine blowout. The report deconstructs errors, omissions, and inconsistencies in the Administration's account of events, “some of which are not attributable to error or incompetence alone,” it concludes. “We will need heavier efforts to squeeze out the full truth,” Chairman Bishop stated.

Warning, the Oregon legislature is in the 35-day short session, and even though the procedure limits legislators to introduce two bills each your money and freedom is still in serious risk from the overreach of overbearing politicians.
 
How do you stop the onslaught of these tyrannical hacks without having to occupy a desolate national refuge only to face certain death in a shootout with law enforcement?
 
One way to defend yourself is to go on the offensive by becoming a government watchdog and using the existing system to defeat, or at least stifle your opponent’s agenda.
 
The Oregon Citizens Lobby is a nonprofit organization, which uses to their advantage the information provided on the Oregon Legislative Information System, located on the net at www.olis.leg.state.or.us.  The group monitors and even analyzes the bills introduced by State Senators and State Representatives.  Legislation on topics such as, the right to bear arms, economic devolvement and land use laws, plus many other issues that should be of concern for any citizen worried about the growth of Big Government.

FISCAL RESPONSIBILITY

Production and prices should be dictated by the laws of supply and demand without the interference of government in the way of subsidies, price controls, or over-burdensome regulation.
LIMITED GOVERNMENT
Our government should be charged with administering only those functions essential to society and that cannot be performed by private entities.
PERSONAL CHOICE AND RESPONSIBILITY
Citizens must be free to pursue life, liberty, and property without undue government interference and to reap the rewards or bear the consequences of their decisions.
 
Their hope is that this information will help citizens better understand proposed legislation, which will in turn allow them to give relevant testimony on bills, lobby their legislators, and hold these politicians accountable for their actions.

It’s feeding time at the public trough. 
 
On January 26, The World reported that, after a year of turmoil that polarized our community, the Coos Bay Schools Superintendent has resigned effective June 30, 2016.  Further, when she departs, she will be paid $164,061 (the purported value of the unfilled third year of her contract).  The World published the resignation letter (stating in part that the superintendent expects to have a superintendent job next year), separation agreement, and a glowing two page letter of recommendation from the school board chairman.  After the grief, the wasted time, and the wasted money that this past year of turmoil has caused the citizens of 97420, I wanted to barf when I read that letter.  If Chairman Martin believes what he wrote, that this superintendent does all but walk on water, he should be on both knees begging her to stay.  But wait, there’s more! 
 
According to the separation agreement, it’s not $164,061 the people will pay directly or indirectly to the departing superintendent.  It’s that amount (salary and benefits) plus unused time off, plus employee and employer PERS (match, URL and pick up), plus $12,500 to waive all claims that the superintendent may be considering against the school board (the people of 97420).  No partridge in a pear tree?  All things considered, it’s probably going to cost the taxpayers more than $200,000 to cure the board’s hiring mistake? It gets better! 
 
Why $168K, why $200K?  Another local government body eager to spend our money?  The current and governing contract between the parties clearly states: a) the last full paragraph of contract item 4 gives broad powers to the superintendent; powers that were exercised and then reversed by the board, leading to a year of grief.  The citizens were exposed to a big time legal suit.  b) Annual salary (2016 – 2017) is $135,500; plus PERS, plus a generous benefits package, plus 20 days’ vacation, plus 12 days sick leave, plus 12 holidays, plus misc. expenses (not $168K plus); and, c) The contract is silent regarding termination for convenience.  Other than for cause, the contract may be terminated only on terms agreed upon by the superintendent.  Our teachers should be so fortunate.  The contract is silent on a severance package per se.  As written, the termination clauses are terrible for the citizens of 97420.  Lesson learned?  
 
Maybe it’s time for the school board to resign.

The Beaver Slough Drainage District
Board of Supervisors will host a public meeting on Wednesday, February 24, 2016, at 6:00 p.m. in the Owens Building Large Conference Room, 201 N Adams Street, Coquille OR 97420 to facilitate landowner and stakeholder comments.

