LTE ~ Occasionally the Righteous can Still Win

Congratulations to the Righteous!!

  Today, 10/27/16, the jury on the Harney County Refuge case found the remaining defendants, including Ammon Bundy, Innocent of all charges proving that occasionally the righteous can still win even when the odds are stacked against them.
 
The trial was held in Portland instead of further east where it should have been held, and Judge Anna did everything she could do to make sure they would be convicted. In spite of not really having a jury of their peers,  the jury got it right and set them free…at least free of charges in Oregon.  Some will still have to face charges in Nevada for their part at Bundy Ranch, but given the Federal Governments passion for precedent, (when it suits them), hopefully charges will be dropped, but I doubt it, there is still tax payer money left to waste.


 
Our unelected tyrannical Governor was not happy with the outcome of this trial, perhaps because she was complicate in the murder and cover up of Lavoy Finicum, or maybe just because she doesn’t like that the government was overruled and that doesn’t fit her big government ideology and agenda. Whatever the reason, I hope she loses the upcoming election big, because she doesn’t represent the people, only the unions and people who share her Marxist ideology. I know it’s a longshot, but one can hope.

 
I hope you all join me in prayer for the Cowboys in their upcoming trials in Nevada and pray that the same results are reached there. These are good people who put everything on the line to wake the American people up and they have payed a huge price. They are selfless hero’s, and deserve the respect of us all. These people had almost all of their Constitutionally protected rights violated repeatedly and I hope they sue the State and the Federal government for the treatment that they received and the violations that were imposed on them. May the Good Lord bless and protect them all.

Rural Oregon Deserves Better

Many of us across Oregon are reeling after the acquittal of the Bundys and some of the Malheur National Wildlife Refuge occupiers. How can seven people who orchestrated a 41-day armed standoff that held an entire community hostage be acquitted, especially on the same day over 100 indigenous water protectors in North Dakota were shot at, beaten, and arrested?

Some media are repeating the false Bundy talking point that this acquittal is “a victory for rural communities”. Which rural communities? Talk to the residents of Harney County, and residents of neighboring Eastern Oregon counties where militia activity is widespread, and they will tell you that the acquittal puts a target on their backs if they speak up for the simple right to air political opinions that dissent from the militias. The Burns Paiute Tribe are pointing out the hypocrisy and insult of so-called patriots claiming tribal land as their own, threatening tribal leadership, desecrating the land, damaging and stealing tribal artifacts during the occupation, and getting away with it scot-free.

We are seeing militia members celebrate and claim the acquittal as a victory; an affirmation of their tactics, which include claiming to represent entire communities they don’t actually reside in, while using intimidation, threats of violence, and vandalism to silence critique and political opposition. This verdict has sent a message that these tactics are not only effective, but also go without consequence.

Whatever the reason for the verdict, it has greatly increased the anxiety felt by rural Oregonians. Many worry their community could be next. Rural Oregonians, and especially the residents of Harney County, have already experienced months of harassment and intimidation by Oath Keepers, Three Percenters, and other paramilitaries just for disagreeing. Militia supporters have threatened violence toward critics (including the Rural Organizing Project), indigenous leaders, law enforcement, and even the Governor of Oregon. This decision leaves many people in fear.

It is impossible to ignore the racism of the militia land seizure in Harney County, the acquittal, and even the Federal charges themselves. At no time in this process was justice sought for the seizure and desecration of the Burns Paiute Tribe’s unceded lands, arguably the most egregious crime committed by these so-called patriots. We also see this structural racism mirrored in the news from North Dakota, where unarmed indigenous people, defending their Treaty lands from being bulldozed for an oil pipeline, are faced with militarized state police committing violence on the behalf of corporations. Meanwhile, in Oregon, armed white militia members face no consequences for holding a community hostage for over a month, running rampant over sacred ground. Many of the officers involved in the military intervention in Standing Rock hail from rural areas just like ours where emergency services are already stretched past their limit, yet they are being committed to act as publicly funded rent-a-cops for an oil conglomerate. The assumption that our rural communities support these actions is simply wrong.

