Today I received my property tax bill and the ballot for the school bond. Property taxes had increased quite a bit from last year. The ballot only contained one measure, - the same measure we voted on in May. The school board apparently ignored my vote in May and waste taxpayers money once again for me only to repeat my vote which is NO.

I'm all for education, but against mismanagement and waste of taxpayers money. So let me explain why, in a simple way, so even the government bureaucrats may understand: Buildings don't teach children, - teachers do, - but teachers only perform well if they are inspired and guided by good educational management and that apparently is not the case in Coos Bay. However, there are other choices for parents like private schools, home schooling, online schooling, charter schools etc.. It's called “school choice”.

Ten years from now all schooling may be done over the internet and there will be no need for government school buildings as we know them today. Imagine if you at that time have to pay taxes on empty buildings for the next 15 years – what a joke”.

Oregon schools rank in the bottom between 43 to 47 out of 50 States. The Coos Bay high school ranks 199 out of 283 in Oregon. Student enrollment in the district has dropped more than 5% percent over the last 5 years and the trend will continue as Coos Bay has become a retirement town. (North Bend high school ranks 130 out of 283 – guess better choice if you want a government school).

Building new schools in the millions of dollars and burden retirees with the costs make no sense. Like for old grandma in her wheelchair being kicked out of her little house as she won't be able to pay for the school tax increase – forced to be homeless.

Mr. School Board Chairman why do you want to push grandma over the cliff, - where are your compassion.

Most important for the citizens of the School District send a message to the wasteful government bureaucrats: VOTE NO ON THE SCHOOL BOND, it's not needed and it's bad for Coos Bay. Concentrate about improving education.

Ever see a Bond Measure you didn’t love, Coos Bay Public School District, Nov. 7th 2017 ballot. Favorite saying, The Community is responsible for Capital expenditures and maintaining, by ponying up money outside the school budget, which don’t do it.

Wow! Follow the money, Who receives,  contributors to the campaign, recipients of funds.  Who pays. First, Customers, paying to  business owners.  Second, property owners assessed at $1.60 per $1000 property value, for 25 years. The property owners collect from their tenants to pay, if no tenants, you just pay.

If your property tax cost is going up 3 percent each year, more than the prior year, that will tend to compound over 25 years. Your assesst value is going up, so do you pay more or less bond money?

This is not about education, Coos Bay Schools are 61.5 percent of the State’s median performance of 74.8, Common Core Test and high school graduation. Oops, Kate Brown asked for State Deputy Superintendent of schools, to Resign, for releasing that info at this time.

Coos Bay Schools, funny business. Milliner Crest. Student need capacity, remodel. Oops, Student enrollment in district on decline, close and consolidate schools. Move Management into Milliner Crest.

A School has fire, rebuilt, but not good enough in 1993, now needs ??????

Bunker Hill school, the dance with me, on and off again school, now used by charter school.

All of the school closures, and disposal of property, funds were applied to upgrades and maintenance of remaining facilities. YAH.

Cram, as many students into the school most possibly needing replacement, close and depose of the better ones, claim the overenrollment/underenroment dance, BOND.

What Bond monies will go to Pers?

Everyone wants to drive the Lexus, but no one wants to change the oil.

Study History

  Robert E Lee is one of the most honorable, virtuous men that ever lived…ever. He was a hero of the Mexican American war and served in the US Army for 32 years before being forced to follow his conscience, resign his commission, and defend the land of his birth from the impending illegal invasion by Lincoln. His motto was God, Family, State, Country in that order and with great sadness for what was coming, he turned down Lincolns offer to lead the Union Army and resigned his commission to join the Confederacy and defend his home and family.

  Lee was loved and respected by all, on both sides because of his commitment to duty, work ethic, virtue and character. Lee is to this day; has only been outpointed by one other person at West Point and is the only cadet to ever graduate West Point with NO demerits. He was the epitome of class.

  The South DID NOT go to war to protect slavery. Slavery was already legal and the Corwin amendment that would have passed, would have amended the Constitution to allow States to choose whether to have slaves or not. The South went to war to defend against an invasion, to protect State rights and the Constitution, and because the South was being taxed to death and basically had no say in Washington.