The U.S. Fish and Wildlife Service (Service) in partnership with the Oregon Water Enhancement Board prepared a National Environmental Policy Act (NEPA) Environmental Assessment (EA) for the Coquille Working Landscapes Project (Project) in Coos County, OR, which is open for public review and comment until March 3, 2016.

The environmental assessment considers the biological, environmental, and socioeconomic effects of the proposed restoration.

In analyzing the impacts of Project actions, the Service considers a
no-action alternative (status quo) and a preferred alternative (habitat
restoration and tide gate replacement). The preferred alternative would integrate agricultural activities with ecosystem restoration.

This EA will result in a decision by the Service to select this document as fully meeting NEPA requirements for the preferred alternative or select a different alternative. In addition, the Service will issue a finding of no significant impact or recognize there are significant impacts that require Project activities be evaluated in an Environmental Impact Statement.

Comments must be emailed to r1fa_grants@fws.gov between February 3, 2016, through March 3, 2016, to be considered in the Service's decision-making process.

  Observations on the 2013 Port of Bandon Commissioner Elections  

This note to file may be useful to review in advance of the next round of port commissioner elections in the future.  It does not cover the entire campaign and others may wish to elaborate on, add to, or amend the points below.  

During the recent election campaign for two port commissioner positions at the Port of Bandon, the challengers, Don Chance, campaigning for position #1 held by Reg Pullen, and Jill Halliburton, campaigning for position #3 held by Rick Goche, confronted a number of media-related problems that hampered their campaigns.

Most notable among these were unfair campaign tactics practiced by the Port of Bandon staff and shoddy journalism standards at The Bandon Western World (BWW).  A higher standard of fairness and ethical conduct might have resulted in a different election result.  

To many readers of the BWW during the campaign, it was evident that the BWW was violating journalistic standards in an effort to sway readers to vote for the incumbent commissioners running for re-election. The BWW had the option to produce an editorial in support of the incumbents, which would have made the paper’s view transparent to readers. Instead, the paper repeatedly inserted bias into its coverage. Here are some examples.  

The Port Manager, Gina Dearth, penned a lengthy letter in support of the incumbents that was published in the BWW on May 9. As Port Manager, her job is directly supervised by and is dependent upon the support of the incumbent commissioners. In other words, she has a clear conflict of interest and should have played no role whatsoever in the port elections.  If she did not recognize her own conflict of interest, the chairman of the Port Commission, Robert Miller, should have ensured that she did not participate in the campaign. At the same time, the BWW circumvented its own publicly printed policy of not allowing letters to the editor in excess of 500 words (her letter was far in excess of 500 words) by titling Ms. Dearth’s submission, “Proud of port’s accomplishments; Port Update,” in huge type, and then including it on the Letters to the Editor page of the paper, together with a photo of Ms. Dearth.  

In its April 11 issue, just before the start of the election campaign, the BWW printed a lengthy article on the front page with a byline that read “by Steve McCasland,” and then in smaller print on the next line:  “For The Port of Bandon.” At the end of the article, which was continued on an inside page, the following sentence was included in parentheses: “Steve McCasland assists the Port of Bandon in its efforts to inform the public about matters affecting the agency.” Because most people don’t read bylines or information in parentheses at the end of a long article continued to an inside page, and keeping in mind that Steve McCasland for many years was a paid reporter for the BWW and his byline would be familiar, the average reader most likely concluded that the article was produced by the BWW, not the Port. The article showcased a trip to Washington DC by two port commissioners, including incumbent, Rick Goche, Jill Halliburton’s election opponent, portraying them as staunch lobbyists for much-needed dredging funds. While well written and informative, the article was not independently produced by an unbiased news staff; it was, in fact, a promotional piece produced by the Port and placed in the newspaper at an opportune time: the start of the election campaign. Candidates Chance and Halliburton should have been offered a similar opportunity.  

At the start of the election campaign, Don Chance submitted a letter for publication in the BWW Letters to the Editor Section and then was informed by the editor that his letter would be published only after a letter from his challenger, Reg Pullen, had been submitted. Is this standard policy? Several weeks later, the BWW published a letter from Mr. Pullen, but without including Mr. Chance’s letter. The editor apologized and then printed Mr. Chance’s letter the following week.  The editor’s conduct was unprofessional at best, and worse if intentionally deceptive and motivated by bias.  

