Where We Stand After The Election

The election of 2012 is behind us.  It’s safe to say that especially on a national level, things
could not look worse for gun owners or anyone who believes in liberty, responsibility or the sanctity of the individual.

Gun bans are coming locally and Federally. We are facing likely international “treaties” that will
cripple civilian gun ownership while doing nothing to stop Obama from shipping firearms to Mexican drug dealers. Gun grabbers now control both Houses of the Oregon Legislature.

Guess it’s time to go to work.

Dear Editor,

 WHY DID THE CHARTER  BALLOT MEASURE 6-143 NOT PASS? 

Was it because it  requires open advertised bids, and opening bids publicly, on county projects so
  anyone qualified can bid? 

Because it requires  the maintenance of our buildings and equipment?(Think Beaver Hill incinerators. ) 

Because it requires  the Board of Commissioners ( BOC ) to inform citizens on issues and
allow  citizens time to comment at public meetings? 

Because it requires  the BOC to keep citizens informed of the Board's transactions by citizens  voting on all large financial actions; selling and buying of assets and land;  the giving away of public monies/assets? 

Because it legally  requires the commissioners obey their oath of office? 
 
Because it requires  citizens vote when a commissioner seat needs to be filled? 

Because it requires  citizens’ property and individual rights be protected as under both the US  Constitution/ Bill of Rights and the Oregon Constitution/ Bill of  Rights? 

Because it requires  citizens decide, by voting, if they want their monies used for specific Urban  Renewal/Enterprise projects? 

Because it requires  'planning' with sales/purchasing of county property by giving guidelines for  bulk selling and buying of every day items? 

Because it requires  major indebtedness be approved by the people?( Note: ten $100,000 expenditures turn  quickly into a million $) 

Because it recognizes many people in this county have a wealth of information and the BOC should allow them time to speak at meetings? 

Because many newspapers, present commissioners, past commissioners and 'important' people, (who had either never read the Charter or had conflicts with their personal interests) stated untrue generalities, not specifics, and thereby condemned it? 

Because the BOC, in  my opinion, committed malfeasance of office and voter fraud by not providing the  citizens of Coos County with the text of both 6-143 and 6-144?With 6-143 only the District Attorney's  brief (accurate )
ballot title was presented to the citizens. With 6-144 the  authors ( Messerle, Parry, counsel Soper ) presented only a ballot title which  was totally inadequate to telling the truthful details. ARRRG was early led to  believe the
text would be in the voter pamphlet, however, the BOC did not  contract with the state to do so, nor did the county publish one of it's  own. 

I personally thank  6,520 people who saw through the opposition’s smoke and mirrors and voted for  'Voice of the Voters' Coos County 2012 Charter measure 6-143.

There is a vote scheduled in the Senate for later this week  concerning our digital privacy.

Democratic Senator Patrick Leahy has been back and forth on  the revision of a 1980's security bill and it is unknown what he may bring to  the table when it is ready for voting. First he submitted a proposal saying a  search warrant was required for agencies to access private email, twitter,  Facebook, and Google accounts.

  Then with pressure  from law enforcement such as the National Sheriff's Association he changed his  proposal saying a search warrant would not be required to access these private  accounts. After extreme criticism from the general public Leahy made a  statement saying he would not support warrantless access to private EMAIL.

 Although he and his committee have addressed that they will  not support warrantless email access. They have not mentioned whether or not  they will still support warrantless access of Twitter, Facebook, and Google  accounts.

The US Forest Service Is Involved With Another Land Grab in Coos County

The day before Thanksgiving President Obama’s administration unveiled plans to designate 9.6 million acres of critical habitat for the northern spotted owl.  It was a bold and unexpected move nearly doubling the last designation in 2008.   The plan will be undertaken by The US Fish& Wildlife Service, which will curtail logging in California, Oregon and  Washington.
 
