We have an exciting Council meeting next Wednesday, Alexis Brickner, Project Manager for the Coos Watershed Association, will be here to give a presentation on the invasive species of Knotweed currently taking over our watershed, the Coos Watershed’s successful history treating knotweed, how they got started and how it’s going nearly a decade later. Coos County has 3 species of knotweed; Japanese, Giant & Himalayan, and all species were brought to the U.S. from Asia by the ornamental trade in the late 1800’s. Due to that fact that the knotweeds have a deep, sprouting root system and can root from small stem segments, non-chemical control methods can be ineffective. Fragments of knotweed less than 2 inches long can create entirely new infestations downstream and expand old infestations, so cutting, mowing or pulling knotweed causes faster and more vigorous growth.

The CWA, with funding from the BLM, Coos County Noxious Weed Board, ODEQ and Coos Soil & Water Conservation District, has surveyed and mapped much of the North Fork Coquille and a portion of Middle Creek for knotweed. We are currently looking into safe, effective control of knotweeds, so we are excited to hear from Ms. Brickner and have her share her knowledge of this difficult invasive, and we look forward to working with willing landowners to treat infestations on their property. FY2018 National Coastal Wetlands Conservation Program Grant Cycle

The Oregon Watershed Enhancement Board is pleased to announce the FY2018 National Coastal Wetlands Conservation Program grant cycle. Funds are available for acquisition and/or restoration of important coastal wetlands habitat (see Attachment A).

Please review the attached CW-Program document for a timeline of important events and deadlines, the letter-of-interest process, and the pre-proposal process. Note that the letter of interest is due December 16, 2016 and should be emailed to jillian.mccarthy@oweb.state.or.us.

OWEB Tide Gate Projects in Coos County 2016

3 of the 11 tidegate restoration projects listed in the staff report  were implemented in Coos County. 
The project names are:
 Willanch Creek Fish Passage and Habitat Improvements – the grantee was Coos Watershed Association

North Slough Fish Passage and Water Quality Improvements – the grantee was Coos Watershed Association
 
China Camp Creek Project – the grantee is Beaver Slough Drainage District
(this project has not been implemented, yet)

 
·         Willanch Creek Fish Passage & Habitat Improvements:   $105,504
·         North Slough Fish Passage & Water Quality Improvements:   $195,514
·         China Camp Creek Project:  $1,435,000 (with implementation set for summer 2017)

Hello Council & Friends, 
Hope you are enjoying the dog days of summer!  Many thanks to all those brave folks fighting fires on the front lines - stay safe!

We have a very timely and  interesting presentation for our upcoming Council meeting, Monday August 24th in The Owen Building, Coquille OR - speakers Dr. Jimmy Taylor and Vanessa Petro from Oregon State University will present: “Understanding Beaver in the Beaver State”.


We are excited to have these fine folks from Corvallis come down and talk to us about beavers - a species we all know and love - and their presentation will discuss how American beaver are often called ecosystem engineers and keystone species due to the positive effects their dams have on surrounding communities, but they are also are called nuisance species when their dam-building causes conflict with humans.   

The meeting starts at 7pm in Coquille, and the public is encouraged to attend! Bring friends and family, we’ll have snacks and let’s have a nice crowd for Jimmy & Vanessa to show them we appreciate their travel to our humble little burg. 

The Coquille Watershed Association is the subject of a wonderful article in tomorrow’s Coquille Valley Courant about our work over the last 20 years. Intrepid journalist Shelby Case spent time with us, learning about our efforts to improve fish habitat and working landscapes, and allowing us to ‘toot our own horn” about all that we (and you!) have done for the watershed over the past two decades. Pick up a copy of the Courant at the McKay’s in Coquille and Myrtle Point, or at Frazier’s in Coquille. If you can’t find a Courant nearby (request your local store carry it!),

Attached please find our application submitted to the WRCA for the Coquille Watershed Action Plan 3.0. A hearty thanks to those that were able to get us letters of support so quickly, if you would like to send one to include with OWEB’s application, we’ll plan to submit that on April 17.

It would be very exciting and timely if we are able to get this project off the ground, combined with the recently completed South Fork Action Plan and possible future update to the Coquille Tribe’s Sub-basin Plan, we will have a complete overview of the watershed’s conditions and strong backing for funding restoration projects, bringing money and work to our communities and wonderful habitat for our fish to return to!

