BANDON, Ore. – The campground and overnight facilities at Bullards Beach State Park will be closed Jan. 1, 2020 – March 9, 2020 for construction on the campground’s main sewer line. All overnight facilities will be closed, including the RV dump station, but the day-use area of the park will remain open.

“Our campers know that they can usually reserve sites up to nine months in advance of their stay,” said Nick Schoeppner, park manager. “That works out to April 1 this year, so we wanted to get the word out about the closure now.”

Schoeppner says the sewer line project will modernize the system and allow for more consistent sewer operation in the campground.

Campsites and other overnight facilities are able to be reserved in advance up to nine months before the first night of stay; for example, a campsite reservation for Jan. 1, 2020 can be made as early as April 1, 2019. A reservation made for Jan. 2, 2020 can be made as early as April 2, 2019, and so on.

At Bullards Beach in 2020, the construction project will make all sites unavailable for reservation until March 10 that year. Applying the nine-month advance reservation rule, a reservation for March 10, 2020 can be made as early as July 10, 2019.

​KPFF, a construction contractor based in Portland, will perform the sewer work at the park.

Opt-Out of the Historical Preservation Designation of Coos Bay

On November 1st 2018, the Confederated Tribes of the Coos, Lower Umpqua, and Siuslaw Indians filed an application to place 20 square miles of land surrounding the Coos Bay on the National Register of Historic Places.

The only way to stop the government from listing the area on the National Register of Historic Places is for a majority of affected landowners to file an official Historic District Objection Form with the State of Oregon by May 10, 2019. 

Even though most of the area is submerged, the designation will affect properties inland from the high tide line.  The Tribe is making this proposal for the benefit of keeping the city accountable and to have more authority over their archeological lands. The area includes 158 archaeological and culturally significant sites,

The Parks & Rec Commission forwarded the nomination to the National Register of Historic Places on February 22 at their meeting in The Mill Casino, which the Coquille Indians own.  The people of Coos County have to get the word out for the opt-out. 

The group Coos Concerned Property Owners has opened up an office at 281 South Broadway, in Downtown Coos Bay a few doors down from the Prefontaine mural.  Their hours are Monday thru Friday between 9am to 6pm, or you can go to their website.

Correction:  The Confederated Tribes of the Coos, Lower Umpqua, and Siuslaw Indians have been a Federally Recognized Tribe since October 17th, 1984.  Their homeland includes the estuaries of the Coos Bay, and the Umpqua and Siuslaw Rivers. The Tribes have been operating under a confederated government since the signing of the Treaty of August in 1855.  The Confederated Tribes have continuously maintained an elected governing body from 1916 to present. 
​In 1941, the Bureau of Indian Affairs took a small privately donated parcel (6.12 acres) into trust for the Confederated Tribes in the city of Coos Bay. On this small “reservation”, the BIA also erected a Tribal Hall that included an assembly hall, kitchen, offices and medical clinic. It is still in use today and is on the Register of Historic Places.  However, without their knowledge or consent, they were included in the Western Oregon Termination Act of 1954.
Even though the U.S. government officially terminated them, the Confederated Tribes never sold their small reservation and Tribal Hall, and, instead, maintained it.  On October 17, 1984, President Ronald Reagan restored the Tribes to federal recognition by signing Public Law 98-481. The Tribes’ sovereignty was once again recognized and the US congress restored funding for education, housing and health programs. In 1987, the Tribe approved a constitution and began to lay the groundwork for a self-sufficiency plan.

Hey Folks,

Government has no business owning property.  Government mismanages, misuses, and politicizes everything that comes within its contact, so I have always maintained it would be better to sell Michael Keiser the OPRD property and put it on the tax roll.  The state should be going after the feds for the 54% of the land that they own in Oregon. 

However, in the following email exchange between the governor's office and the representative of Bandon Biota, it becomes very apparent by page 3 that Coos County Commissioner John Sweet's family farm is part of the negotiations.  Once again "Two Feathers" Sweet is deeply involved with another highly controversial issue......Rob T.

