Curry County Commission Rejects the SASO ~ Commissioner Boice Still a Supporter

The Board of Commissioners in Curry County is not going to enact a Second Amendment Sanctuary Ordinance because there is not enough support.  Commissioner Court Boice is in full support of some version of the SASO, Commissioners Sue Gold & and Chris Paasch do not support the SASO.  Paasch claims that it is not a county issue.  Gold did not make much of a statement, but it was evident that she was not interested in the measure. 
 
The Board ended the workshop without any commitment to another meeting.

In my opinion, Paasch and Gold are afraid of the liability and “liberal” backlash.   I believe they think it is not the job of the commission to exert their authority against the state.  The county is one of the last lines in the battle of defending liberty.  It is their duty to protect our rights.  
 
Lyn Boniface is our contact in Curry and we will file the SASO as an initiative when we are ready.

PRESIDENT PROPOSED $1.2 BILLION BLM BUDGET TO MEET ENERGY, OTHER PRIORITIES
News Release from Bureau of Land Management Ore. & Wash.

WASHINGTON – President Trump has proposed $1.2 billion for the Bureau of Land Management (BLM) in Fiscal Year 2020, allocating the resources needed to carry out BLM’s multiple-use and sustained-yield mission under the Federal Land Policy and Management Act (FLPMA) by providing funds to promote responsible energy development, enhance opportunities for outdoor recreation, and advance conservation goals.

In addressing key Administration priorities, the budget request also calls for active management of timber and rangeland resources to reduce the threat of catastrophic wildland fire, create resilient landscapes, and protect local communities. The budget also provides funds for improved management of grazing, wildlife habitat, and other programs to better address the public’s needs while striking a regulatory balance.  Finally, the proposed budget includes funds to support BLM’s costs associated with implementing the Department’s reorganization plan.  This funding supports establishing and implementing Interior’s 12 unified regions, relocation of resources closer to customers, and implementation of shared service solutions.

Sustainably developing energy and natural resources
The 2020 budget promotes an “all of the above” domestic energy strategy to promote America’s energy security and generate revenues for Federal and State treasuries and local economies. 

The budget requests $198.4 million in discretionary resources for Energy and Minerals Management programs and reflects the continuation of actions the BLM has taken to streamline responsible impact analysis while consulting with stakeholders associated with such development.  Of that amount, $137.3 million is allocated for Oil and Gas Management, which includes leasing, permitting, inspection, and enforcement.

In order to fulfill the requirements of the Tax Cut and Jobs Act of 2017 (PL-115-97), the BLM will continue to perform the work necessary to facilitate an initial oil and gas lease sale within the Coastal Plain of Alaska.  The law requires leasing to begin within four years of its passage by Congress.

The Administration continues to support development of minerals important to many Western communities by proposing $19.8 million for the Coal Management Program and $12.3 million for programs associated with the mining of other minerals such as precious metals, trona, limestone, phosphates, sand, and gravel.  The funds would be used to streamline program activities, expedite processing of mining permit applications, and provide for more timely inspection and enforcement actions.

The budget proposes another $29.1 million for the Renewable Energy Program, which includes solar, wind, geothermal, and rights-of-way for transmission and other areas that bolster America’s energy infrastructure.

Restoring Trust and Being a Good Neighbor


The BLM promotes shared stewardship across ownership boundaries and efforts to improve the ability to treat additional acres more resourcefully in order to meet its responsibilities under FLPMA. 

In response to President Trump’s Executive Order to promote active management of forests and rangelands, the BLM budget prioritizes active use of forest management to include forest thinning that increases resilience not only to wildfire but also to insects, disease, and drought.

To execute these activities, the budget calls for $10.2 million for forest management on public domain lands.  The $107.0 million request for the Oregon and California Grant Lands appropriation includes $97.0 million for the O&C Grant Lands Management activity, much of which will lay the groundwork to increase the amount of timber offered for sale there to 280 million board (MMBF) in 2021, reflecting the BLM’s commitment to advance timber production and forest health.  Approximately 226 MMBF were sold in 2018.


Conserving Our Land and Water Resources


Rangeland Management Program, which would absorb responsibilities for soil resources from a reorganized Soil, Water, and Air Management Program, would receive $92.0 million.  Responsibilities for this program include processing grazing fees and leases and investing in vegetation management projects to improve rangeland habitats.
The budget also seeks $75.7 million for the Wild Horse and Burro program, which in 2020 will continue to look for innovative ways to lessen the burden that growing wild horse and burro populations put on fragile rangeland resources and taxpayer resources.  The program will continue to increase public/private partnerships to place more animals into private care and reduce the number housed in government-funded long-term holding facilities, and continue working with organizations to create private/public partnerships on pasture/sanctuary lands.  The program will also continue working with academia and Federal partners to enhance existing fertility control vaccines and develop new population controls through research projects, and continue to pursue adoptions and sales, including incentivizing adoptions.

