Here is the press release: Oregon: New Hunting Programs Proposed for Three Wildlife Refuges New Hunting Programs Proposed for Three Wildlife Refuges The US Fish and Wildlife Service has released draft management plans for the Bandon Marsh, Nestucca Bay, and Siletz Bay National Wildlife Refuges to guide management of these refuges for the next 15 years. The Refuges are located in Coos, Tillamook, and Lincoln Counties. The Service proposes to expand waterfowl hunting on Bandon Marsh by allowing hunting on 300 acres of the Ni-les'tun Unit in addition to the present program that allows hunting seven-days-a-week on the 256 acre-Bandon Marsh Unit. Alternative B would allow seven-days-a-week of new hunting on the Ni-les'tun Unit vs. Alternative C which would reduce that to three-days-a-week. A waterfowl hunting program is planned for Nestucca Bay on 180 acres at Brooten Marsh, 33 acres at the mouth of the Little Nestucca River, and 82 acres at the Little Nestucca Restoration Site under Alternative B. However, under Alternative C, the Restoration Site would not be open to hunting. The nearly 2000-acre Siletz Refuge would be open to waterfowl hunting seven-days-a-week on 80 acres west of Highway 101, as well as three-days-a-week on 225 acres north and south of Millport Slough and east of Highway 101. Slight changes to the proposed waterfowl program are made in Alternative C. Three Campaign Issues for 2012 The Tea Partyer October 16, 2012 The critics of the Home Rule Charter have been working overtime to discredit this document with wild speculations and half-truths, so I wanted to set the record straight by adding my own counterpoints. POINT: The creation of the Charter was in the dark with NO public involvement or input. My Counter: Yes, and so was the US Constitution, but unlike the constitution the voters of Coos County will get to decide the fate of this document, and that is why we named the charter “The Voice of the Voters.” Written by several concerned citizens, some county department heads and a very well qualified constitutional lawyer, this document is specific to Coos County and no other charter is like this one. POINT: According to the charter, the voters must approve all purchases, leases, or sales of personal property over $50,000! Voters must approve all real property transfers over $100,000! Voters must approve all County contracts except those under $100,000! Voters must approve all County debt exceeding only $5,000! These votes will require multiple elections at an annual cost up to $60,000 EACH! My Counter: Yes and the Commissioners will have to be diligent about scheduling these items for a vote. There are four regularly scheduled votes every year and the county has to pay for the ballot either way. The ballots cost the same whether there are one or one hundred measures. The charter would force the commissioners to be more responsible with our tax dollars. They will have to make their argument to the people and over time, this will eliminate wasteful spending. POINT: The Charter creates 18 decisions where the public must vote. Why do we elect representatives anyway? My Counter: Today, county government is doing everything---from healthcare, managing forests to making cheese in Bandon, so it is time the people put some checks and balances on the politicians. We used to elect citizen representatives to office, but lobbyists, special interest groups, and administrators have led them astray. There is too much money going to government development and political pet projects, while they neglect the roads and basic services dwindle. POINT: Public officials can face a personal lawsuit up to $25,000 for violating the Charter, and are required to pay their own attorney fees,even if vindicated. My Counter: Yes, and it is about time politicians are held accountable for their decisions. However, no they do not pay if they win. The county will pay for the legal fees of any commissioner vindicated in a court of law. POINT: Who will run for office? My Counter: Honest people will run for office and follow the charter or they will have to pay the fine. POINT: The Charter adds two commissioners at a cost of $200,000 per year! My Counter: Yes, and that is more representation. The money for the two new commissioners will come from eliminating traveling expenses, and by cutting the salary of the Human Resources Director. Over time there will be huge savings coming from the scheduling of proper maintenance to care for equipment to prevent malfunctions and deterioration. POINT: Eighty percent or 4 out of the 5 commissioners must be present for a meeting to take place. My Counter: The supermajority is unique, but it is a measure that will prevent a quorum of two and cause commissioners to take important issues seriously. Currently, it takes only 2 of the 3 commissioners to make decisions that affect everyone in the county. The Board of Commissioners should reflect a larger segment of the population to ensure a balance of power and it will eliminate nonsensical items from the agenda. POINT: Time and place of commissioner business meetings set by Charter - Coquille, 9:30 AM My Counter: Good, now everyone will know exactly when and where the meeting will be held and Coquille is the county seat, instead of obfuscation and varying meeting times. POINT: With The Charter, the county can never hire an Administrator. My Counter: Hogwash, the Charter can be changed by the people. The people can amend the charter to have an administrator