  Lincolns war was a cultural war kind of like we are seeing today. Confederate Soldiers were the bravest soldiers that have ever lived, doing more with less. The South saw their land being pillaged, burned and destroyed , their women being raped, and their families being killed by the TOTAL WAR that the Union adopted. The South then had to endure hatred and Martial law for twelve years after the war was over as carpetbaggers stole their land and destroyed their States. By the way, the TOTAL WAR tactics used against the South was later used against the Indians.

  The cowards that are trying to destroy our history by tearing down Confederate monuments will not stop there. They will soon be coming for monuments of our founding fathers. These are the same kind of Post Modern Marxists Commies that want to get rid of crosses, free speech, Christmas and any kind of tradition or history that helped make  us the exceptional nation we are. They don’t like Individualism, Liberty, truth, or the US…they are Ameriphobes and they hate us. Their goal is for a one world socialist government and to them, the end justifies the means no matter what or who they destroy to get it. It didn’t work for Hitler and it won’t work for them. All history needs to be protected whether you like it or not. If we don’t know where we have been, we can’t guide our way through the future. Protect our country, Study History and speek up.

  Remember about 8 years ago when Obozo was violating the Constitution and ramming the not so affordable health care law down over 70% of the populations throat; you know, the biggest redistribution of wealth in the history of the world.  Remember that the TEA party rose up to take back our country. TEA Party was everywhere  and were attacked by the media and dimwit Demon crats for trying to save our country. The TEA party was called domestic terrorists and other pejoratives, but remained calm, didn’t leave messes, respected property rights and didn’t threaten to blow up the White House, even though we were not happy with our undocumented so called President. The left gloated and bragged about their Obozo phones.

  Jump up to Occupy and how these left wingers defecated on and practically decimated  the park on the waterfront in Portland. They smoked weed and did  drugs while impeding traffic, committing rapes and vandalizing businesses. The Mayor of Portland enabled these cultural Marxists to rule the city with no accountability and at the end of the day, we picked up the tab.

  Now we not only have left wing groups like ANTIFA, Revolutionary Communist Party, Refuse Fascism, Disrupt J20, Black Lives Matters, and other Marxist groups Rioting all over the country, stomping their feet because they don’t like who was elected President. Here in Oregon we have a number of schools that have adopted the Marxist agenda and are practicing indoctrination rather than education and we have a Demon crat Party that has gone rogue. PSU has a Revolutionary Marxist course; Lincoln High School is having a “Saturday teach in, to discuss what educators must do in our classrooms, at our schools, and in our communities to resist the Trump agenda”.  Yes the Portland City Commissioner is going to attend. Guess what idiots, half of the country voted for Trump….the productive half that pays the bills and you don’t speak for us.

  The other day the Governor of Oregon went on a rant about how she would form a coalition as it were to resist anything Donald Trump. In her speech she raved about how Oregon would protect all Oregonians even if they were here illegally or refugees. Are they Oregonians if they are here illegally or refugees? Kate Brown went on to say that Oregon will protect all religious freedom; I suppose that what she was saying is that she will bend over backwards for Islam because it will get her more votes, we know how the State treats Christians when they won’t participate in gay marriage…they get fined into bankruptcy. I wonder how Kate Brown will pay for her voting base extension, and the loss of Federal Funds, she can’t even come up with a budget that isn’t 1.7B dollars heavy.

  The next time you want to call someone a Right Wing Extremist for standing up for our founders principles and what is really American, take a look at the left wing snowflakes and their Marxist instigators who live in a world where everything is free, there is no accountability and there are participation trophy’s for everyone. Look at these spoiled brats and their destructive ways and tell me what kind of country you want to live in. Then ask yourselves if your elected officials should be using your money to fund revolutionary Marxism.  Kate Brown, we will remember that you run again in 2018….you are not my Governor, and you don’t speak for me.

