Coos County Considering Ordinance to Extend UR Tax Debt March 27, 2018

On Tuesday, March 27, 2018, at 9:30 am in the Owen Building, Coos County Board of Commissioners will be making their final decision on the ordinance that authorizes a twenty-year extension of the plan for the North Bay Urban Renewal Area.  The Board approved the plan in a meeting on December 13, 2017, but they have to pass an ordinance to codify the act into county law. 
 
Since August of last year, the BOC has been discussing the idea of extending the tax debt of the North Bay Urban Renewal Area, which is under the authority of the Coos County Urban Renewal Agency.  The unelected officials on the Port of Coos Bay receive funding to manage that agency, and they are desperately trying to keep the drain open on their slush fund. The plan was set to expire this year, so the money from property taxes going to the UR agency would then flow back into the ten other overlapping taxing districts.
 
The taxpayers are the ones responsible for paying back the urban renewal debt, so many people who attended the county’s public meetings requested to have this issue put on the ballot for the voters to decide.  
 
Two of the commissioners, Cribbins and Sweet have refused these public requests, and they make up the majority of the Board.
 
However, the people have the power of the petition.  We the people can file a referendum on their decision and VETO their vote.
 
When the Board votes to enact the ordinance The Committee to Shut Down the CCURA will file to rescind that law, and the campaign will need volunteers to circulate petitions and gather signatures.

Two of the commissioners are up for reelection, Cribbins, and Sweet, so they are going to have to explain to the voters their decision to extend the UR debt for two more decades.

ODFW ~ Meeting in North Bend April 9th Public Comments Requested on Budget

The Oregon Department of Fish & Wildlife will be holding meetings across the state to find out how the department should spend the taxpayer’s money.  Since the voters of Coos County voted against the Bandon Marsh Expansion those same people would probably be opposed to the ODFW spending more of their money on land acquisitions.   
​

The ODFW will be meeting in North Bend in April and the people need to show up to express their opinion to the Board.   The department is the government agency overseeing the wetland restoration in the new Winter Lake Mosquito Refuge.  Before the agency took over the area, it used to be one of the best grazing grounds for grass fed beef, now it is a sanctuary for bloodsuckers….Rob T.

ODFW hosts series of meetings for public input on 2019-21 budget

SALEM, Ore.--The Oregon Department of Fish and Wildlife is hosting a series of town hall meetings around the state in April to gather public input on the agency's proposed 2019-21 budget.

The proposed budget, which is being developed by ODFW and an external budget advisory committee, will be presented for review and comment at the meetings listed below taking place in Bend, Klamath Falls, La Grande, Medford, North Bend, Newport, Portland and Tillamook.

“This is a great opportunity for us to meet with our constituents and get their feedback,” said Curt Melcher, ODFW director. “I encourage folks to attend, meet with our staff and learn more about our funding proposals to manage Oregon’s fish and wildlife.”

No major changes to the budget or new fee increases are proposed, though ODFW is discussing the feasibility of eliminating an already planned and approved fee increase set to take effect in 2020.

Public comments will be used to help refine the budget before it is presented to the Oregon Fish and Wildlife Commission on June 7 in Baker City. Once a proposed budget is approved by the Commission, it will be submitted to the Governor for her consideration. The budget will ultimately be determined by the 2019 Legislature.

All meetings will be held from 7-8:30 p.m.

Anyone can submit a letter to the editor of the CCW blog, but posting does not mean support.  I like to read Fred's opinion, but I personally do not have a problem with a private company bringing in a liquid nitrogen gas pipeline as long as they pay for it themselves.  However, I do not support the Community Enhancement Plan/scheme, nor do I approve of eminent domain for this project....LNG yes, CEP and land grab NO....Rob T.

​Apparently bothered by Mr. Krumper’s letter, and writing from his glass house, Jon Barton labels certain opponents of local LNG as bloviating (speaking much and saying nothing).  Mr. Barton argues against the possible local LNG catastrophic events that haven’t happened.  Remember - it wasn’t raining when Noah built the ark.

 
Barton wants only facts from letter writing citizens.  Here are a few.
 
Fourteen years of insults masquerading as LNG debate appears to have irreparably divided this community.  LNG was unwelcome in every west coast North America community being considered for a LNG factory, including Tijuana - except North Bend.​
 
Representative DeFazio warned that terrorists are a threat to ports.  Don Felsinger, when Chairman of mega billion dollar Sempra Energy, warned people not to place a LNG factory near a populated area.  There have been catastrophic LNG factory events on several continents.
 