In another battle for public lands, The Bureau of Land Management is currently facing a surmounting force of lawsuits, which will also contribute to the loss of jobs in the forest industry.   Another contingency of angry Environmentalist have filed suit in US  District Court to stop up to 25 of The Bureau’s timber sales and over 90 million  board feet of timber harvest.  Rex Storm of the Associated Oregon Loggers explained, “For every million board feet of timber harvested, 38 jobs per year are generated in Oregon’s economy.   If the lawsuits are not overturned, some 1,100 Oregonians would be threatened with under-employment during a three-year
period.”
 
The news was not good for the holiday season when so many families are struggling to get by, which contributes to the lingering of public pessimism.   However, there is plenty of opportunity to stop the Federal government
from stealing these lands.  It will not take a lot of money or time and there is no need to travel far, because the
threat to our property and prosperity can be found right here, on our beaches, in our forests and in the comfort of our own homes.  
 
The US Forest Service is involved with another land grab in the state of Oregon and part of that territory will be taken directly from Coos County---all under the direction of the Department of Interior.  This time they have their sights set on the Oregon dunes and the off-highway vehicle trail riding industry.   The USFS is endangering the public’s access to over 84 miles of dunes by threatening to close 62% of all the trails.  The plans of the heist can be found on their website at  www.fs.fed.us/nepa/fs-usda-pop.php/?project=34220 .  They will be taking public comment until December 9th, 2012, so time is of the essence.  
 
Here is What Your Comment Needs to Include:
1.   Name

2.   Address and phone number

3.  Document Title: Oregon Dunes NRA Management Area 10 C Designated Routes Project

4.  Your comments must be specific about the trails: How you use them.  How long you have been using them. 
     Why are certain trails more important? Are there any trails you use seasonally?  Be as specific
     about     the     trails as possible. How will you miss the trails if closed?

5.    State that you DO NOT agree with any of the alternatives in the DEIS and the US Forest Service must 
        start     from scratch and develop new alternatives.

6.    State any related clubs, organizations, or groups you belong to.

7.    And, as always, be respectful and polite!

"The U.S. Supreme Court on Monday revived a challenge to President Barack Obama's healthcare reforms, allowing a Christian college to pursue litigation raising First Amendment objections to a law that the court mostly upheld in June. Liberty University, based in Lynchburg, Virginia, had challenged both the individual mandate, which required all people to obtain insurance by 2014 or pay a penalty, and a separate mandate requiring large employers to provide coverage for workers." We most solve unsustainable increases to the cost of government

 This week we were presented with News that is not NEW. The 4th quarter revenue forecast for the state is similar to what most Oregon families and businesses have been seeing for the past few years: Flat
or declining income.


Personal income tax collections are down .5% or $7.5 million since the last forecast. Though employment has increased by 3,351 jobs over the past year, we are not experiencing enough job growth to help the 160,000
Oregonians who are unemployed.

 We have about 7 months left in this 2 year budget cycle and because of a large ending fund balance it looks today like we will not see further cuts to services.

 The longer term forecast indicates we will see $16.528 billion in revenue for the 2013/2015 biennium begging July 2013, a 10% increase compared to this current biennium.

 Most of us would be very pleased to see a 10% increase in our personal income or business revenue over the past two years, but state government continues to face unique challenges that will eat up most, if not
all, of that increase in revenue.

 This next biennium will see an increase of $1.1 billion in the additional funding out of government payrolls to keep up with the shortfall in retirement accounts, much of that impacting local governments and school
districts.

 Overall, the PERS system has a shortfall of over $16 billion or $10,000 for every Oregon taxpayer. In our school system, increasing personnel costs amount to $1,000 per student.

 Salem Keizer School District will need an additional $17 million for its PERS obligations beginning next July, equivalent to over 170 positions, meaning layoffs and larger classrooms from the current staffing
levels. The City of Salem says it will cost $1.1 million to keep a fire station open, but its increase in PERS will be over $5 million.

 That’s right. A 10% increase in state revenue and more local layoffs in our schools! And potential fire station
closures?
We must find solutions to correct the unsustainable increasing cost of the services our citizens deserve. Doing nothing in the 2013 session means that pension costs will consume $1 billion from public-sector budgets.  This is not an attack on public servants, but a challenge that will require common sense solutions.