  We are witnessing the result of years of participation trophies given to our children in this country.   We see temper tantrums from the left going on all over the country, but there is a special kind of stupid that is going on in Oregon.  Portland has enabled leftist groups for so long with no accountability for their actions that these Marxist groups literally believe that they are above the law. I am all for protesting, it is your right, but when you beat people up, destroy property, burn flag bonfires downtown, leaving the mess and shut down traffic; you are rioting and deserve whatever enforcement you get.

The Demoncrat Party in this state and really all over the country has gone completely off the reservation. The Freedom loving Americans in this country have had to endure 8 years of country destroying policies, cultural Marxism, race baiting, bigotry, division, and violation of our Natural Born Rights from the left, but we never went around in mobs rioting and whining, like the spoiled brats we have been witnessing.

  The Governor of Oregon cannot create a budget that is not 1.7B dollars over, so she has decided that she will become a community organizer and create a coalition that is against everything Donald Trump. She has chosen to advance revolutionary Marxism with your tax dollars rather than do her job and she is willing to give up Federal funds, (that is your tax dollars too), to do it. This is a mad women and a lot of her peers in the Demoncrat Party are just as insane.  

I want Wyden, Merkley, Kate Brown and other Oregon politicians to remember something when you are attacking PRESIDENT Donald Trump. Half of the US voted for Donald Trump and most of the counties in Oregon did too. The half that voted for him are the ones who produce for this Country and State.  We are the ones who pay the bills and we are guaranteed a Republican form of Government under the rule of law. Do your job and obey your Oath of Office, and quit participating in dividing our country further and obstructionism. You were not hired as a community organizer.

In 2012 when Democratic Representative Caddy McKeown was first elected, she beat her Republican challenger by nearly 3,300 votes.  In her 2014 re-election, like most incumbents, she was able to increase her vote margin, beating her Republican opponent by over 4,700 votes.  But in the two years that followed, McKeown began to lose the trust of voters in our community as she curried favor with Portland-area lawmakers and businesses.

During the last two years, Portland-area Democrats have marched McKeown up the hill on legislation that has increased fees to taxpayers and will harm small business. Voters noticed. 

In a race where McKeown outspent me by nearly $250,000, she only won by 1,111 votes – a full 3,562 voters abandoned her in 2016.  It’s my hope that as she heads into the next legislative session, she takes notice and remembers who she is supposed to represent.

Legislators in Portland are proposing everything from rent control to environmental policy that will make it even harder for those of us in rural Oregon to find work. 

Our Oregon, the group that backed the failed Ballot Measure 97, a $6 billion dollar tax increase, is now trying to overturn the will of voters with a $4 billion dollar tax increase proposal. 

Many of the same special interests that backed Measure 97 also back McKeown.  Will she be able to resist her donors and stand with her community that opposed Measure 97, or will she support a revenue-raising package at our expense?

McKeown will serve again as chair of the Transportation Committee.  In 2015, Democrats failed to pass a transportation package. The one that was proposed had plenty of giveaways for Portland-area lawmakers but very little for the rural and coastal parts of our state.

Additionally, the Senate President wanted millions in money to seismically retrofit the Salem Capitol, but little was to be seen in proposals for seismic dollars to protect coastal residents in tsunami zones.  Will we be ignored again?

Even more disappointing is the disappearance of a committee dedicated to rural communities.  Will McKeown continue to vote for a Speaker of the House who cares so little for the state outside her own insulated pocket of Portland? 

The Portland-metro area has plenty of representation without Representative McKeown siding with them.  Maybe she should consider running for Speaker, or supporting anyone else, who will prioritize the hundreds of thousands of Oregonians who don’t make Portland their home. 

Voters are watching.  We have a need for real infrastructure investments and leadership that will get our government spending in line. 

We see how the rest of the country is bouncing back from the recession and enjoying economic boosts.  It is unacceptable that Oregon’s huge budget deficit, caused by uncontrollable state spending that House Democrats fail to address, is continuing to stall Oregon’s economic recovery.

I respect the will of our voters in choosing Representative McKeown again.  But we’re not going to sit by and watch as she continues to go-along-to-get-along with Speaker Kotek’s agenda. 

