TILLAMOOK, Ore. – Harassment, or “hazing”, of double-crested cormorants is set to begin soon in several areas along the Oregon Coast to improve survival of juvenile salmon.

Double-crested cormorants are fish-eating waterbirds that occur throughout the state. The species is an Oregon native, and is particularly prevalent on the state’s estuaries during April through October. Research indicates cormorants can consume significant numbers of juvenile salmon during this time period.

To reduce the threat to young fish, the Oregon Department of Fish and Wildlife (ODFW) is working with several nonprofit and local governmental organizations to haze cormorants on six coastal estuaries over the next two to four months.

Hazing will involve driving the birds from locations where juvenile salmon are seasonally concentrated, toward areas where non-salmon fish species are more abundant. Workers will use boats and, on some estuaries, small pyrotechnics, to accomplish the task.

Hazing is intended to increase the survival of both wild-spawned and hatchery salmon juveniles as they migrate to the ocean. Some of these spring migrants represent species that are experiencing conditions of conservation risk, including coho salmon, which is federally threatened in Oregon under the Endangered Species Act.

Hazing workers are being provided by the Clatsop County Fisheries Project, Port of Nehalem, Port of Bandon, North Coast Salmon and Steelhead Enhancement Fund, and Alsea Sportsmen’s Association. ODFW will provide a portion of the funding and program oversight, and will conduct some hazing operations itself to protect hatchery releases on the lower Columbia River.

Hazing will take place as early as April 1 and continue through May 31 on the Nehalem, Nestucca, and Coquille river estuaries, and on Tillamook and Alsea bays. The program will continue through at least July 31 on the lower Columbia River, where hazing will occur at a variety of locations, including Young’s Bay, Blind Slough, and Tongue Point.

On March 2nd, The World published a brief, two sentences, letter to the editor that was written by a wise business man, decorated vet, Myrtle Point rancher, and former Coos County Commissioner candidate Don Gurney.  Let me elaborate.  Do the county commissioners fear their 63,000 Coos County citizen employers?  It appears that at least two of the three commissioners have again slapped the face of the citizens. 
 
Not long ago, a majority of voting Coos County citizens spoke in a loud voice and told the commissioners that they did not want a county administrator position created with an anointed and unelected person leading a fiefdom; a position with enormous power overseeing consolidated county organizations.  The three commissioners were hired to roll up their sleeves and be a working board of commissioners carrying a heavy load; they knew the job requirements before they applied for a job; they were not elected to hire a person with a wheelbarrow to carry the load for them. 
 
Four months after the fact we learned that the county commissioners apparently rejected the citizen’s direction and last September or October, apparently with minimal transparency, operating in what they labeled a “worksession” (sic), without prior notice to the citizens of their specific intent, they created a thinly disguised county administrator that they labeled a Finance / Personnel Services Director.  Then, apparently with minimal notice to the people, in what many believe to be a charade, they sought candidates to fill the new position, settling on their apparent preordained candidate; a candidate that may be superb at what they currently do as a county employee, but apparently without verifiable experience in many of the job requirements for Finance Director, a position similar to corporate CFO, or Personnel Services Director.  Although the selected candidate does not appear to meet many of the posted Finance Director requirements, they did receive a 40% pay raise. 
 
Depending on which commissioner people have communicated with regarding this matter, all of this occurred on different dates between late September and late January, at different times, in different meetings without prior notice or published meeting minutes, with different commissioners voting aye and no.  And, depending on who is elected county treasurer, the commissioners are not done.  Furious folks are preparing ballot initiatives prohibiting the commissioners from ever making final decisions outside of public meetings, except in valid “emergency” situations.

For the umpteenth time, taxi man Dick Leshley has written a “letter to the editor” “in defense of” the Jordan Cove Energy Project.  Message received, Mr. Leshley; you are a JCEP proponent.  Leshley’s March 5 letter defending JCEP and SCDC and kissing off any local pro or con concern about JCEP, begs a response.   
 
First, why does JCEP need defending by Leshley?  Second, Leshley’s belief that JCEP will “create an economic way of life that will . . . enrich our lives” is not shared by many.  Third, there is no liquid natural gas on planet earth.  It’s natural gas (primarily methane) reduced in temperature and volume and referred to as liquefied natural gas.  Fourth, Leshly threatens to continue writing “in defense of” JCEP as long as facts regarding JCEP are untrue.  There are no untrue “facts”.  Fifth, Mr. Leshley won’t find many citizens who are for or against JCEP and who are opposed to making this community great.  Sixth, regarding the Leshley defended organization SCDC, other than grandiose promises, what has SCDC done for us lately?  Created about fourteen years ago to bring industry to the area, most worldly business people would have considered the organization to be a failure long ago.  Taxpayers have every reason to be furious.  SCDC, while dining on our tax monies at the public trough, has created five permanent jobs - four different overpaid SCDC managers and one staff person.  Until such time that folks acknowledge and remedy the reasons why industry will not seriously consider Coos County (an impossible task); SCDC will not be successful.  Some reasons, in no specific order of importance – geographically remote; winter weather sucks; highways east are often closed in winter; airport runway too short to safely accommodate “heavy” aircraft; no easy access commercial truck route to the highway 5 corridor;  single track, unreliable bridge and tunnel, 10 mph, day trip to Eugene (72 miles as the crow flies) by commercial rail; eyesore home and business properties; lack of skilled 21st century labor force; anticipated devastating Cascadia subduction zone earthquake and resultant tsunami; close by risk of JCEP catastrophic event;  no scheduled commercial bus or rail service in any direction; minimal commercial airline service; aging infrastructure; few shovel ready industrial properties; greying population; unreasonable laws; well known that too many oppose industry here; planned $15/hour plus benefits minimum wage vs $3/ day wage in third world countries; federal taxes.
