DEQ---Extends Public Comment to August 28 for Proposed Air Quality Permitting

DEQ extends public comment period for proposed revisions to air quality permitting, Heat Smart, and gasoline dispensing facility rules to Aug. 28, 2014

DEQ received a request from Oregon Associated Industries to extend the public comment period for the proposed air quality permitting, Heat Smart, and gasoline dispensing facility updates, which had been scheduled to close on Aug. 14, 2014. DEQ is extending the public comment period for this rulemaking until Thursday, Aug. 28, 2014 at 5:00 p.m. to provide additional time for comment.

This is DEQ’s second update to its initial proposal issued June 16, 2014. In DEQ’s first update issued July 9, 2014, DEQ extended the comment deadline from July 31, 2014 to Aug. 14, 2014, added public hearings which occurred July 16, 2014, and provided information about recent action by the U.S. Supreme Court.

DEQ proposes rule revisions to:

  • Clarify and update air quality rules
  • Update particulate matter emission standards
  • Change permitting requirements for emergency generators and small natural gas or oil-fired equipment
  • Establish two new state air quality area designations, “sustainment” and “reattainment,” to help areas avoid and more quickly end a federal nonattainment designation
  • Designate Lakeview as a state sustainment area while retaining its federal attainment designation
  • Change the New Source Review preconstruction permitting program
  • Modernize methods allowed for holding public hearings and meetings
  • Re-establish the Heat Smart woodstove replacement program exemption for small commercial solid fuel boilers regulated under the permitting program
  • Remove annual reporting requirements for small gasoline dispensing facilities
DEQ requests public comment on the proposed rules. To consider comments on the proposed rules, DEQ must receive the comment by 5:00 p.m., Aug 28, 2014. DEQ plans to take the final proposal including any modifications made in response to public comments to the Environmental Quality Commission for decision at the commission's January 2015 meeting. If adopted, DEQ will submit the rules to the U.S. Environmental Protection Agency as a revision to the State Implementation Plan as required by the Clean Air Act.

Experts Testify at EPA Hearings on Power Plants

CFACT experts testify at EPA power plant hearings

EPA held hearings today on proposed rules that would place tremendous burdens on existing power plants that would force many to shut down.

President Obama's EPA seeks to mandate a 30% reduction in U.S. CO2 emissions (over 1995 levels) by 2030.

This is radical.  This is damaging.  This is a mistake.

Congress considered regulating CO2 emissions through a cap and trade plan, but deliberately elected not to.

EPA, rather than faithfully administering the law, is stretching 1970's Clean Air Act far beyond the recognition of the legislators who voted on it.

CFACT senior policy analyst Bonner Cohen testified at the EPA hearing session in Washington, D.C.

Marita Noon, who in the spring completed a college speaking tour sponsored by CFACT Collegians, presented CFACT's testimony to the EPA hearing in Atlanta, Georgia (Pictured testifying right).  You can read it at CFACT.org.

EPA's hearing follows close on the heels of the revelation that the average price of American electricity prices just hit an all time high of 14.3 cents per kilowatt hour. 

EPA's proposed rule would push electricity rates drastically higher and take a terrible toll on jobs, manufacturing and family's cost of living.

CFACT intends to continue our efforts to educate government officials and citizens about the serious damage this and other EPA rules will do to the U.S. economy.  

The facts belong on the record.

Commissioner Sweet has Public Perception Problem with Campaign Donations

Hey Folks,

Commissioner Sweet has a real public perception problem when it comes to voting on issues like the LNG and anything to do with the Coquille Indian Tribe.  He apparently has received money from the Coquille Tribe and a Natural Gas Political Action Committee.  In the near future, he will have to decide on a road proposal that would allow the Coquille Tribe to manage a portion of Coos County's roads. 

It sounds like a good way to get money from the feds, but there are always strings attached and this specific tribal government has a reputation of not abiding by the contracts they have made in the past.  Just ask the citizens of North Bend about a hotel tax the tribe promised the city for their casino. 

It would be wise to remember that upon a public request, Sweet never released the answers of a survey he took for the tribe during the last election cycle. He still refuses to release his answers to this day. What does he have to hide from his constituents?.....Rob T.