The session starts next month.  Let’s hope this election sends a strong message that voters want McKeown focused on the people who elected her, not downtown Portland agendas or special interests.

Dear Mayor Shoji:


Recent comments and statements made in a series of articles regarding mayor candidate Mark Daily by The World newspaper, including a two pagess article 5 November, a series of articles apparently intended to increase circulation and win small market awards at the next Oregon newspaper gathering, a series of articles that have divided the community; and statements made during the Mark Daily radio program, cause grave concerns for this Coos Bay citizen, and for others.  You must be aware of the many rumors - and minimal fact - spreading re WWTP2.


It has been reported that, following the swearing in of the next council, the city manager will present to the council a "white paper" re the WWTP2 background inclusive of "wastewater woes".  A similar "white paper" presentation re the history of the recent MBR WWTP RFP seems appropriate.


By now, to be prepared for an early vote on SBR vs MBR etc., you have read the 144 pages of the DB Western Texas (DBWT) MBR WWTP2 proposal.  It is respectfully requested that, as the present and possibly the future mayor, you set as an agenda item for the first new council meeting, a white paper discussion of the recent MBR WWTP RFP activity and the single proposal from DBWT, by the city manager / city purchasing agent.  It is requested that the written presentation include:


01 Confirmation that, without apparent expressed concern of the city lawyer; and, in the exact wording as directed by the city council by the members of the wastewater committee comprised of council members; the city, by its city manager / city purchasing agent, released a RFP in contemplation of a contract award for a privatized MBR WWTP2.

02 Based on statements attributable to the city manager, prior to and subsequent to the RFP release, it appears that the city, except for three members of a committee, never had any intent to privatize WWTP2 or to award a contract for a MBR WWTP2.  Please comment.

03 Identify the prospective bidders who received the city MBR RFP.


04 Did all prospective bidders receive the MBR RFP directly?


05 Which companies having built a MBR or SBR WWTP facility received a RFP?


06 Which potential MBR bidders requested and received a briefing before or after RFP receipt by city WWTP staff?

07 Did the city selected SBR contractor, Mortenson Construction, request or receive a MBR WWTP RFP?  If yes, what was their reason for not bidding?  If no, why were they not asked to submit a bid?


08 Was Mortenson told by any city employee or agent that the MBR WWTP RFP was just an exercise that would not result in a contract award?

09 What were some the reasons expressed by MBR RFP recipients, especially those having built all or parts of a SBR or MBR facility, and local contractors needing to create jobs, why they did not submit an offer?


10 Was the DBWT proposal responsive to the MBR RFP requirements?


11 Specifically, what parts of the DBWT MBR proposal were non responsive?


12 Was DBWT given an opportunity to explain or amend any proposal parts considered non responsive?  If so, when?

13 Who were the city MBR proposal evaluation team and which evaluation team member read the entire DBWT proposal?


14 Did the city WWTP experts Wirsing and Kerbo read the entire DBWT proposal and provide their written assessment to anybody?


15 As part of the white paper presentation, may the council have a copy of the evaluation team, and Kerbo and Wirsing, written findings re the DBWT MBR proposal?


16 When did DBWT receive a debrief by the city?  Did DBWT request a debrief?  Who provided that debrief?


17 Does any Oregon law covering superior knowledge or other legal doctrine cause concern that the city is exposed to a significant damages claim by DBWT?


18 If I understood Mr. Beetham correctly, DBWT spent in excess of $400,000 to respond to the city MBR RFP - probably much spent prior to the RFP release - in anticipation of the RFP.  Does DBWT "chemical firm tycoon" Dennis Beetham have legal recourse to recover all monies spent, plus any punitive damages, resulting from all efforts by DBWT personnel, or consultants, preparing a responsive MBR WWTP proposal with the understanding now that it was an intentional or unintentional waste of bidders time?


19 If I understand correctly, it was stated on the Daily radio program that city WWTP consultant / employee Kerbo has billed the city more than $400,000.  What was her billing for WWTP matters through October 2016?