The proposed 2020 budget supports Secretarial Order 3362, Improving Habitat in Western Big-Game and Migration Corridors, by identifying $7.0 million to be used in coordination with States to support big game as well as evaluation and implementation of habitat restoration.

Expanding Outdoor Recreation

The budget proposal will continue to prioritize expanding access for the American public to the vast recreation resources on BLM lands, including hunting, fishing, and many other uses.  It proposes $54.8 million for Recreation Resources Management to meet growing public demand and will focus on areas in need of visitor services at the highest visitation sites.

The budget also includes $37.1 million for National Monuments and National Conservation Areas programs to protect designated historic landmarks, historic, and prehistoric structures, and other objects of historic or scientific interest on the public lands, and to support outstanding recreational opportunities and public access for hunting, fishing, and other uses.

Cultural Resources Management, which supports the inventory, protection, and stabilization of BLM cultural sites, will receive $15.6 million. The program will also continue to provide support and guidance on consultation with Indian Tribes and to other BLM programs.

Modernizing the BLM

The budget advances the Department’s priority of modernizing the organization of the BLM in conjunction with the larger reorganization of the Department of the Interior.  For the BLM, this means relocating some staff and other assets to the West.

The new organization aims to reduce bureaucratic redundancy, improve communication between agency experts in the field and leaders in Washington, D.C., and allow the BLM to share its knowledge and resources more effectively among the Department’s field staff and local stakeholders.

​​NOW THAT THE ELECTIONS ARE OVER.
What have we gained? We're still in the same boat. Seven counties took control of Oregon and left the other twenty nine counties in the control of seven and without representation!.

Where do we go from here?

It's time to get our act together. It's time we got out from under the thumb of Portland. It's time we demand equal representation throughout our wonderful state. Unfortunately the only way we can do that is to form our own state, The State of Jefferson, out of the rural counties in Oregon. Each county will get one Representative. We will encourage logging and milling our own trees instead of sending them overseas to be milled. We will encourage mining instead of importing the metals and minerals we need. We will encourage farming and ranching to raise the food for our consumption. We will encourage tourism and invite people to move into our new state.

As a new state we will demand to be made whole and equal to the original 13 states by filing under the “Equal Footing Doctrine” which means that the state retains control of all public land that is now being managed by USFS and BLM.
I can't do all of this by myself. I need people to help run information booths, pass out brochures and inform as many people in each of our rural counties as we can. We need support of everyone in our counties in order to accomplish this.

I meet each month on the second Wednesday of the month at Panthers Den Pizza and Deli in Gold Beach at 7:00pm. I also need someone to hold meetings in Brookings, Agness, Port Orford and Langlois. The Oregon Department of Agriculture and the Oregon Department of Fish and Wildlife announce the reopening of recreational and commercial mussel harvesting from the south jetty of the Columbia River to the north jetty of Yaquina Bay at Newport. Shellfish samples taken from the area indicate levels of the paralytic shellfish toxin (PST) have dropped below the ;alert level. The area was originally closed to mussel harvesting October 13.

As a result, all mussel harvesting is now open along the entire Oregon coast.
Meanwhile, razor clamming remains open only from Columbia River to Cascade Head, north of Lincoln City. The harvesting of razor clams remains closed from Cascade Head south to the ;California border due to elevated levels of domoic acid.

The recreational harvest of bay clams remains open along the entire Oregon coast.

Curry County BOC Vote to be a Second Amendment Sanctuary County

2nd Amendment Supporters,
At the August 3, 2016, meeting of the Curry County Board of Commissioners, the 2nd Amendment Preservation Ordinance was passed by Commissioners David Smith and Susan Brown.
Commissioner Huxley said beforehand that he would only support the Ordinance going on the November ballot for a vote of the People and so, voted "No".
Special thanks goes to David Brock Smith for coming up with the version that sidestepped the objections to the original version.  David has been a valuable ally in the 2nd Amendment Battle and will receive my support in his November bid to become our State Representative for District 1, maintaining a consistent Conservative presence in the Oregon Legislature.
Thanks also goes to Mike Dunn for his leadership of the CCRCC in getting the Ordinance passed.
Most of all, Thanks to all who showed up at all the BOC meetings and to all that sent emails to the Commissioners.  Without your presence, it would have been easy for the Board to dismiss this issue as not widely supported.
Thanks to ALL of You Patriots, our 2nd Amendment Rights are now, more secure here in Curry County!!!!!