This acquittal reminds many rural Oregonians once again that we must fight  to overcome our isolation. Our rural communities across the state are struggling to stay connected, to repair damaged social ties and institutions ravaged by years of recession. Armed militia groups offer only more divisions, fostering a culture of fear that raises temperatures in our communities. In fact, Patriot groups in Oregon and corporations trying to advance the Dakota Access Pipeline in North Dakota thrive on our division, pitting us against each other and making us believe that we are marginal. Militias and so-called Patriot groups have grown in power in rural communities in Oregon largely because of the vacuum left by decades of divestment and neglect that have created massive crises in social services and safety nets, from 911 dispatch to schools. Rural Oregonians are feeling more vulnerable than ever before.

Let’s come together as human dignity leaders, activists, concerned community members, and neighbors to tell the real story of rural Oregon. We all know that people do not support or join insurrectionist movements if their needs are met. We need to build security for rural communities if we want this crisis to end. This means holding our political leadership accountable to rural Oregonians, coming together with our neighbors to envision how we want our communities to look, and doing the hard work of organizing to see that vision through to becoming a reality.

As rural Oregonians, we call upon our elected officials and urban friends to show up for rural communities as we struggle for basic decency and opportunity. No Oregonian should have to fear that a loved one will be followed home by a militia member or worry that their 911 call will go unanswered. Living in our state must come with a shared commitment to fund a baseline level of vital services in every Oregon county.

We need 24-hour a day, 7-day a week 911 service, public education, and public libraries. We need access to affordable healthcare and mental health resources. We need new economic engines that do not rely on natural resource extraction. We need meaningful and dignified jobs that pay living wages. We need safety nets that actually catch the most vulnerable in our communities.

Rural Oregonians deserve the opportunity to determine what is acceptable in our communities and to know that violence will not be condoned against the people for any reason, corporate or private.

We invite you to edit, add to, use, and share this statement as your own. Send an open letter to your community from your human dignity group. Use this to craft a letter to the editor. Start a local social media campaign. Let’s tell the real story of rural Oregonians and what our priorities are: creating solutions that work for all of us, not just for those who have the most guns.

Jury Says NOT GUILTY! in Malheur Refuge Trial

We have exciting news from Portland! Yesterday a jury delivered Not Guilty verdicts on all but one count in the Malheur Refuge occupation trial. The jury could not agree on a verdict on the theft of government property charge against Ryan Bundy.

Despite many people assuming that these verdicts resulted from jury nullification, probably due to the extensive jury nullification education going on at the courthouse during the trial and other factors, it turned out that jury nullification was not necessary.

Nonetheless, the jury WAS crucial to the outcome of this case, as evidenced by the strong government bias exhibited during and after the trial. It is all but impossible to imagine a similar outcome, were the government the final arbiter instead of an independent jury.

I have written up the details, including comments made by Juror #4 after the trial, as well some thoughts from FIJA Board of Advisors member Dr. Roger Roots, who sat at the table next to Ryan Bundy for six weeks during the trial as a paralegal.

Trial by Jury Crucial in Malheur Refuge Occupation Acquittals

This trial was a case of gross overcharging to escalate the punishment that would result, followed up by failure to prove beyond a reasonable doubt the excessive charges the prosecution brought to the table. Regardless of whether or not each of us agrees with what the occupiers actually did, it is clear that the jurors did their job in delivering Not Guilty verdicts on these excessive charges.

Please read and share the article above so that we can create more jurors who understand and appreciate that their job is not to blindly rubber stamp prosecutions, but rather is to hold the government accountable, to consider the justice of the law and its application in the case at hand, and to require prosecutors to meet their burden of proof for each and every charge, for each and every defendant.

ROSEBURG, Ore – Oregon Department of Fish and Wildlife biologists confirmed one Coos County black-tailed deer died from a viral infection and suspect several others succumbed to the same disease this past summer.

Adenovirus Hemorrhagic Disease (AHD) is a virus transmitted by direct contact between deer, making it easier to spread in areas of high deer concentrations. This is particularly a concern where people feed and water deer since it unnaturally concentrates them in a small area.

Deer with AHD can have clinical signs common to other diseases and include: rapid or open mouth breathing, foaming or drooling at the mouth, diarrhea (possibly bloody), weakness and emaciation.
ODFW asks the public to report sightings of deer with these symptoms in Coos County and coastal Douglas County to 541-888-5515.