The Coquille Watershed Association will be having a very important public meeting on November 24 to present the South Fork Coquille River Action Plan. We recently completed the Plan and it will address issues facing the South Fork, so we are hoping to reach as many in the community as we can. Please help us get the word out, we hope to have at least 2 notices to the public before the meeting, so I appreciate any help you can give!

On October 20, 2014, OWEB will accept Restoration, Land Acquisition,Technical Assistance, Monitoring and Outreach applications. These grants support voluntary efforts by Oregonians to protect and restore healthy watersheds, including actions in support of the Oregon Plan for Salmon and Watersheds and the Oregon Comprehensive Wildlife Conservation Strategy.

Important Information for Restoration Applications

The Regular Grant Program offers responsive grants across the state for competitive proposals based on local ecological priorities. We’re proud that Oregon is a recipient of significant 2014 Pacific Coastal Salmon Recovery Funds (PCSRF) dollars. This is a testament to the great work completed in support of salmon and steelhead habitat in Oregon. NOAA’s top priority for PCSRF dollars, and OWEB’s grant award in support of that priority, is to fund on-the-ground restoration for salmon and steelhead habitat.

OWEB encourages applications to restore and enhance upland habitat, native wildlife habitat, water quality, and native fish habitat. Watershed restoration from ridge-top to ridge-top is an important component of OWEB’s mission.  While there is no OWEB preference for salmon and steelhead restoration projects, we have a unique opportunity to increase the investment in salmon and steelhead habitat projects this year because of the increased amount of PCSRF grant funds.

Thank you for your dedication to improving Oregon’s watersheds and natural areas. For the April 2014 grant cycle OWEB received 153 applications requesting more than $16 million. The Regional Review Teams (RRT) spent many hours evaluating applications. OWEB staff considered RRT recommendations together with funding availability and developed staff recommendations for the Board.

OWEB previously provided applicants with hard copies of all evaluations for their regions. We are now moving fully to paperless distribution of evaluations. Below are instructions for accessing electronic copies of evaluations.

Written comments are due to OWEB by 5:00 p.m. on October 10, 2014. Fax letters to 503-986-0199 or email to oweb.grant.pgm@state.or.us. Please include the assigned number of the application being referenced.  The Board will take public comments and make award decisions at its October 28-29th meeting in Grants Pass.

Hello Folks,

Monday’s Executive Council meeting, member Roger Doll will be discussing the Oregon Forest Practices Act and the chemical/herbicide use effects on salmon, water, health & soils. He will discuss herbicide use on fish-bearing & non fish-bearing streams, comparisons to Washington & California, recent trends in agriculture - GMO’s, weed resistance and public awareness, and would like the group to discuss. 

7pm at the Annex on Monday the 23rd, hope to see you there!

And I also attached a short briefing paper that was written 18 years ago by our friend and BLM partner, Max Yager.  He was sorry to miss the party and wanted to share his perspective on the early days.  Thanks Max!

Cameron La Follette, Land Use Director for Oregon Coast Alliance (ORCA). ORCA's mission to protect and restore coastal natural resources, and work with coastal residents to provide education and advocacy on land use development. Hello Council and Friends,

 For our upcoming meeting on Monday the 24th, we have Ryan Bronson from Lone Rock Timber who will discuss their ODF Operator of the Year Award for their work over the past 20 years on the restoration of King Creek.  This will be our first presentation from Ryan, so please come out and see what he has to say!

Afterwards, we will discuss the 20th Anniversary Party, to be held on June 7th at the Oak Pavilion in the Coos County Fairgrounds.  We have an exciting Keynote Speaker - former Secretary of State Bill Bradbury! - and lots of interesting things planned for the evening.  We are looking for donations of all sizes for a Silent Auction (to benefit the Association and offset the costs of the event) and Door Prizes, and any type or size  of donation is welcome and appreciated. I have attached a donation letter for you, and will bring copies to the meeting, so I am depending on everyone to help us find support & donations from the community.  The letter describes what we need and has a return form for tax purposes (we are a 501(c)(3)), and so far we have small items for the door prizes like Starbucks cards and auction items like a cord of firewood J.  I would love to have a big variety of items for the auction so that everyone can find something they’d like to bid on - so no donation will be turned away! The CWA can pick up large items if needed, and cash is always welcome.  More on the party at the meeting. 