Curry County BOC Vote Second Amendment Preservation Ordinance July 20, 2016

Dear 2nd Amendment Preservation Ordinance Supporters,

This coming Wednesday, July 20, 2016, the First Reading of the modified 2nd Amendment Preservation Ordinance will occur at the Curry County Board of Commissioners' meeting at 10 AM. 

Please take your turn in showing support for this ordinance as many, many supporters are busy at work supporting their families and our economy and cannot attend these mid-day meetings.

Assuredly, the broken-minded representatives of the Gun Grabbing Left will be present with their pre-scripted statements filled with warm fuzzy emotional appeals wrapped in the mantra of "Common Sense" but, with no facts or reality behind them.

Some of our local geniuses question the need for the Second Amendment Preservation Ordinance.  After the last two Oregon Legislative Sessions that removed any doubt of the intent of the Left to infringe upon our right to a means of self-defense, we now we have Governor Kate Brown putting the icing on the disarmament crowd's Liberty Bashing Cake:

One day after a truck was used to murder over 80 people in France, Kate Brown and other liberal hacks held an anti-gun press conference that had more cops than reporters.


As always, surrounded by armed guards, Governor Brown called for a ban on standard capacity magazines, an end to the safeguard that allows Oregonians to transfer firearms when the Oregon State Police don't do their jobs and an expansion of attacks on people who are accused of domestic violence but never actually charged or convicted of anything.

Congresswoman Suzanne Bonamici lied and said it was legal to go to another state and buy a gun with no background check, and demanded that Congress disallow persons on the "no fly" list from buying guns. In a moment of irony no rights hater could ever grasp, Bonamici quoted Congressman John Lewis, who was of course, on the "no fly" list.
Governor Brown said:
"Since I was sworn in as Governor 17 months ago, more than 600 Oregonians have died from violence inflicted by a gun,"  

But no one noted that the vast majority of deaths by gunfire are suicides.   That does not fit the politically correct narrative.


Brown also called on Congress to ban modern firearms.

"Every day in the United States, 22 people die from homicidal gun violence," Governor Brown said. "I urge Congress to ban assault weapons and strengthen anti-terrorist legislation by passing the common sense 'No Fly, No Buy' ban."

Members of the so called "faith community" announced their intention to ban modern firearms and magazines via ballot measure, called gun owners "the enemy," and said God was on their side.

In calling for the magazine ban Brown, amazingly, said:

"When a man intent on killing as many people as he could entered the Pulse Nightclub in Orlando, he did so with extended capacity magazines.Those magazines allowed him to fire his weapon repeatedly without stopping to reload, without any pause that might have given his victims or law enforcement a chance to stop him."

The sheer lunacy of her remarks is staggering. The Orlando killer was in the nightclub for three hours before police took action. Does Brown actually believe he was shooting for three hours without reloading? The reason so many people died was because they were not prepared and not allowed by law to defend themselves.

Brown also said :
"Additionally, I am directing Oregon State Police to proactively notify local law enforcement if a person prohibited by law from buying a gun tries to buy one."

You mean they don't do that now? The fact is, an OSP trooper is dispatched every time there is a gun transfer denial and when they find a prohibited person attempting a transfer, they do...nothing.

Of course, not a word was mentioned of the real cause of most mass shootings. Radical Islam.

2017 is going to be the rockiest year yet for gun rights. In spite of the real dangers facing Americans every day, Brown and her cohorts will be doing all they can to strip you of your rights.

Please, please, be active, make sure your family and friends are active, and VOTE. And please consider making the most generous donation you can to help OFF fight for your rights.

This meeting is the first of 3 steps in having the BOC adopt the Ordinance into law.  There will be a two week period for public comment following this First Reading on July 20th, and a Second Reading on August 3, before the Board of Commissioners can vote for or against the Ordinance.

Let's make sure they understand our resolve to protect the Freedoms of Curry County Citizens from the likes of Kate Brown.

Please accept this letter as my sincere appreciation for the BOC tasking your valuable time in deliberating over this most important issue and for your patience in hearing the public comments.

Curry BOC Voting on Second Amendment Preservation Ordinance Referral

A message to Second Amendment Supporters
 
The Curry County Board of Commissioners will be voting on referring a Second Amendment Preservation Ordinance for the general election in November, so the people can decide.  We need every second amendment supporter to show up and demand that the board put this ordinance on the ballot.  If you cannot make it to the meeting then please email and call the commissioners.
 
