Oops!, Coos Bay, Citizens said, property taxes, sewer fees too high. Town Hall, May,13,14. lightly attended by Citizens, 25 and 15, and Councilors, 2 and one. Hmmmm. Mayor at both meetings. 5, staff.
Staff said, property taxes have not kept up with City growth. Oops! Don’t mess with the elephants in the room, Urban Renewal, UR, and LNG fees, unpopular.
Popular: waste water, higher user fees. Charter change, Revenue bonds, Streets repairs, a combo of above adding in taxing.
So, what measures are being taken to live within the Cities revenue sources, without changing the charter? Charter change is a blank check, for City government taxing the citizens to pay, no longer needing permission.
Ideas debunked. Disbanding Urban Renewal Districts,UR, only puts 40 percent of current funds back into the general fund. Is 40 percent of UR funds, in the districts, currently used on sewer and streets? Relieving some of the revenue required in the remaining parts of the City?
Only one Waste water Plant? Cost too much to send waste to only one plant. News flash, Amendments to Biosolids design Wastewater Treatment Plant 2, May 20, 2014, Sludge. Councilors approved additional design funding., installing pipes that will send sludge from the new Plant 2, to the digesters at Plant 1. Indicating 3 pipes, 4 mile distant each.
Framers, and sponsors of the LNG fees, in lieu of taxes, are there no provisions for infrastructure, waste water and roads in our County and Cities?
Is there UR funds for infrastructure, sewer plants, pipes and streets in the districts? If not, disband, put the 40 percent to work.
Why two plants, growth, historical facts debunk that. Sewage can be piped to plant #1 and Moines to build plant #2 can be used for plant one expansion if necessary.