There will be humungous LNG storage tanks and a very tall flare.  Gordon Schearer, with a lifetime of LNG experience, former leader of Weavers Cove Energy (proposed LNG developer) stated that a LNG tank rupture would be “the world’s largest Roman candle”.  A US LNG storage tank catastrophic event incinerated one square mile of Cleveland.
 
The Coast Guard and local public safety organizations cannot guarantee with 100% certainty that a LNG vessel traveling the channel will not be attacked.  The double hulls of 1100 foot long tanker vessel MV Linburg (now Martime Jewel) were successfully penetrated by terrorists.  A modern configuration RPG fired from a home along the eight mile channel route to North Bend and into the vessel bridge, not double hulls, should lead to vessel destruction.
 
There will be several hundred miles of high pressure, three foot diameter, odorless gas pipelines above and below southern Oregon.  Natural gas piping and pipelines have ruptured and people were incinerated.
 
LNG autoignition temperature is higher than Mr. Krumper claimed to be possible by OTH aircraft engine exhaust.
 
As proposed by LNG proponents (including current and past elected representatives), hundreds of millions of your tax dollars will be managed and distributed by unelected and perhaps unappointed folks.
 
During a devastating Cascadia Subduction event the North Spit will probably be under water.  Thousands of construction workers may not escape to high ground.  Tsunami debris may block the channel for years.  What happens to a trapped LNG vessel?
 
There will be a few low paying permanent security and maintenance type jobs for locals.

Avery Horton has filed to run for Coos County Commissioner #3.
“When Coos County voters decided against the transient lodging tax, my opponent basically called them stupid:
"The voters didn't know enough about it or the specifics so it's two legs of the same stool," Cribbins said. The World, Nov 3, 2015.”
And that is why I decided to run. I will listen to the Coos County voters, taxpayers and citizens.” Horton said.
My focus will be in 3 areas:
  1. Eliminate waste;
  2. Reduce bottlenecks;
  3. Get rid of the deadwood.
Let me tell you how I will vote on matters:


Is it unconstitutional? YES – vote against.


Is it an unnecessary increase in taxes? YES – vote against.


Is it an unnecessary restriction of the citizens' freedom? YES – vote against.
Does it go against commonsense? YES – vote against.
I will put my money where my mouth is... I will do the job for half the salary. If that is not allowed then I will donate every other paycheck to the Emergency Management Department to be used to educate Coos County citizens about disaster preparedness.

These statements are including but not limited to both posts and comments on your social media page as well as copies of court documents with incorrect information that were later ammended.

Separately, portions of the content you have posted is trademarked and/or copyrighted. Removal of all web content, screenshots, pictures, or images of the trademarked NW, or content originating from www.trainnw.com or and HD2 Fitness prtoperty must be removed immediately. This matter will be assessed and litigated separately, as regardless of the tone or intention of the posts, you are clearly using a trademarked logo and copyrighted content with the intent of profiting (driving traffic to your website).

On an aside, my wife and I came here last year, invested over a million dollars, revitalized a downtown building, created 5 jobs in the community that pay 65k+, created 2 scholarships, started a charity that will be providing state-of-the-art running shoes retailing for $179 that we are offering to the local community for $35, we have donated over $10,000 in equipment to the local high schools, sponsored a half dozen youth sports teams, created an after school peer tutoring and study hall program, extended over $5,000 in free services to low income youth, not to mention the work we do every day to create a healthier community ... and we've only been open since June - so that's who you and your Mr. Anderson are trying to "take down", that's the monster under your bed. A self made couple that gives a lot of their money away, that moved to a quiet coastal town in the hopes of making it better and starting a family.

Thank you for your informative letter.  I have often wondered what must go through the minds of rapists.  Now I know, and it is even worse than I imagined.
 
After reading your threat-ridden email, all I could think about was the poor defenseless women that you raped.  It must be difficult for her to have to live with such an intimate violation that will haunt her for the rest of her life and not once did you express any remorse.  Like all sexual predators, you lack the emotional capacity for any sense of empathy for others, so it is impossible to have sympathy for you.   You could have talked about how you were seeking redemption and had attempted to atone for your crime, but you did none of that in your notice.
 