Commissioner Smith is in support of the measure, but the other commissioners seemed to be unsure of their support of the Second Amendment.
 
The Democratic Party has organized opposition and has passed a resolution opposing the right to bear arms and they will have several speakers at this next meeting. 
 
Please show-up, sign-in and speak-out for the individual’s right to self-preservation.

Subject: Designation of Enterprise Zones Available Cities, Ports and Counties

 Earlier this year, as most of you know, Business Oregon launched a Round of Designation, and the Newberg and Harney County Enterprise Zones were designated. Both are “rural.”

This message serves first to inquire about serious interest and readiness for a new designation by communities that do not have an enterprise zone, in that it might be possible to launch another such “mini-round” this autumn right away for two designations that are still available under a 2012 Law.  So, let us know if at this very moment, your community is so interested and ready?
 

Regardless, please note that there will be a round starting in January with initial submissions due in April.  This 2015 round could include openings for up to six designations:

1.       The two available right now—if not otherwise designated by then, of course

2.       Two that might be available, because of premature termination effective January 1, 2015, for lack of use by the current zone—Oakridge/Westfir* and *Port Orford*

3.       Two enterprise zones that are scheduled to expire by operation of law after 10 years, effective July 1, 2015—Hermiston* and Roberts Creek*—which make this round obligatory.

* Current sponsoring government(s) may seek re-designation in 2015; although they have no particular right to it, if wanting it they always have able to be re-designated.

In either case, the process of local submission and designation is relatively straightforward, but by law:

·         There needs to be consultation with local taxing districts (who are sent timely notice for a public meeting)

·         Resolutions adopted by the governing body of sponsoring counties, ports and cities (at least a week after the meeting)

·         Consent resolution by any other jurisdiction that could but will not sponsor, as allowed (recently adopted at any time before initial due date)

·         Clear map and description of the entire proposed enterprise zone boundary (including electronic PDF image and GIS/shape files)

·         Proposed area conforms to limits by type of zone on overall size and distance, as well as distance between each noncontiguous part of the zone

·         Showing of minimum economic hardship (the agency can assist in assembly and analysis of relevant data).

(Administrative rules also emphasize that the zone contains significant, useable sites for industrial development)

If there are more proposed enterprise zones than designations, then a competitive evaluation is triggered, to which sponsoring governments would have extra time to respond to additional (optional) criteria, some of which are subjective with respect to the zone’s potential for success. Such evaluation has not been needed in more than 12 years, and hardly at all before that, since the 1980s.  These criteria involve worthwhile matters to consider for achieving economic development and operating an enterprise zone. Pursuant to the designation, the zone sponsor has six months to finalize certain decisions and actions.


Finally, please note that in 2016 through 2021, three or more enterprise zones are set to expire by operation of law, necessitating an annual cycle of such designation rounds.

Thank you for the many letters of support, phone calls, and for voting.  The main point in this email is how looking at the same information from a different perspective can result in a real eye opener. 

One additional update will follow shortly regarding a Curry Coastal Pilot “Uh-Oh” moment!

Dear Curry County voters: If the issues being discussed in the contest for Curry County
commissioner seem a bit fuzzy, concentrate on the money we, residents of Curry County
(their employers), are paying. We ran a brief survey of the base salary (not including any
additional benefits) for commissioners of counties surrounding Curry and discovered the
following, using base salary of their three commissioners divided by population:

•Coos County has about the same area (1,600 square miles) but almost triple the population
of Curry County. Using the formula, the people pay $2.96 each per year for representation.

•Del Norte County (Crescent City, California) has five supervisors for less area
(1,230 square miles), and 6,000 more population than Curry. Using the same formula,
their residents pay $5.24.

•Josephine County has the same area as Curry but four times the population.
Their residents pay $4.34.

•Douglas County has over three times the area and almost five times the population.
Their residents pay $2.09 each for representation.

•Klamath County has three times the area and three times our population. They pay $3.05.

Now Curry County — with 1,627 square miles and a population of 22,300, our residents
pay an astounding amount of $8.97 each! That is double and even triple the basic
compensation of other county commissioners!  And they had the gall to vote themselves
a raise!

Tom Huxley appears to be the candidate serious about money. He has stated he will take
the job as Curry County commissioner for $10,000 compensation. That is about 45 cents
each resident. We think we should hire Tom Huxley. 

Please exercise your right and responsibility as a U.S. citizen to vote on Nov. 4.