BLM in May warned the Parks Department by letter that they "may be at risk of violating" the reversionary clause by seeking to implement the November 2013 agreement between Parks and BLM. ORCA thinks that at this point the reversionary clause has been triggered, and the 280 acres of BSNA has returned to BLM. Why?

(1) The Parks-Biota gorse management agreement is underway: Parks received the first $60,000 payment for gorse control in January 2014 (there's a payment due each year for five years) and is deciding where to use the funds; and

(2) in the Final Order approving the exchange, the Parks Commission made it clear that they were taking an action to give the BSNA acreage to Biota for a golf course -- though they do not have the power to take that action.

ORCA sent a letter to BLM requesting the agency to consider both these actions as having triggered the reversionary clause so that the 280 acres belongs again to BLM. It is attached.

Hi all,
Yes, certainly an article about the political torpedo created to approve this golf course. But there's a lot of opposition to it, and the play is not yet done…
At the Corvallis Parks Commission meeting I spoke with Bob Johnson, the Bandon Dunes real estate consultant, in the hall for a few moments. He said he "thought the water problem would work out." I don't know what that meant exactly. But I suspect that Biota would sell off the cranberry bogs they own in the area, and keep the water rights for the golf course, and/or apply for transfers on other water rights Keiser may hold in these area.
That will cause a longterm water problem, as there is no more available than exists now. In the long run, there would probably be water shortages in the area as more and more goes towards this golf course, related development and whatever Keiser builds afterwards, probably in the same neighborhood. It will likely mean that farming/ranching would have no margin of being able to get extra water when needed, either.
If you can send an email to the Parks Dept. about the Commission's actions thus far to give preliminary approval to the golf course, please do. Deadline is this Friday, Dec. 6th. Email: [email protected].

Letter from Watchdog in Bandon

Good day,               
I am a land owner and cranberry farmer who is in the process of converting this farm into the first ODF@W licensed Hybrid Striped Bass live export aquaculture facility in Oregon. Johnson Creek, a salmon stream runs through our property. This creek has been earmarked by Mike Keiser along with a group of cranberry growers and the City of Bandon for the future expansion of their water shed. This dam project would be approximately 93 foot  in height and would cut off fish passage to the Pacific.This group is on record threatening to use eminent domain to expedite this project if adjacent land owners whose land is affected do not comply with this proposed expansion.I am vehemently opposed to Mike Keiser's brand of capitalism as shown in Grant & Coos Counties.I do not like how this creek has been written off as a non salmon creek.We have gone to great lengths to safe guard Johnson Creek from any problems which could jeopardize the salmon runs and I feel Mr. Keiser should be held to the same level of responsibility.Mr. Keiser's plans are far reaching and by allowing him to proceed invokes a type of domino expansion I don't believe Oregonians are in favor of.Thank you very much.

Hey Folks,

The decision about the land trade between Bandon Biota/Dunes and Oregon Department of Parks & Recreation  has been made and it is a go. Grose Ranch for gorse.   Now, lets call our representatives and let them know that these types of land swaps are veiled attempts to hide what is really going on.  The state of Oregon is trying to acquire more property from nongovernmental organizations for wetland restoration, so they can use it for tax mitigation.  All of these land swaps are used in these billion dollar taxing scheme's for politicians and businesses will have to pay to play. The tax payer will pay whether we play or not....Rob T.

A complex land exchange, one of the most significant in Oregon State Park history, was approved unanimously Wednesday by the Oregon Parks and Recreation Commission at a scheduled meeting in Corvallis.

The exchange still depends on another vote by the commission in February, following additional field work by state parks staff and completion of land appraisals, but the Wednesday vote "clearly shows that the commission fully expects complete affirmation of all elements of the exchange,'' said Chris Havel, spokesman for the Oregon Parks and Recreation Department.
