I came across this a few days ago.  Fred Messerle wife Sandra is on  the advisory group for the Governor.  This is the Governor's Regulatory  streamlining and simplification project. The governor did and executive  order.

  I  saw an article from Fred about it but can't find it again. Does this sound like  a conflict of interest?