 Sorry I have not got back to you yet.  Had another email this week that Commissioner Cribbins answered that is pretty much right on. Here is her answer: 

“Native American tribes receive road funding from the Bureau of Indian Affairs for roads that are part of the Tribal Transportation Roadway inventory.  These funds can be used for any roads that are relied on by Tribal members to get to and from work or school.  The Tribe has identified sections of road that Tribal members use frequently based on the addresses of their Tribal members.  This identification simply allows the County to have access to a different funding stream that we would normally not be able to access.  The intent of this MOU is to give additional funding to the County for improving” 

In the MOU it states “ Allowing the Tribe to include these roads on the TTP Inventory simply allows the Tribe the opportunity to provide potential funding to future roadway improvement projects. In no way does this action render the County less responsible for the roads, or in any way impact roadway ownership or jurisdiction”.


At the Road Department we can only apply for federal funds (Transportation Enhancement, Surface Transportation Program, State Transportation Investment Program, etc) for our Major Collectors only. In most applications for funding the projects must also be listed in our TSP (Transportation System Plan). 

By letting the Tribe list roads that include Major Collectors, Minor Collectors, and  Local Roads it gives the County another possible funding source for roads that are not Major Collectors. 

It is not a conflict of interest, the roads are still ours, but if someone else wants to spend money (our tax dollars) to make improvements to our roadways I thought that would be a good thing.

Thanks for your concern.  Although I do not make up the agendas, I believe that the matter you are referring to will be on next week’s BOC agenda.  In visiting with our Roadmaster I have found that this is simply preliminary to getting Bureau of Indian Affair’s funding to help maintain county roads used by the Coquille Tribe along with general public.  It does not give them ownership rights to the roads or road segments involved.  We have much the same arrangement with some of the local timber companies who help the county with road maintenance on county roads heavily used  for logging activity.

My concern is the word "Inventory" which implies ownership. The term "economic development" implies the Tribe has plans that are not being addressed. We are also aware that the Tribe is a sovereign nation when it comes to legation. I still believe the public should be able explore the road segments identified in the list attached to the MOU. Both of which have been replaced with a "Contact / Grant Summary Form that is basically blank. The attached written  contact was also missing. It was signed as being reviewed by Counsel. I have no problem with the County receiving additional funding for our roads. If the Tribe wishes to help in that manner, just do not attach strings. I also believe if the Tribe uses the term "inventory", as in ownership, on any request for Federal Funds from the BIAF, Dept. of Interior, when in fact they do not own the property, that may be fraud on their part. Theo

 CAMP BOARD JOINS WITH WILD RIVERS LAND TRUST TO PROTECT FOREST

Camp Myrtlewood’s long awaited conservation easement slated for October, 2014!

In an exquisite combination of long-term visioning, serendipity, divine grace, and human generosity, Camp Myrtlewood and the Oregon/Washington District of the Church of the Brethren have signed a memo of understanding with the Wild Rivers Land Trust (a southwestern Oregon land conservancy) to establish a conservation easement on their camp’s land. The 2014 WRLT Conservation Plan designates the camp lands as being of “high ecological value.” “The healthy timber in this rich forested setting is an intact natural resource that provides habitat for numerous species. It provides connectivity for wildlife, and a buffer for BLM designated marbled Murrelet habitat (Critical Habitat per NW Forest Plan). Camp Myrtlewood’s creeks provide spawning and rearing habitat for Coho Salmon, Chinook Salmon, steelhead and wild Cutthroat Trout.” Conservation issues that the 140-acre easement will address are forest protection and potential future development. The conservation easement document is currently in process and is scheduled to be legally reviewed and in place by the end of October 2014—twenty years from the time of its conception.

Jerry Becker, Executive Director of WRLT, says “Being a good steward of the Creation is a worthy goal for each and every person. Good stewards look at the forest as a perennial polyculture to be carefully tended—not as a strip mine to be liquidated or a crop to be cashed in.” Long committed to a reverential respect for Creation, Camp Myrtlewood and their brothers and sisters in the OR/WA District are continuing to do what they can to practice good eco-stewardship.