The BWW printed two stories in back to back issues of the paper about the recently published book on the history of the Port of Bandon authored by Reg Pullen and Robert Miller as part of the Port of Bandon’s 100th anniversary. The first article, on April 25, was on the front page accompanied by a large photo of authors Reg Pullen and Robert Miller. On May 2, the following week, the BWW published another large photo of the authors on an inside page. No doubt, the book’s publication was newsworthy, but both articles essentially covered the same ground; the timing and extensive coverage gave the appearance of favoring the incumbent candidate, Reg Pullen.  The formal celebration of the Port’s anniversary will be in early fall. Two articles on the same topic with large photos seemed overkill.  

All candidates were given a deadline for submission of responses to questions prepared by the BWW and the resulting Q&A was published in the paper on May 9.  Mr. Chance and Ms. Halliburton submitted responses by the deadline, but, through an oversight, their bio information was not submitted, although it was available and had been used in their campaign. As a result, the bio information for the challengers was listed as “not available.” Certainly, a one-line email reminder to the candidates would have promptly produced the bio information. The editor’s decision not to make the extra effort seemed petty and not in the interest of BWW readers.  

In its May 16 issue, the BWW published a lengthy letter by incumbent commissioner, Rick Goche entitled, “Fact vs. Fiction at the Port.” In his letter, Mr. Goche listed his views of “facts” about the port and his accomplishments. By titling this letter “fact vs. fiction,” the implication was that Mr. Goche presented the facts and the challengers offered “fiction.” Presumably, the BWW was responsible for the heading of the letter.  

Collectively, these incidents reveal a pattern of bias that has no place in a well-run newspaper.

That's how Floyd Prozanski described his own vendetta driven, anti-gun bill after he, and other legislators, received thousands of emails and calls opposing it.

Proving that your activism really does matter,  Prozanski has shelved his Soviet style bill and is saying it's dead...for now.

Keep in mind, Ginny Burdick has already announced her plans for an even worse bill some time in the future, but for now it looks like your efforts have derailed their plans to use secret accusations from malicious people to crush your gun rights.  Great job and thank you.

Now we really need to double down on our efforts to kill HB 4147. This is Jennifer Williamson's bill that will use the errors in the background check system as a way to deny gun rights to Oregonians. Under her bill if you are delayed on a purchase, no matter how qualified you are, a dealer may not allow you take possession until, (and if) the OSP gets around to giving you permission. And they can take literally forever.

Ironically, Williamson has publicly acknowledged that the system is flawed and "there's nothing we can do about it."  She has also expressed her "shock" at how many background checks are run, clearly displaying her disdain for lawful purchases.

Williamson's bill would eliminate your ability to get a gun if the State Police cannot accurately conduct a background check, which is all too often a reality.  If they cannot do their jobs, you lose your rights with no recourse.  Naturally, that's the goal. Williamson does not approve of people buying guns at all, so she hopes to use the flaws in the system to prevent you from exercising your rights.

To Williamson, every right is a "loophole" that must be closed, and every attack on your liberties is "common sense."  It's the perfect leftist scam, build a system that doesn't work, force people to be subjected to it and then punish them when the system fails.

Williamson has claimed that "only" 1800 people are going to have their rights taken away but even then admits that (according to her)only about 500 would actually be prohibited persons, but the Oregonian has reported that last year over 8000 people had their 2nd Amendment rights put on hold and of those 95% should not have.  Even those numbers seem low.

So we have to stop this.  As you know, HB 4147 is currently scheduled for a hearing this Thursday at 3pm in the House Judiciary Committee.

The Chairman of the committee is Jeff Barker who has been pro-gun in the past so it is troubling that he is hearing this dangerous and disingenuous bill.  Please contact him and the other members of the committee and demand that they not use a broken system to take away your gun rights.

Dear Representative,

The Oregon background check system is faulty. Every year thousands of people's rights are infringed as a result of the inability of the OSP ID unit to accurately complete the mandated "check."  

It makes no sense to further punish those people by removing the one small safeguard the law allows for people who are the victims of a broken system.