District Wildlife Biologist Stuart Love said his office received several reports of deer dying in yards in the past month that he suspects had AHD.

“If these deer died from AHD, then feeding them will potentially spread this disease to other deer rapidly. It’s very important people don’t provide water sources or feed for deer for this reason. Their bodies are built for browse and grass, not grain.”

Love said this is the first confirmed case of AHD in Coos County. In 2001, it was confirmed in deer from southwest Oregon, then spread to the central part of the state.

There are no known cases of humans getting sick from AHD or getting the disease from consuming the meat of a deer infected by AHD. With hunting season here, Love said it’s a good idea to wear rubber gloves when handling the carcass of harvested deer and to thoroughly cook the meat.

 I cannot find out on the SOS website, but can you tell me, is the Oregon ballot a "secret ballot?"  Several people have questioned whether their vote is private and I cannot find that answer. 

 How much of the ballot info is public information?  If you have a link to this info that would also be helpful, thank you.

 We do not have anything on our website that talks about the ballot being secret and I will pass that on to the web designers. To answer your question, the ballots are secret. The only time they are not is for military and overseas voters who wish to fax or scan their ballots back to the counties. In these cases the voter must sign a waiver form stating that they know their voter will not be secret.

 The ballot is not public information unless the voter shares that information. Oregon does have voters that post their voted ballots on Facebook before they mail or drop off the ballot.

Setting the record straight.

A $6 billion tax on sales would be an enormous burden for all Oregonians.  So why are the proponents playing games with the facts?  The backers of Measure 97 have doubled down on misleading Oregon voters about the realities of their massive tax proposal because they don’t want you to know the truth.

Measure 97 would increase costs to Oregon families, consumers, farmers and small businesses for everything from food, gasoline, utilities, phone service, cable TV and internet, to insurance, medicine and healthcare. Its regressive tax on sales would hurt those the most who can least afford it.  That’s just not right.
 
And, although they claim the revenue from Measure 97 would be dedicated to education, that's patently false.  As stated by the nonpartisan Legislative Counsel, the legislature’s own top legal authority, the legislature could spend the money “any way it chooses” – with no further vote of the people.

Coos Bay Redistributing Money to Owners of Historical Places

CITY OF COOS BAY - HISTORIC PRESERVATION RENOVATION GRANT
 
The City of Coos Bay received a grant from the State Historic Preservation Office to assist property owners of historic structure with needed renovations.  The Coos Bay Historic Preservation Committee will make these funds available to property owners of structures listed on the National Registry of Historic Places to make exterior rehabilitation or renovation improvements. 
 
Renovation or rehabilitation work shall be located on the primary facade of the structure or on a facade that is highly visible to the public.  Structural improvements to preserve the integrity of the structure may also qualify.  Project(s) may receive 50% of the project cost up to a maximum of $5,298 in grant funds, whichever is the lesser amount.
 
If you are interested in applying for grant funds, submit the Renovation Grant Application to the Community Development Department no later than January 15, 2017 at 5:00 p.m. The Historic Preservation Committee will review applications and award the grant(s) on January 22, 2017. 
 
Applications and grant guidelines will be available at the Historic Preservation Open House on Thursday, October 27th from 6:00 p.m. to 8:00 p.m. at the Old City Hall (375 Central Avenue); and after that date from the Community Development Department, City Hall, 500 Central Avenue, Coos Bay, Oregon 97423.   Questions about the program or the application should be directed to Debbie Erler at 541.269.1181 X 2259 or e-mail at derler@coosbay.org.

LTE ~ Rigging Elections Using Three Proven Mechanisms

Trump and others claim the elections are rigged. Obama and Clinton insist those charges are baseless.  The truth is somewhere in-between.  

Unless vigilantly protected, all elections in this world will become rigged.   Zealots will always be tempted to cheat.  Our citizens must preserve our electoral institutions.

Continual efforts to rig our elections use these three proven mechanisms.  Voters decide if they succeed or fail.

ONE:  Our main-stream media, CNN, MSNBC and NPR present themselves as politically neutral, yet  comport themselves in sympathy with the left.  Their political advocacy gains effectiveness, yet sacrifices integrity, when disguised as objective news. On the other side, certain Fox News hosts and talk radio icons candidly identify as conservatives, supporting Republican ideals.   Their huge audiences expect open advocacy.