and/or they can eliminate the charter. POINT: The charter does not allow a special assessment for Limited Improvement Districts making it minority rule. My Counter: This is also false. The Charter allows a vote, but it will take 80% of the voters to approve an LID with any special assessment. POINT: In the Charter, there is no land use or zoning ordinance changes without voter approval! My Counter: Good, land-use, and zoning laws work against property rights in Oregon and property owners need to take control. POINT: In the Charter, it forces county employees into the competitive bidding process by advertising fourteen days in advance. My Counter: Private business has learned to use bulk buying to save money and this would force Department Managers to pay attention to scheduling and budgeting. This is a common practice for most companies to combine the purchasing power of the individual departments. POINT: If adopted, the Charter would cost the county over $1 million per year and would cause virtual gridlock in providing services to its citizens! My Counter: Nonsense, this tactic is more fear mongering by the same people who want to put an administrator between you and your representatives. They know this document puts needed restrictions on the spending of our politicians. The Charter is superior to a General Law county, because it reinforces protections of private property owners. Since 1958, nine of Oregon’s 36 counties have adopted charters with varying success. Hopefully these counterpoints were helpful and it is good to have several choices. The choices here are clear. The voter can choose a representative form of government and vote for Measure 1-143(The Charter.) Or the voter can choose Measure 1-144 a socialist bureaucratic form of government by voting for an Administrator. Or the voter could reject both measures and leave the county with its current form of government. The ballots will be sent out on October 19th, so remember to get involved and make your voice heard by voting. Next week I will give my opinion on the measures up for vote and release my choices for the General Election. ANGEL -- Last year, Marion County's soil and water conservation district decided to upgrade water quality along Zollner Creek. It wasn't a hard call. Zollner, a skimpy stream that putters through prime Willamette Valley farmland, has registered high levels of pesticide and fertilizer since the mid-1990s. The district's plan: Persuade farmers to plant streamside trees and shrubs, buffering against erosion and the pollution that runs with it. Notices went to 75 landowners. Five responded. Two eventually agreed to soil testing, but nothing more. "Because of a lack of access on private land and interest by landowners," the district reported to the state in July, "efforts would be better spent on other projects." Read More.....

The group gathered 240 qualifying signatures of the 179 signatures needed to put the measure on the ballot, and now the voters can decide if the people of Bandon are in need of more restrictions on the property owner. The measure will be on the ballot in the March 12, 2013 election. PUBLIC REMINDER: The US Fish & Wildlife Service recently released the Comprehensive Conservation Plan (CCP) for the Bandon Marsh Refuge. The Refuge Managers developed the plan as a way to create a new National Wildlife Refuge System. Simultaneously with the release of the CCP, The Service mailed out the National Refuge Planning Update #3 in September 2012, which was what most residents received. In this current issue of the Update the original Bandon marsh expansion of 4500 acres is noticeably missing in Alternative C. That was one of three alternative plans for the marsh and the expansion was in that third choice. On the last page of the update The Service has an email and a mailing address for public comment on this new alternative, which is DUE BY OCTOBER 22, 2012. However, The Service is asking the public to comment on what is in the new planning update without mentioning their plans in the CCP. This is deceptive on the part of The US Fish & Wildlife The entire expansion of the Bandon marsh is on Page 20-22 of the first chapter of the CCP. The Services has relabeled the planned expansion, but make no mistake, it is the same plan as the original Alternative C. Nothing has changed. The planned expansion is now in a Land Protection Planning (LPP) process. Under this plan, The Service will study options for expanding the approved refuge adjacent to and upstream from the existing boundary. The US Fish & Wildlife is determined to acquire every inch of the original planned expansion until they own most of the Coquille Valley. The only way to respond to The Service is to continue to repeat the same three demands. Tell The Service “NO” to any expansion of the Bandon Marsh, not one inch, not one more acre. Tell them “NO” to any placement of a PROTECTIVE ZONE around the marsh and/or the adjoining area. And, tell The US Fish & Wildlife Service that they must return the current Bandon Marsh Refuge over to the county’s Board of Commissioners and then the Service must leave the county. Next, in July 2013, Oregon's Public Employee Retirement System (PERS) will begin sucking about $2 billion more from state, county and local budgets. Thanks to increases in employer contributions beginning next July (for FY 2013 to 2015), that's somewhere around $2,000,000,000 statewide that will not be spent on essential government services. This is IN ADDITION TO A BILLION DOLLAR INCREASE in the current biennium. Read some of the details we posted in two new articles. Rob Russian perspective: American capitalism gone with a whimper April 3, 2010 The following article is taken directly from the Russian newspaper, ‘Pravda.’ For those who do not believe the authenticity of the column, please scroll to the bottom of this column for a verification link from ‘snopes.com.’ Although it was written months ago, it remains an interesting take from the Russian view of America. The irony of the article is how ‘Pravda’ can print the perspective has been largely ignored in this country. Please read on. Although you will be offended by some of the thoughts, I have corrected some of the rough English translation mistakes including “Senator” Barney Frank. It must be said like the breaking of a good dam, the American descent into Marxism is happening with breathtaking speed, against the backdrop of a passive, hapless and sheeple, excuse me dear reader, I meant people. True, the situation has been well prepared on and off for the past century, especially the past 20 years. The initial testing grounds were conducted upon Holy Russia and a blood test it was. But we Russians would not just roll over and give up our freedoms and our souls, no matter how much money Wall Street poured into the fists of Marxists. Those lessons were taken and used to properly prepare the American populace for the surrender of their freedoms and souls to the whims of their elites and betters. First, the population was dumbed down through a politicized and substandard education system based on pop culture, rather than the classics. Americans know more about their favorite TV dramas than the drama in DC that directly affects their lives. They care more about their “right” to choke down a McDonald’s burger than their constitutional rights. Then they turn around and lecture us about our rights and about our “democracy.” Pride blinds the foolish. Then their faith in God was destroyed, until their churches, all tens of thousands of different branches and denominations were for the most part, little more than Sunday circuses. Their televangelists and top Protestant mega preachers were more happy selling their souls and flocks to be on the “winning” side of one pseudo Marxist politician or another. Their flocks were ever so quick to reject Christ in hopes for earthly power. Even our Holy Orthodox churches were scandalously liberalized in America. The final collapse has come with the election of Barack Obama. His speed in the past three months (2009) has been truly impressive. His spending and money printing has been record setting, not just in America’s short history, but in the world. If this keeps up for more than another year, and there is not sign that it will not, America at best will resemble the Weimar Republic and at worst Zimbabwe. These past two weeks have been the most breathtaking of all. First came the announcement of a planned redesign of the American Byzantine tax system by the very thieves who used it to bankroll their thefts, losses and swindles of hundreds of billions of dollars. These make our Russian oligarchs look little more than ordinary street thugs in comparison. Yes, the Americans beat our own thieves in their shear volumes. Should we congratulate them? These men, of course, are not an elected panel, but made up of appointees from the very financial oligarchs and their henchmen, who are now gorging themselves on trillions of American dollars, in one bailout after another. They are also usurping the rights, duties and powers of the American Congress. Again, congress has put up little more than a whimper to their masters. Then came Barack Obama’s command that GM’s president step down from leadership of his company. That is correct dear reader. In the land of “pure” free markets, the American President now has the power, the self-given power, to fire CEO’s and, we can assume, other employees of private companies, at will. Come hither, go dither, the Centurion commands his minions. It should be no surprise that the American President has followed this up with a “bold” move of declaring that he and another group of unelected industry will now redesign the entire automobile industry and even guarantee automobile policies. I am sure that if given the chance, they would happily try and redesign it for the whole of the world. Prime Minister Putin, less than two months ago (2009), warned Obama and UK’s Tony Blair, not to follow the path to Marxism; it only leads to disaster. Apparently, even though we suffered 70 years of this Western sponsored horror show, we know nothing, as foolish, drunken Russians, and so let the “wise” Anglo-Saxon fools find out the folly of their own pride. Again, the American public has taken this with barely a whimper … but a “free man” whimpers. It should it be no surprise to discover that the democratically controlled Congress of America is working on passing a new regulation that would give the American Treasury Department the power to set “fair” maximum salaries, evaluate performance and control how private companies give out pay raises and bonuses. Representative Barney Frank, a ‘social pervert’, not only is not looked down upon for his life choice, but his Marxist enlightenment has led this effort. He stresses that this only affects companies that receive government monies, but if it is retroactive and taken to a logical extreme, this would include any company