Feckless or Hypocritical

The World editorial of 11/14/12, “Rethink the ban on earmarks,” is a perfect example of how editorial staff picks & chooses it’s viewpoint to suit it’s agenda.

In its editorial of 11/14/12, The World bemoans the “power shift”from elected politicians to professional bureaucrats (a viewpoint I happen to agree with), yet where was this concern when the “gang of two” (unelected commissioners), proposed a County Administrator (professional bureaucrat) and part-time commissioners. 

Doesn’t take a genius to realize the administrator could follow his own agenda and part-time commissioners wouldn’t have a clue.

We all know where the editorial staff was, banging the drum in support of the administrator proposal.  I ask again, is the editorial staff  feckless or  hypocrites.

The U.S. Fish and Wildlife Service designated 9.6 million acres of critical habitat for the northern spotted owl this morning, nearly double the last designation in 2008.

The acreage in Oregon, Washington and California won't be off limits to logging. But the service's decision requires
heightened federal review of logging projects on lands owned by the U.S. Forest Service and Bureau of Land Management, the bulk of the designated land. 

The northern spotted owl has been at the center of the Northwest's timber wars since it was listed as threatened in 1990 under the Endangered Species Act.

 BLM Timber Lawsuit Impacts:  Previously reported environmental lawsuits attempting to stop Bureau of Land Management timber sales in Southern Oregon now appear to impact an even larger timber volume. 
Environmental plaintiffs filed suit in US District Court to stop up to 25 BLM timber sales, and over 90 million board feet of timber harvest.  For every million board feet of timber harvested, 38 jobs/year are generated in Oregon’s economy.  If the lawsuits are not overturned, some 1,100 Oregonians would be threatened with under-employment during a three-year period.


Oregon Forest Sector Report:  A new 200-page report, The 2012 Forest Report – An Economic Assessment of Oregon’s Forest & Wood Products Manufacturing Sector, affirms that the sector is poised to grow creating thousands of new rural jobs—given improved markets and needed reforms to increase the public timber supply.  The report is published by Oregon Forest Resources Institute, which was created by Oregon’s Legislature to provide reliable public forestry information, and is funded by a portion of the timber harvest tax.  More information at: www.TheForestReport.org


Governor’s O& C Forest Panel:  In October, Governor Kitzhaber appointed a 14-member panel to develop a proposal that aims to legally authorize increased timber sale from half the Bureau of Land Management O&C forestland acreage, while generating sufficient timber sale receipts to replace lost county government timber revenues.  Beginning with a draft bill built by Oregon congressman DeFazio, Schrader and Walden, the panel
must deliver its recommendation to the Governor and Congress by early next year.

Dear Patriot,

 President Obama is doubling down on his class warfare rhetoric by vowing to raise taxes on those making over $250,000 as part of his economic plan. He continuously states that the “Bush tax cuts” must go.  These are not the “Bush tax cuts”. These are the CURRENT tax rates that have been in effect for 12 years! We must not let him get away with this spin.

 Obama is playing a dangerous game of pitting Americans against each other with the dividing line in his “us” vs. “them” game being $250,000. Those making over $250K per year will see their federal tax rate increase between 3% and 4.6% with the top tax rate going up to 39.6%, effectively increasing the amount of taxes they pay by 13%. But, Obama doesn't think this is enough and believes that these individuals need to pay more in order to pay their “their fair share”.

In addition, if Obama is not successful in strong arming Republicans to give in to his class warfare demands, then those individuals making less than $8700 per year will see their tax rates increase from 10% to 15%. That’s an increase of 50%! In this terrible economy filled with rising costs, decreased jobs, and massive economic uncertainty, both of these scenarios are a lose/lose situation.

