This bill still allows districts to severely and arbitrarily limit or refuse to even consider proposals for new public charter school proposals. The amendment adds that public charter school may give priority for admission to students who have historically been underserved due to race or ethnicity, students in low-income households or English language learner students. But no more than 50%. This does not change the bill significantly.