or industry that has ever received a tax break or incentive. The Russians owners of American companies and industries should look thoughtfully at this and the option of closing their facilities down and fleeing the ‘Land of the Red’ as fast as possible. In other words, divest while there is still value left. The proud Americans will go down into their slavery without a fight, beating their chest and proclaiming to the world how free they really are. The world will only snicker. He was there to speak in favor of Measure 6-144 the County Administrator Ordinance, which was perfect for him since he has spent his entire career as the consummate government bureaucrat. Mr. Grile has worked to centralize authority as a city planner and later as a city manager. He is the best spokesperson for bigger government and those who want to erode the representative form of government and replace it with a socialist system more conducive to government development and redevelopment. The proponents of this new system claim it will streamline county government. However, there have been no details as to exactly how this new government agent and this new government agency will complete that task. Since the beginning of time there has never been an instance where creating more administrators made government smaller or more efficient. It certainly does not make government more responsive to the individual. There are many terms to describe an administrator, such as agent, baas, boss, bureaucrat, chief, controller, director, executive, functionary, gaffer, governor, head, manager, mandarin, minister, officer, official, organizer, overseer, superintendent, supervisor, and top dog. The proper term for a female administrator is administratrix, but the one word missing from that long ominous list is the word Representative. Administrators are the antithesis of Representatives and their only function is to serve the administration and not the people. There are current models for us to examine already to ascertain the wisdom of having yet one more “administrator” to manage our affairs. Take, for example, our school administrators–our school systems are currently failing, because there is no public accountability. Our schools have delivered an endless parade of graduates that cannot read nor write. Our cities are another fine example in failure. The City Manager/Administrator acts as the head of these municipalities and their governing bodies now have unpaid councilors on their boards. The system is set-up where the elected representatives now work under the guidance and direction of administrative professionals. Our cities are in debt, our schools are in shambles and the administration is always looking for new revenue streams to secure these financial obligations and that usually comes in the form of higher taxes and fees. These examples show why the voter has to defeat the County Administrator position and Vote NO on Measure 6-144. Proponents of the county administrator position often claim it will help the county function like a business. The problem with that statement is that government is not a business and it will never properly function as one. The job of government is to protect the individual from force and fraud, but government cannot be an arbitrator and practice business at the same time. This is the main problem with big government. Once it starts to enter the domain of the private sector, it loses all objectivity, which eliminates any chance for equal justice. Business functions to make a profit, government functions to serve the people. In the private sector, your employer can fire you, making your employer the boss. Conversely, in a Constitutional Republic, you can fire the government, but they cannot fire you, making you the boss and that is the best argument for separation of business and government. The debate for more bureaucracy is not new, especially for this country. Our constitution is a derivative of our escape from the administrators of the king, which spawned the inception of the United States. England used its administrators to keep an imperialistic iron grip on the Provinces of the crown. In ancient Egypt, the pharaoh used administrators to whip obedience into the slave labor that built the pyramids, right before they made their exodus into the unfettered freedom of the unknown desert. Communist Russia had an administrator for every aspect of the human experience and today we correctly use the Russian word Czar to describe the endless administrators loitering in the Halls of Congress and the meeting rooms of our capitals. I think Frédéric Bastiat captured the best explanation to oppose administrative tyranny in the last passage of his famous book, The Law, written in 1848. Moreover, here is the best reason to Vote NO on Measure 6-144 and Vote NO to the Administrator. "God has given to all men all that is necessary for them to accomplish their destinies. He has provided a social form as well as a human form. And these social organs of persons are so constituted that they will develop themselves harmoniously in the clean air of liberty. Away, then, with quacks and organizers! Away with their rings, chains, hooks and pincers! Away with their artificial systems! Away with the whims of governmental administrators, their tariffs, their government schools, their state religions, their free credit, their bank monopolies, their regulations, their restrictions, their equalization by taxation, and their pious moralizations!
