Aumsville property owner Rex Lucas has been fighting an uphill battle, and like Sisyphus of Greek mythology, each time he nears the summit of his hill, the proverbial rock that he is pushing rolls down on top of him and he must start over.
Lucas’ rock, he says, is the mountain of paperwork, changing laws and bureaucracy at the Federal Emergency Management Agency. Lucas owns property near Mill Creek. A race, or man-made ditch, used to divert water from the creek to a mill once crossed his property. Because of this race, his property was designated as being in a floodplain.
