Urban Renewal and economic development

If Urban Renewal and economic development are such good ways to invigorate the
economy, then why is Coos Bay, OR on this list?

We have several Chambers of Commerce, the South Coast Development Council, The
Friends of New & Sustainable Industry, a half a dozen or so Enterprise
Zones and 5 Urban Renewal Agencies and what have they produced?

What could have been done with the public money spent on theses agents of new
urbanism?
