What does the County Clerk do?
The County Clerk is an elected official with a four-year term of office. Many duties of the Clerk are set by
state statute. To carry out these duties, the Clerk's Office has three major divisions.
- The Recording Division keeps a permanent public record of real
estate transactions, liens, plats and partitioning maps, and mining claim
locations. - The Elections Division is responsible for registered voters, and for
conducting and administering all elections in the County, including Primary and
General Elections as well as elections for cities, schools and special service
districts. - The Archives Division stores records which must be preserved
permanently, or for some records, maintained for a specified period of time.
The County Clerk also provides the board clerk for the Board of
Property Tax Appeals; keeps a permanent record of the official proceedings of
the Board of County Commissioners; issues marriage licenses (and may perform
marriage ceremonies); and serves as the Federal Passport Agent for the County.
The Clerk's Office is oriented toward serving the public and assisting citizens
in their search for recorded information.
In short, the county clerk is the Secretary of State at the county level. Of
course, the county clerk does not do all of this by herself. The elected County
Clerk manages or directs the staff in the clerk's office. It is important that
the staff working in this office are working under a leader who is able to have
vision for the future and is able to provide the staff with the means to serve
the public to whom she answers.
Because of the loss of the Safety Net, the newly elected County Clerk will
be burdened with the heavy responsibility of making deep cuts to the budget
allocated to the Clerk's office. This is best done by having someone with 'new
eyes' come in and evaluate the processes used to perform the functions of the
office. She will be responsible for budgetary decisions and must consider how to
use taxpayer funds in a way that maximizes service to the community while
minimizing job loss and waste of taxpayers' money. Before any changes are made
that may have negative consequences, it is the Clerk's responsibility to make
sure that the right change is being done at the right time for the right reason.
Furthermore, any changes made must have a thorough cost-anaylsis done to assure
the voters that any cost incurred is outweighed by savings to the community.
The informed voter will elect a County Clerk with a background in business
management, which is what I bring to the race. I have 'fresh eyes' to see where
we can make changes and where we can improve service at no extra cost to the
taxpayer. I promise the voters of Douglas County that I will remember who pays
the bills and will use your money wisely.