About Wild Rivers Land Trust and Camp Myrtlewood’s Conservation Easement: WRLT helps safeguard a way-of-life that American’s cherish. Founded in 2000, the non-profit organization works with landowners choosing to voluntarily protect their working lands and the exceptional places that make Oregon’s Wild Rivers Coast unique. A conservation easement is a contractual agreement between a landowner and a land trust, which transfers certain property rights while the landowner retains title ownership. The easement is filed with the County Clerk and becomes a legal instrument that is attached to the property deed for perpetuity. While most neighboring land in the area has been heavily clear-cut in recent decades, acreage adjoining the camp features old-growth forest on federal Bureau of Land Management property and together with the camp offers a precious island of semi-wild nature that likely supports imperiled marbled murrelets.

An easement to spare this deep forest and its exquisite stream frontage from development or commercial logging will be a service to the entire region and its people.

To All Public Officials of Bandon Oregon: 

    
I understand that in the near future you will be having a presentation on the "Marine Reserves" that NOAA / US Fish & Wildlife have planned for the  Southern Oregon Coast. I strongly recommend each of you contact other public officials from Bandon to the California border for their thoughts on this pending disaster. This will destroy fishing, recreational and commercial, on the Oregon Coast. I find no coordination of this project in place.  

By law, Federal Land Management Policy Act (FLMPA) and National Environmental Policy Act (NEPA), all Federal agencies are required to "coordinate" with local governments on all federal plans/projects. The agencies will attempt to get "local governments" to be "Cooperating agencies (CA's)". According to federal handbooks these are two different functions. All of your contacts should be with the "Coordinating Officer" assigned to this project and no other official.

Citizen initiatives repair what our elected officials will not

The time has come for Coos County citizens to take matters into their own hands and file some initiatives asserting their rights to fair and equitable taxation and a sustainable economy
Stop by the Coos County Fair and you will have a chance to chat with commissioner candidates Don Gurney and incumbent John Sweet working their respective campaign booths. More likely than not you will see them standing together, talking about the county or ribbing each other about politics but feel free to insert yourself into the conversation and ask questions and offer opinions.

As important as it is that we elect good people to office, more and more citizens across the country are taking matters into their own hands and using the initiative process to correct flaws in existing laws and even to repair decisions made by our elected officials. The Oregon Right to Know GMO Labeling initiative is one example of the people taking matters into their own hands when the legislature kowtowed to the food manufacturing industry. Communities have similarly banned fracking and initiatives are underway to halt the use of aerial pesticide spraying right here in Oregon.

Citizen initiatives and referendums are powerful tools and in light of the recent revelation that Governor Kitzhaber will not intervene in the plan to abuse the enterprise zone statutes and privatize millions of dollars in property taxes via the CEP (Community Enhancement Plan) the public may need to intercede where our elected officials will not. Kitzhaber took a laissez-faire approach to the CEP which will deprive the state school fund of tens of millions despite his school equalization assertions telling The World editor, “I’d say let’s watch it closely and see how it works.” One can only hope the governor watches more closely than he did with Cover Oregon or than he and his predecessors have watched over the Port of Coos Bay. Gasp!

The time has come for Coos County citizens to take matters into their own hands and file some initiatives asserting their rights to fair and equitable taxation and a sustainable economy. More details will follow in the next couple of weeks but perhaps it is high time to do away with local enterprise zones and other ineffective but costly constructs that favor the few over the many.

Federal Land Managers Intimidation, Bullying Threaten Citizens Rights, Create a Hostile Environment

WASHINGTON, D.C., July 24, 2014 - Today, the Subcommittee on Public Lands and Environmental Regulations held an oversight hearing on “Threats, Intimidation and Bullying by Federal Land Managing Agencies.” This hearing continued Committee oversight into bullying by federal land management agencies and federal law enforcement agencies on private, state, and federal lands.  State and local governments, ranchers, business owners, and private citizens have been subject to threats, lack of cooperation, and numerous unfair or heavy-handed tactics which threaten public safety, the environment, endangered species, and the livelihoods of communities. Congressional oversight is necessary to provide an effective check on federal officials who abuse their regulatory powers.

“Today we took a second look at threats, intimidation and bullying by Federal Land Managing Agencies. During a hearing the Committee held last year and again today, we heard first-hand accounts of mistreatment at the hands of federal officials seeking to extort the witnesses into relinquishing their property rights,” said Representative Doug LaMalfa (CA-01). “These firsthand accounts  give the victims of abusive conduct by a federal land managing official a chance to tell their story to Congress. Status quo agency oversight, policies and procedures are inadequate for addressing or deterring employee abuses and may instead embolden overreaching or malicious employee behavior with little risk of retribution for their actions.”