TWO:  Most political pollsters lean toward the left.  Polls become a hidden tool, used to encourage left wing voters and dis-hearten those on the right.  They try to not overplay their hand, in tempting Democrat loyalists to think their votes are not needed.   Every election cycle, pollsters suddenly drift to the right a few days before the election, in a ploy to preserve a modicum of credibility following the election results.  They want to be able to sway people’s thinking, yet in the end appear as objective pinnacles of statistical science. The pretense, that this final shift reflects a last-minute drift toward the right, is silly.  Few believe it.  Most forget it.

THREE: Voter identification is a battleground in American political landscapes.  Every legislative effort to require that voters first provide identification is blasted as a racist conspiracy.  This is an obvious absurdity.  The only people hindered by voter identification laws are those not eligible to vote.  Yet, in countless urban precincts, ineligible voters, swayed by promised largesse, surge in by the bus-load.  Also, many thousands of ballots for geriatric or deceased voters are high-jacked or forged. 

If our elections are rigged enough to pervert the outcomes, it is our own fault.   If we persist in tuning in to the mewling media manipulators, if we allow ourselves to be swayed by the endlessly contrived polls, if we acquiesce to the socialist demands that we let anyone vote with no ID required, then it is we ourselves who have rigged our own elections.

I adjure you all to vote for anyone who will work to preserve our Constitution, our Republic and our liberty.

The Coos County Chapter of Oregon III% will be holding its monthly
meeting on Thursday October 27th from 6-8pm at the Coos Bay Fire Station
(450 Elrod Ave. Coos Bay, OR 97420).

Teri Grier (candidate for Oregon State Representative, District 9) will
be speaking to the group again to update us on her candidacy. The NRA
recently endorsed Caddy McKeown in this race based on her vote against
Senate Bill 941 last year. The NRA failed to do proper research and
incorrectly labeled Caddy McKeown as a 2nd Amendment supporter. This
could not be further from the truth, as she only voted against SB941 due
to her vulnerability in this election. Teri Grier is a true supporter of
our gun rights and has been endorsed by the Oregon Firearms Federation.

Rob Taylor from Coos County Watchdog will also be present to speak about
the Coquille Watershed Association and possible political action to be
taken after the presidential election.

The Rural Organizing Project out of Scappoose, OR recently released a
research paper titled, "Up In Arms - A Guide To Oregon's Patriot
Movement". I will have several printed copies of this report available
for examination. We will discuss the false claims put forward in the
report and talk about how to counter ROP influence in our area.

Finally, we will discuss upcoming events and goals for the group
including spreading the message about Jury Nullification.

The League has updated its transient lodging tax (TLT) data using the latest report from Dean Runyan Associates, the research firm contracted by the state to compile this information. The dataset includes 2015 city tax rates and revenue receipts. Please note: any customized filters or visualizations created with the previous TLT dataset are no longer available. FY2018 National Coastal Wetlands Conservation Program Grant Cycle

The Oregon Watershed Enhancement Board is pleased to announce the FY2018 National Coastal Wetlands Conservation Program grant cycle. Funds are available for acquisition and/or restoration of important coastal wetlands habitat (see Attachment A).

Please review the attached CW-Program document for a timeline of important events and deadlines, the letter-of-interest process, and the pre-proposal process. Note that the letter of interest is due December 16, 2016 and should be emailed to jillian.mccarthy@oweb.state.or.us.

OWEB Tide Gate Projects in Coos County 2016

3 of the 11 tidegate restoration projects listed in the staff report  were implemented in Coos County. 
The project names are:
 Willanch Creek Fish Passage and Habitat Improvements – the grantee was Coos Watershed Association

North Slough Fish Passage and Water Quality Improvements – the grantee was Coos Watershed Association
 
China Camp Creek Project – the grantee is Beaver Slough Drainage District
(this project has not been implemented, yet)

 
·         Willanch Creek Fish Passage & Habitat Improvements:   $105,504
·         North Slough Fish Passage & Water Quality Improvements:   $195,514
·         China Camp Creek Project:  $1,435,000 (with implementation set for summer 2017)

A letter to all Sports men and women!  Please read!