You should seek help.  Your attempts at threats and intimidation are humorous---You are just not very good at it! 
 ​
Public records indicate that the state of Washington convicted you of rape and the court ordered that you have to register as a sex offender.  The information posted on my website is consistent with the documentation.  Perhaps instead of threats and intimidation, you might consider having your alleged amendments and corrections to court documents placed in the public domain. 
 
I do not respond well to threats...especially threats based on bullshit.
 
Fortunately, I have the best and most impenetrable defense against libel, the truth.  The truth will set you free, but in this case, that may not be true for you.   
 
Copyright and trademark laws protect logos and other business materials from commercial use.   The Coos County Watchdog website is NOT a commercial enterprise.  There is no advertising, and there is no profit.  Also, you posted your logo and business information on social media websites and shared them with the world, which technically puts them in the public domain.  Therefore, your assertions are just as full of bullshit as your threats.   Perhaps you should do a little research before you make such accusations.  
 
Your investments in the community are commendable.  However, you are still a convicted rapist, and it is highly questionable why someone with your past convictions would choose to be in an industry designed to cater to young people.  The welfare of the community by far supersedes these efforts. 
 
Your tactics are not the proper way to address these matters.  Had you contacted me to offer explanations civilly you would have discovered that I am a very understanding person. Perhaps I could have gained a better understanding of your situation.
 
The bottom line here is that you are, indeed, a rapist.  You took $25,000 of taxpayer money under controversial circumstances, and your attempts to threaten and intimidate were unsuccessful.
 
You should return the taxpayer's money.  I also suggest that you pursue legal action against me.  I will be more than happy to appear in court to support my positions and then I will report to the public on the proceedings. 
 
Remember, I am not the criminal here, YOU ARE!
 
Have a nice day (If, indeed, rapists deserve to have a nice day).

Coos County Press Release on Commissioner Cribbins's Trip to Washington DC

Coos County Commissioner Mellissa Cribbins made a trip on the taxpayer’s dime to Washington D.C., and she released this press release.  She uses the same theme healthy, vibrant, and safe communities throughout this bloviating list of her attempted accomplishments.

Remember, as commissioner, she voted against the Second Amendment Preservation Ordinance, so she must not think the Right to Bear Arms makes us safer as a community.  The one subject that she should have addressed further was the Coos Bay Wagon Road land.

The US Congress should legally distinguish between the CBWR land and the O&C land.  Then they should designate the county as the legal owner of the property with all legal rights, but she glazed right over that one.    On a scale to one to five, five being best and one being worst, she receives a minus two....Rob T.

Coos County Commissioner Melissa Cribbins represented the county’s interests in the nation’s capital during the National Association of Counties’ (NACo) 2018 Legislative Conference, March 3-7, in Washington, D.C. More than 2,000 county officials from across the country demonstrated to Congress and federal officials that the nation’s 3,069 county governments provide the essential building blocks to create healthy, vibrant and safe communities. This includes key public infrastructure, transportation and economic development; creating and sustaining a skilled workforce; ensuring public health and public safety and implementing federal, state and local programs in a cost-effective manner. On March 5, the conference held a rally in support of funding for Payments in Lieu of Taxes (PILT) and responsible forest management at the Capitol Visitor Center joined by a several members of Congress, including Senator Ron Wyden. "NACo's Legislative Conference provides a unique opportunity for counties to exchange best practices and formulate a federal policy agenda to advance our residents' priorities," said Commissioner Cribbins.  "NACo has made significant progress over the past year, and we are positioned to address the challenges ahead.  Counties are on the front lines of keeping our communities healthy, safe, and vibrant."  
 
During the conference, Cribbins met with members of the Oregon delegation and their staff, including Senator Wyden, Senator Merkley, and Representative DeFazio, to talk about issues that matter to Coos County, including forest management, opioid addiction, and flood insurance.  She also met with the Department of the Interior to discuss the Coos Bay Wagon Road lands, and the payment that Coos County receives in lieu of taxes on these lands.  "I'm cautiously optimistic," stated Cribbins.  "I believe that Coos County's interests moved forward on this trip, and I am looking forward to seeing our discussions continue over the next several months."