Witnesses highlighted examples of flagrant intimidation met by citizens who refuse to surrender their constitutional rights, land and water rights, grazing permits and other multiple-use benefits.

Sheriff James Perkins, Garfield County, UT, highlighted his perspective from 27 years of law enforcement and experience working with various federal law enforcement agencies.

“BLM’s attitude towards coordinating with local law enforcement is summed up best by a conversation I had with a BLM law enforcement officer while we were attending a drug task force meeting in Cedar City, Utah. He told me point blank that he didn’t care about any authority that I thought I had as the Garfield County Sheriff, and that he did not feel like he had to coordinate anything through my office… This refusal to coordinate, coupled with a lack of any meaningful oversight, has created a perfect environment where the abuse of federal law enforcement powers can occur.”

Leland Pollock, Garfield County Commissioner, Garfield County Utah, testified on how BLM law enforcement has moved away from a public service philosophy due to polarization of personnel and bullying and cancellation of cooperative agreements.

“Our concerns/ complaints are not just a matter of hurt feelings, bullying, intimidation, lack of integrity, and a host of social issues. BLM’s Chief of Law Enforcement has cost Garfield County real dollars… We are befuddled how one individual can override a State Director and negatively impact an entire county with impunity.”

A. Grant Gerber, Elko County Commissioner, Elko Nevada, discussed specific examples of wrongdoings, threats, intimidation, and bullying by both BLM law enforcement and a district manager.

“When I was a boy and as I grew up the few Federal Agents were mainly local or from rural areas and fit in well with the local area. They knew the people and worked cooperatively. Now the Federal agents are predominantly from outside the area and do not develop connections with the locals as was done previously. Many start off with a belligerent attitude, even a commanding presence. They are especially offended if anyone opposes any Federal Government actions. The worst are the Federal Law Enforcement Agents that arrogantly announce that they are not governed by Nevada law, but can enforce it if they choose. Now we have been informed, that without notice of hearings, the BLM has determined that two more BLM Law Enforcement Agents are necessary to control the people in the Elko area. All of this is resulting in less use of Federal Lands by citizens as the citizens become afraid of being accosted and berated.”

Jose Valera Lopez, President of the New Mexico Cattle Growers’ Association, Rancher, Santa Fe New Mexico, testified on current justifications Federal Land Managers use to intimidate and bully including Endangered Species protection and resource protection.

“Endangered species ‘protection’ is the biggest culprit. At the moment the Fish and Wildlife Service is considering critical habitat for the lesser prairie chicken, the New Mexico meadow jumping mouse, and two varieties of garter snakes. Expansion of the Mexican wolf habitat is expected as early as tomorrow. We have had 764,000 acres in New Mexico and Arizona recently designated critical habitat for the jaguar although only a few male jaguar have been sighted in the U.S. over the last 60 years… In my own case, the BLM has been buying up private lands near my family ranch within the boundaries of an Area of Critical Environmental Concern that they designated part of their Resource Management Plan. They not refer to our ranch as an in-holding. What this designation has done is de-valued our land and effectively prohibits any type of future development on the ranch.”

Subject: Letter to the Editor
As someone who attended the "Patriots Gathering" at Pony Village Mall, North Bend, Oregon, the World Newspaper article, published July 21st was very confusing to me.  Neither Jody McCaffree, anyone from Simpson Heights or anyone else opposed to LNG were presenters at the event.

There were participants from outside Coos County,  our Commissioners had nothing to do with the "Patriot Gathering".

Why were they mentioned in the article? 

When any group gets enough signatures to put initiatives on the ballot, for voter approval.  I do not think they are "on the fringe".

A RESOLUTION OF THE DEMOCRATIC PARTY OF OREGON

Whereas
the Pacific Connector Pipeline Gas Pipeline Project (Pacific Connector Pipeline) has applied for approval from the Federal Energy Regulatory Commission (FERC) to construct a 36" pipeline across southern Oregon from Malin to Coos Bay for delivery of domestic natural gas to the proposed Jordan Cove Liquefied Natural Gas (LNG) export facility at Coos Bay: and

Whereas the owner of the natural gas that will travel through this pipeline is Veresen Energy, a Canadian Company, currently selling stock on the Toronto Stock Exchange; and