For our April & May Executive Council meetings, we have Watermaster Mitch Lewis coming to speak on the upcoming regulator requirements and Cameron La Follette from the Oregon Coast Alliance to discuss coastal trends in land use - so two very important, not-to-miss meetings! Mark your calendars for April 28th and May 19th.

 Let me know if you have questions about any of the above, and let’s hit the pavement and drum up some good stuff for the party!

Hey Folks, 
The Coquille Watershed Association is working with students from the Bandon and Coquille High Schools on the "Going Native" project and the group is having a public meeting on February 22, to display their work. 

Since these are students and young minds, it is important that there is a balance of people with differing ideologies in attendance to make sure that extreme environmentalism is not taught to the children.  The CWA have a few members on their Board that put the needs of plants above the needs of the people, so people need to be aware of who is doing the teaching in these school programs.  Please, come out to this event and enjoy the day, because there  is a need to have a good balance in the environment....Rob T.

Public Event – The Coquille Watershed Association, Oregon Watershed Enhancement Board, Oregon Stewardship and Coquille Booster Club have planned a tree-planting party for Saturday, February 22, in Coquille at the soccer and football practice sports fields along Cunningham Creek. Students, volunteers and local contractors have been clearing invasive weeds and planting native species along the creek and will wrap up the project from 9am-12 noon. The public is welcome to come by and learn about the student’s work, grab a shovel and enjoy a hot dog as we help to restore the creek that runs through the school’s fish hatchery.

The Coquille Watershed Association is a non-profit organization dedicated to restoring salmon habitat and is working on this project under funding provided by OWEB’s Small Grant Program, an easy-to-engage-in, competitive grant program that awards funds of up to $10,000 for on-the-ground restoration projects to landowners funded by Oregon Lottery dollars. Oregon Stewardship is a non-profit membership organization that works with students in five counties of SW Oregon, and students do hands-on projects like the riparian restoration of Cunningham Creek. Coquille Watershed Association Monthly Meeting

Hello Council & Friends,

Next Monday will be our last Executive Council meeting for 2013!

John Jones, our Board Secretary, will share a video: “Logging for Salmon, Restoration at Camp Myrtlewood”, and we’ll have our last general discussion and take care of business before we part for the holidays.

Since this is the end of the year, please remember that we are a 501 (c)(3) non-profit, and donations to us are tax-deductible. Dawn & Kurt are compiling a “wish list” of items we are in great need of - so if you are feeling generous or just need to take a little off the top of the tax bill, we can use just about anything - from cash, tools, landscaping equipment, office supplies - and a crew truck! We will be needing to replace the crew’s truck - the “Crummy” - because it is on its last legs and crew safety is of utmost importance. We’ll need to figure out how to do that on our limited-to-none auto funds, so any help would be greatly appreciated, and the crew is not picky - a working engine & brakes, heater and room for tools - it could be pink as long as it is in good working condition. J

Our 2012 taxes have been done and can be viewed at the office, please let our Office Manager, Liz, know if you would like a copy. 541-396-2541.

I will not be at the meeting on Monday as I’ll be away celebrating my 39th birthday - again - so if there is anything you’d like to discuss, please give me a call.  Ernie & Dawn will update you on our Yankee Run applications to OWEB & the WNTI, the NFork Ecological Restoration project the crew has embarked upon, Dawn’s involvement on the Gorse Action Group and the re-start of the South Fork Action Plan.  Afterwards, I’ll send out a re-cap and any new information before we turn our minds to the end of the year.

Eric Himmelreich & Holly Huchko are recovering from the helicopter crash and are very thankful for the cards, flowers, donations & well-wishes. We are very, very happy to hear that they are healing and that their spirits are high.  Check out the attached picture for a wonderful shot of Holly - the true Bear Fan (all respect to her from another Bear fanatic). J

We will be celebrating our 20th Anniversary in 2014 - so plans are underway for a fun event thanking our sponsors and partners, and I would love to hear of any ideas you have to commemorate the momentous occasion.  I will also need help with the party planning from any of you that are interested.