 When is enough, enough??? Speaker John Boehner has already shown us that he is not willing to stand up to Obama in his second term by saying that ObamaCare,  another taxation nightmare, is the law of the land. He has also indicated that he is willing to “compromise” on raising more tax revenue, which is just cover
for saying ‘raise taxes’. If our leaders in D.C. won’t stand up for us, then we must stand up for ourselves.

motor vehicle infractions; starting from the initial traffic stop through the court process and procedures, to aid in one's defense, with an emphasis for respect and understanding of law enforcement officials duties, acts and good public relations.

As you know we have been labeled for supporting this  measure. Our opponents think that what we tried to do was illegal.   Some of the press buys their thinking. They of course  are wrong. If you read between the lines the judge handled the measure
with kid  gloves because of the super majority it received from the voters. (He needs  votes to stay in office!)
 
I am sure that I do not have to convince any of you 
that we were right in thinking that the people should have control of their  resources.
 
In Saturday's mail there was a piece from Taxpayers 
Association of Oregon. It announced the death of Don McIntire, Oregon's premier  anti-tax advocate. At the time of Don's death he was working on this and  other people's initiatives. This was to be enacted by the People of the State of  Oregon. If enacted, this will add credibility to what we have done. 
   
I will scan and attach it to this post as I think that  it will be of interest. The Initiative is nearly a mirror of Reedsport's  initiative.
 
I have also attached copy of a portion of the  letter
from the Taxpayer Association. You will note that they need 1000 signers  in the next 14 days to qualify the initiative for an official ballot title. I do  not think that they will have any trouble meeting this requirement. Between Coos 
bay and Reedsport we should be able to provide a good chunk of those. 
   
My suggestion is that we use the website to support 
this petition and do what we can to coordinate other activists to join in that  support. We have a great location to do a drive by sign  up if we publicize this. We can use the lighted  sign to publicize the effort. If this is qualified for a State ballot it  will be supported by an over-taxed public. Come back and give me your  thoughts.

PLC and NCBA are looking for examples of economic and regulatory hardship to members brought on by the designation of critical habitat under the ESA. In light of the recent unprecedented ESA settlement between U.S. Fish and Wildlife Service and radical environmental groups, the federal government will be forced to make 1,201 decisions on proposed listing, listing and critical habitat designations for 1,053 species in the next 7 years. The USFWS’ FY 2013 budget request includes an increase in funding that could result in 88 more species being listed and critical habitat being designated in just this year alone. As USFWS struggles to meet the settlement deadline, little analysis—including economic impacts—is being done on large bundled decisions. For example, in Hawaii, cattlemen are currently being faced with at least five critical habitat designations that will directly impact them, and they are looking for specific examples to make the argument that the designations will have negative impacts on them (if they don’t come up with specific predictions of negative impacts, the agency won’t count any).

Furthermore, the agency has begun using broader strokes in designating critical habitat, defining “occupied” areas as areas that are used only intermittently by the species, or in some cases proposing CH in areas where the species is not even known to exist (such as with the jaguar of Arizona and New Mexico).

All the while, USFWS commonly underestimates the economic impacts of critical habitat designations. We have
insisted that all economic impacts be considered, using sound economic data, so as to allow for the exclusion of certain areas from CH designations.  Gathering your examples of economic/regulatory hardships due to Critical Habitat will help us argue against sweeping CH designations in the aforementioned Hawaii case and in inevitable future cases. Examples could include not just financial impacts, but negative impacts such as additional compliance time, cost and paperwork for every-day practices.

Thank you in advance for taking a few moments to supply us with the backing we need to fight this damaging and misguided overreach. We’d appreciate your response by Tuesday, November 13th.

Hey Folks,
They just released the documentary "Battle for Brooklyn."   The movie demonstrates the terror tactics of government developers and their misuse of public funding in  Urban Renewal.    It also shows how public money is used for private stadiums and this is how most sports stadiums are built today.   In fact, government development funding is out of control.  In the story about Broklyn, if you take out the words "Sports Stadium" and put in the words "Cheese Factory", you have the Bandon Urban Renewal story.   Rob T....