Whereas the company proposing to build and own the pipeline is Williams Pipeline Co. of Tulsa, OK; and

Whereas the mitigation costs of damage to salmon-bearing streams and costs that may be incurred by first responders in preparation for potential accidents or natural disasters are unknown; and

Whereas the application to FERC requests that the right of Eminent Domain be granted to Veresen Energy and Williams Pipeline, for-profit private enterprises, to take easements from private property owners in exchange for onetime payments; and

Whereas Ballot Measure 39 (2006), prohibiting a public entity from condemning private real property if the intent is to transfer said property to a private party, was approved by 79% of Douglas County voters and by 67% of the popular vote from all Oregon voters:

Therefore, be it resolved that the Democratic Party of Oregon:

  1. Demands that FERC deny Veresen Energy and Williams Pipeline the use of Eminent Domain to secure properties from landowners along the Pacific Connector corridor.
  2. Urges all elected officials at all levels of government go on record opposing the use of Eminent Domain for purposes of the proposed pipeline.

Coquille Point South Stairway Requires Immediate Closure Due to Public Safety Concerns

Bandon, Ore. – The U.S. Fish and Wildlife Service has closed the south staircase at Coquille Point due to public safety concerns, effective immediately.  After inspection and consultation with engineers, the Service has concluded the stairs have suffered structural problems as a result of geologic shifting on the point.  A path and second set of stairs on the north end of Coquille Point at the end of 8th street will remain open, allowing Coquille Point visitors to access the beach. 

“The safety of refuge visitors and employees is our top priority.  Consequently, a determination from engineers that the stairs have additional structural concerns requires us to close them to ensure the continued safety of everyone visiting Coquille Point” said Roy Lowe, Project Leader for the Oregon Coast National Wildlife Refuge Complex which manages Coquille Point.

The USFWS is obtaining the services of a structural engineering firm to inspect the staircase within the next week and provide the USFWS with an evaluation on whether a temporary fix is possible in order to retain safe use of the stairs through the end of October.  The USFWS will also begin evaluating options for a long term fix through repairs or replacement.

“We are very sorry for the inconvenience this will create for visitors to Coquille Point,” said Roy Lowe. “I can assure visitors that we will seek expertise and funding to either repair or replace the stairs and once again give visitors an easy way to access the beach.”  

These stairs have provided visitors with access to Bandon Beach and rocky intertidal areas at the base of Elephant Rock since their construction in 1998. Coquille Point is managed as part of Oregon Islands National Wildlife Refuge.  It is a spectacular place to observe seabirds and harbor seals. The point overlooks a series of coastal rocks of every shape and size that provide habitat for Common Murre, Tufted Puffin, Western Gull and Brandt's Cormorant as well as Harbor seal and rocky intertidal invertebrates.  A paved trail winds over the headland and features new interpretive panels that share stories about the area's wildlife.

Madam Chair CC BOC, Melissa Cribbins:

Coos County BOC agendas for July 1, 2014 and July 15, 2014 have a major discrepancy. For some reason items 3G and 3I do not match per the agenda item “Coquille Indian Tribe would like to add portions of the Coos County roadway to their Tribal Transportation Program Roadway Inventory”. In the July 1, agenda packet page, published on the Coos County website, item 3G, 17 of 41 is/was a Memorandum of Understanding from the Tribe and page 18 of 41 is/was a list of county roads that the Tribe was requesting approval to add to their TIP. In the July 15 agenda packet, published on the Coos County website, the same agenda item was listed as 3I. The MOU and the list of roads are gone and a “Contract / Grant Summary Form substituted for page 18 of 46. The last sentence of the page is marked that a written contract was attached. There was no contract attached.

Your response on July 6th to my July 3rd letter to Mr. Rowe and CC’d to Coos County BOC and counsel did not address all questions raised. After further review I have the following questions and request answers:

  • The Tribe “has identified portions of the Coos County roadway system for addition to the TIP Roadway Inventory. The July 1st agenda, page 20 of 41, has identified 84.3 miles of “S-County” owned roads which the Tribe wishes to include in the TTP.  The length of roadway in the request varies from .01 to 8 miles and is of various surface types.
  • Webster’s New College Dictionary defines “inventory’ as “1) an itemized list of current assets: 2) a catalog of the property of an individual or estate”.  With that definition, I read the Tribes request as for “Ownership”. They go on to say that “the County agrees to continue the required maintenance as these roads as it is presently the County’s responsibility.” There are a lot of legal ramifications made it that statement. Remember the Tribe invokes its “sovereign nation” status in legation!
  • They claim the County is unable to provide funding for upgrades to these roads. What improvements does the Tribe wish to make? Will the County have funds for any maintenance of these improvements?
  •  The Tribe uses many of the county roads for numerous activities, and acknowledges that many residents of Coos County have use of these roads. What “potential economic development” do they have planned?
  • Are private property owners aware of any future activity?
  • I am sure Coos County would accept any funding the Tribe would contribute to improvements to all roads tribal members use.



I respectfully request that maps be made available on the County web site least ten (10) days prior to any authorization for approval of chair to sign. These maps need to show the general and specific locations of each segment listed on the TTP with a description of the potential economic development and/or upgrade.

Oregon Revised Statute, ORS § 801.305 – Highway (1) Highway means every public way, road, street, thoroughfare and place, including bridges, viaducts and other structures within the boundaries of this state, open, used or intended for use of the general public for vehicles or vehicular traffic as a matter of right. ORS 368 County authority over roads. (1) Except as provided in this section or as otherwise specifically provided by law, the exercise of governmental powers relating to a road within a county is a matter of county concern. Oregon Law, H.B. 208, enacted that: Section 1. All roads or thoroughfares not hereto fore legally established within the State of Oregon that may have heretofore been used, or hereafter be used, for a period of ten (10) consecutive years or more by the general public for the purpose of travel, without protest, are hereby declared to be county roads. Section 2. No road of public easement shall be altered or vacated except by the county court in the manner now provided by law; and no county shall be bound to work, or improve, or keep in repair such road of public easement. Approved February 28, 1901.

Bribed surgeons implanted counterfeit spinal hardware into the backs of potentially thousands of patients as part of a vast scheme overseen by Michael D. Drobot, the former hospital executive who as part of a plea deal admitted to bribing indicted California state Sen. Ron Calderon, according to a new lawsuit.

The federal case against Calderon, who has been suspended from the state Senate, includes charges that the Montebello Democrat accepted money to try to preserve workers’ compensation rules that helped Drobot. In the years leading up to being indicted for fraud, Drobot was a prolific donor to California Democrats.

 A comment posted by County Assessor Steve Jansen on a local blog betrays the unimaginative, dogmatic, ideological and unscientific thinking that unfortunately infests those same people that hold sway over our elected leaders. Jansen accuses blog author Rob Taylor of deliberately misstating facts related to enterprise zones and specifically the Jordan Cove LNG fifteen year property tax exemption and in so doing reveals his own disconnect from empirical evidence and statistical fact.
Jansen writes:
You are correct in saying that the average citizen can’t get a tax break like this. That’s because the LTREZ program was carefully designed by the Oregon Legislature to create incentives to attract high-dollar industries to areas like SW Oregon. Individual citizens (unless they’re Bill Gates or Warren Buffett) have no possible way to make such an economic impact…

…It was the Legislature doing the right thing (for a change?) by creating a tool for areas like ours to use to be able to compete with cities like Portland/Vancouver, Seattle, San Francisco, Houston, other states, and other countries.

If you think we in Coos County can compete (without tools like LTREZ’s) on a level playing field with opponents like that, you are woefully uninformed.[Emphasis added]


Clearly Jansen doesn’t believe in the American Dream, instead he promotes the enslavement of the average taxpayer who should be genuflecting to the likes of Warren Buffet. There is no empirical evidence that enterprise zones and other so-called economic incentives payoff for the taxpayer or level the playing field, in fact quite the opposite is true, particularly in Coos County. Using terms like “compete” and “opponents” when referring to other cities is not only infantile but nothing more than an attempt to make a point with what amounts to a straw man argument. Somehow Coos County is expected to overcome its obvious geographical limitations by offering up tax exemptions so it can compete in the industrial Olympics. The scary thing here is that Jansen is on the BS Oregon steering committee and it wouldn’t be much of stretch to accept that this studious lack of critical thinking and adherence to old school dogma pervades that whole group. Unfortunately for Coos County we cannot solve our problems with the same thinking that created them.