​I was recently made aware of a decision by Bi-Mart (including subsidiary Cascade Farm & Outdoor) and the Kroger Corporation (parent company of Fred Meyer stores) to stop selling rifles and ammunition to those under 21 years of age. They have joined with other retailers such as Walmart and Dick's Sporting Goods in this voluntary action.
 
Before 1968, individuals 18 years and older could purchase both rifles and handguns. The Gun Control Act of 1968 made it illegal for a Federal Firearms Licensee's (gun stores) to sell handguns to a person unless they were 21 years old. Rifles were still allowed to be sold to those 18 and older, which is still federal law today.
 
In the statement released by Bi-Mart they said, "... Bi-Mart and Cascade Farm and Outdoor stores, a division of Bi-Mart, will only sell guns and ammunition to those 21 or older that meet state and federal requirements for purchasing firearms." Bi-Mart has made this decision of their own initiative, without any change to current law.
 
I have been a loyal customer of Bi-Mart and Fred Meyer stores my entire life. I remember going to Bi-Mart with my mother for Lucky Number Tuesdays when I was only a few years old. Bi-Mart and Fred Meyer both are Pacific Northwest institutions that I have been glad to patronize. I choose your stores over other national retailers on a daily basis, and while not a large volume purchaser, still spend thousands of dollars at both retailers every year.
 
To find out that two of my favorite stores have caved to political pressure is extremely distressing to me. I expect decisions like this from stores like Walmart and Dicks, but never expected it from BiMart or Fred Meyer. Your two chains have always been supportive of gun owners, allowing concealed carry in your stores and not harassing those in the gun community when others chose to do so.
 
The age of majority in the United States is 18 years. A person is considered an adult and held responsible for themselves at that age. This means they get to vote and enjoy all the rights that entails, including the right to own a firearm and use it to defend themselves.
 
Bi-Mart's voluntary action, along with that of other major retailers, has effectively disarmed and denied the 2nd Amendment to the United States Constitution to all young adults from 18-20 years. They already could not buy a handgun in a retail store due to the GCA of 1968, now you have denied them the ability to buy a rifle, a shotgun or even a .22 rimfire.
 
Frankly, I have had enough of this caving to political peer pressure and this denial of the rights of other adult citizens of this country. From this point forward, until this decision is reversed, I will no longer patronize either of your establishments. I will spend my had earned money at other retailers who actually care about the rights of their fellow citizens. I don't care one bit what your justification was, wrong is wrong and I will not stand idly by and let it occur.
 
I will be visiting every store local to me and delivering this message personally to your store managers. This decision is not their fault, but the only way to force you to listen is to make my voice heard. I will also be submitting it to every available news outlet.

One of the main functions of this website is to expose government waste by local politicians, so there would be some transparency and accountability for their decisions.  Taxpayers like to know that government is spending their money on necessary projects to benefit everyone in the community.
 
The most wasteful agencies are the five Urban Renewal agencies in the county, which manage seven UR taxing districts.  These agencies give out “free money” to businesses in the UR areas as grants and the rest of the taxpayers in the county have to pay that debt with property taxes.  It is more like a slush fund, so politicians can offer bribes to local business to garner their support for reelection.  
 
Back in February of 2017, the Coos Bay Urban Renewal agency gave a $25,000 grant from the Downtown Urban Renewal Façade grant program to the owners of a building on 217 South Broadway as matching funds for a renovation.  It used to be the Fletcher Building, but now it is Northwest Fitness.  It was a beautiful remodel job, but it should not be the responsibility of other property owners to pay for the maintenance of this building.  
 
What makes this public handout even more insulting is the owner of the building is a registered sex offender.  The owner's name is Henry Landry Delaney III, and according to a criminal records search, he has offenses from Seattle WA all the way to Arizona.
 
Mr. “Pervert” Delaney has pictures on his business’s FB page coaching a local volleyball team and coaching high school students at his business, Northwest Fitness.  The rumor was that the school allowed students to use the facility for workouts.  They supposedly have since severed ties.     
 
Just to put this into perspective folks, the city of Coos Bay gave your hard-earned money to a registered sex offender and the school sent him some students.  One government agency gave him money, and then another government agency sent him more potential victims.  
 
That is your tax dollars at work.  
 
The local government should not be rewarding perverts with public money using Urban Renewal schemes.  It is just another reason to get rid of ALL the local Urban Renewal Agencies and end the debt. 
 
Let the local politicians buy votes with their own money.