I know that most traditional people have a tendency to not get involved in politics which is causing our sporting rights, as well as our second amendment rights, to erode at a rapid rate. I fully recognize most people are still not going to get active for a variety of reasons. Knowing that, I and a couple of others started a group called "Sportsman’s Defense Watch" which is now a tax exempt organization. We are centered in Lincoln County but our membership is open to anyone in the State of Oregon. Our goal is to do the work for all Sports minded women and men. Whether you are a fisherman, a hunter, a plinker, or just one who owns guns for defense we want to look out for your interests.

What do we need from you? We need your membership which is open to anyone in the State of Oregon. It is FREE but we do accept donations. We need numbers for our membership so we can be a force to, hopefully, affect things happening anywhere that affects our rights as sportsman. Have you noticed how big the books for Fishing and Hunting regulations are getting? It seems like we can’t do anything anymore.  A rule and law for everything no matter how little sense it makes.  Oregon, at the hands of big money from anti-gun zealots like Bloomberg who recently gave the present unelected Governor $250,000 for her reelection, has been going after your gun rights and they will continue the assault.

What will you get from us? First off you get to be as active as you want in the organization and we would welcome you at any level. But if you want to not be active we understand as we know people are busy with jobs or family so many just don’t have the time. We would hope to get your email and we would notify you of any issues coming before the Fish & Wildlife, the legislator, or any other organization which might affect your rights. We might suggest a simple email to your congressman regarding the issue. It up to you what you do. We also have a facebook page and a twitter page if you are active in those.  We promise not to fill your email box with useless emails.

I want to ask each of you for two things; 1) Please join us as membership numbers mean we have some influence when we speak. 2) Please vote in the upcoming election.  We need to clean up our state legislature.

OHA releases 2017 rates for Oregon’s coordinated care organizations
 
Today the Oregon Health Authority (OHA) released the 2017 capitation rates for Oregon’s coordinated care organizations (CCOs). The CCOs contract with the state of Oregon to manage and deliver health care to Oregonians on the Oregon Health Plan (OHP), the state’s Medicaid insurance program. OHA pays these capitation rates to CCOs on a monthly basis to cover OHP members for physical, behavioral and oral health services.
 
“Oregon has made a commitment to Oregonians and the federal government to keep Medicaid costs under the national average, and to a yearly growth rate of 3.4 percent,” said Lynne Saxton, Director of the Oregon Health Authority. “The costs of Medicaid are borne by state and federal taxpayers and the CCO rates released today will help us keep that commitment, and most importantly provide the best health care possible to Oregonians on the Oregon Health Plan.”
 
OHA contracts with Optumas, an actuarial consulting firm, to assist in the rate development. The 2017 capitation rates that were released today to the CCOs and to the Centers for Medicare & Medicaid Services (CMS) have been certified by Optumas as actuarially sound. The rates take into account several factors, including differences in regional costs, population disease risk and hospital reimbursement.
 
The rates released today show that Oregon is on track to meet its cost containment rate of 3.4 percent, with an aggregate 2017 rate increase of 3.2 percent. Oregon has pledged to keep cost growth to 3.4 percent through 2017 based on a commitment to our federal partner CMS, and as part of Oregon’s current Medicaid waiver.
 
While the rates show that Oregon is on track for this year, the rates also provide insight into future challenges, one of which is pharmacy costs. With prices for many pharmaceuticals increasing, OHA is looking at solutions to keep pharmacy costs in check including collaboration with CCOs to align and negotiate for better prices for high-cost drugs.
 
A full list of Oregon’s 2017 CCO capitation rates are attached. Due to differences in population, the methodology matches payments to risk and mitigates the potential subsidizing between CCOs that would occur if each CCO received the same increase.

Ballots Going Out Soon

The first day for ballots to be mailed in Oregon for the Tuesday, November 8th general election is in a few days, on Wednesday, October 19th. Then, according to the Oregon Secretary of State’s web site, “Ballots will be mailed between Oct. 19 and Oct. 25.”

The Oregon Voter’s Guide (Military/Overseas Voters’ Guide) is already available online.

Tuesday, October 18th – is the last day to register to vote in the general election. (in Oregon you can register to vote online).
The election is in 28 days, but in Oregon voting will begin as soon as ballots start arriving late next week and will continue up through November 8th.