The county’s hearings officer, Andrew Stamp, recently read a statement regarding bias that I believe identifies a key problem that permeates this area. “Bias means having certain preconceived thoughts about an issue of policy, the facts, the law or the parties. To disqualify a decision maker from participating in the hearing, the bias must be an actual bias and not an apparent bias. A person has actual bias or prejudice when no fact can persuade that person to vote or rule another way.” Unfortunately for Coos County too many of our elected leaders fall into this category.

Farmers who grow crops on national wildlife refuges in the Northwest won't be allowed to use neonicotinoid pesticides beginning in 2016.    

Neonicotinoid pesticides will be phased out from national wildlife refuges in the Northwest, a move that troubles industry groups that believe the chemicals are being unfairly targeted. 

The U. S. Fish and Wildlife Service has decided to eliminate the use of neonicotinoids by 2016 on roughly 8,700 acres of refuge land where farmers grow crops in Oregon, Washington and Idaho.   

Environmentalists have cheered the phase-out, which they say will benefit pollinators and native species that inhabit refuge lands in the agency's Pacific region.   

"This is a good first step that the U.S. Fish and Wildlife Service is taking note." said Paige Tomaselli, attorney with the Center for Food Safety environmental group. "Hopefully, it will lead other agencies to take note."   

That's exactly the effect feared by industry groups that see neonicotinoids as a safe tool for pest control if used properly.

#Coquille & #MyrtlePoint School Districts Among Worst at Utilizing Public Funding

Hey Folks,

Another article giving example that our schools are well funded, except the districts are just not getting a good investment for their money.  Typical government bureaucracy. 

Why then, should anyone fight to give school districts more money when they have a proven record of mishandling the funding?   

The political elite of the county are going to hand the school districts the money from the property taxes that the LNG facility should have paid or at least half the money according to the Community Enhancement Plan.  The money from those taxes should go to other taxing districts, like the Coos Bay Fire Department, and the County itself or revert back to the taxpayer.  The county pays for the sheriff department and several other essential services. 
The South Coast Community Foundation is going to use the property taxes like a slush fund for the school districts and performance will not be part of the criteria.   Also, private schools will not qualify for this funding, even though the private schools have a better record of educating children with much less money than what the public schools use per student.  

Coquille, Myrtle Point school districts are both mentioned.

All six Oregon school districts spend a lot per pupil yet produce abysmal reading and math achievement, according to the study by the Center for American Progress, a left-leaning think tank. The study takes into account how many low-income, special education and limited English students a district serves as well as the local cost-of-living.

It found that Jefferson County, Vernonia, Dayton, Coquille, Myrtle Point and Central Linn all spent a lot of money per student in 2010-11 compared with other Oregon districts -- yet got bottom-tier reading and math results, even when taking their high poverty levels and rates of special education and limited English students into account.

Jefferson County, for example, spent about $11,700 per student that year, third highest among the 113 Oregon districts studied. Myrtle Point and Vernonia also spent more than $11,000 per student, compared with less than $8,800 per student in Hillsboro, Beaverton, Gladstone and North Clackamas.

According to the chairwomen, Oregon natives Jaye Bell and Ronnie Herne, the event titled, "Patriots Gathering" will bring together some of the state's most influential and forward-thinking individuals who will hear from some of the nation's cutting-edge speakers.

The gathering is scheduled for Saturday, July 19, 2014 from 10:00 a.m. through 4:00 p.m. at Coos County's Pony Village Mall in North Bend (see information below).

"The idea for this gathering is to acquaint people with an overview of some of the important topics going on today. It is meant to be uplifting in that the Speakers will present on successes, or on projects that will likely be successful," said Bell and Herne in a statement.

People who are actually doing something will be featured as speakers and will be attending, according to the chairwomen.

"We are trying to create some personal liaisons between the counties. Few exist now and Coos County is relatively isolated, being distant from any interstate corridor," they added.

The goal of "Patriot's Gathering" is to bring together in a relaxed setting a series of topics and speakers with an intellectually honest and patriotic audience. "We want people up and moving, mingling. This will not be a TV show," Bell and Herne said.

Besides Paul Walter's keynote address, speakers will discuss topics such as Agenda 21, federal land use laws, urban renewal, the Oath Keepers movement, the Oregon State Lottery initiative and other important issues. The presenter will include Rae Copitka and Loma Wharton; Rob Taylor; Rob Pell; Ronnie Herne; and others.