Of course, the worst that has happened, is knowing that prospective employers seeking a place to locate their business and considering our community read the local newspaper to get an understanding of us.  Any business reading The World articles re Daily (and Treasurer candidate Simms bankruptcy having occurred light years ago) (who is next), would run far and fast from us.  We look like a bunch of bumpkins in the boonies being led by an incompetent and dysfunctional local government.

We’ll protect our rights ourselves.
 
The Committee for the Preservation of the Second Amendment was approved yesterday (Nov. 1st),  to circulate a petition to gather signatures to put a Second Amendment Preservation Ordinance on an upcoming ballot. We have two years to do this, but our goal is lofty; we are shooting for the May ballot and believe that to be more than attainable. For the detractors and disparagers who believe this to be a bluff, you were WRONG, we have already started gathering signatures and this will happen, this will be on a future ballot, and it will pass with a huge majority.

 
The County Commissioners had not one, but two chances over the past couple of years to protect the gun rights of the citizens of this county, but chose to pass a watered down Resolution with no teeth the first time and flipped us the proverbial middle finger the second, so We The People will change County law and protect our own rights. I am a man of my word and the Commissioners were warned, but chose to coddle a left wing Marxist group while insulting us and misquoting the Constitution instead of protecting your rights.

 
With the tyranny presently in the White house, the Pathocracy in Salem and local government refusing to honor their Oath of Office, we cannot take any more usurpations on our RIGHTS and had to stand up. When this Ordinance becomes law…and it will, any and all gun laws that violate the US Constitution and the Oregon Constitution since 2012 and into the future, will be null and void in this county. The Ordinance imposes penalties on those who would violate your rights and since Salem likes emergency clauses, we included one on this Ordinance so that it will become law as soon as it passes. We will turn Columbia County into a sanctuary for the 2nd Amendment. There are many counties to follow after the first of the year, and we even have folks interested in doing the same thing in their counties in WA State. I will keep you all updated. We also will not forget to remind the people of Columbia County about Commissioner Heimueller’s refusal to protect your rights when he runs for reelection in the near future as the other's are already leaving in January.

Congratulations to the Righteous!!

  Today, 10/27/16, the jury on the Harney County Refuge case found the remaining defendants, including Ammon Bundy, Innocent of all charges proving that occasionally the righteous can still win even when the odds are stacked against them.
 
The trial was held in Portland instead of further east where it should have been held, and Judge Anna did everything she could do to make sure they would be convicted. In spite of not really having a jury of their peers,  the jury got it right and set them free…at least free of charges in Oregon.  Some will still have to face charges in Nevada for their part at Bundy Ranch, but given the Federal Governments passion for precedent, (when it suits them), hopefully charges will be dropped, but I doubt it, there is still tax payer money left to waste.


 
Our unelected tyrannical Governor was not happy with the outcome of this trial, perhaps because she was complicate in the murder and cover up of Lavoy Finicum, or maybe just because she doesn’t like that the government was overruled and that doesn’t fit her big government ideology and agenda. Whatever the reason, I hope she loses the upcoming election big, because she doesn’t represent the people, only the unions and people who share her Marxist ideology. I know it’s a longshot, but one can hope.

 
I hope you all join me in prayer for the Cowboys in their upcoming trials in Nevada and pray that the same results are reached there. These are good people who put everything on the line to wake the American people up and they have payed a huge price. They are selfless hero’s, and deserve the respect of us all. These people had almost all of their Constitutionally protected rights violated repeatedly and I hope they sue the State and the Federal government for the treatment that they received and the violations that were imposed on them. May the Good Lord bless and protect them all.

Trump and others claim the elections are rigged. Obama and Clinton insist those charges are baseless.  The truth is somewhere in-between.  

Unless vigilantly protected, all elections in this world will become rigged.   Zealots will always be tempted to cheat.  Our citizens must preserve our electoral institutions.

Continual efforts to rig our elections use these three proven mechanisms.  Voters decide if they succeed or fail.

ONE:  Our main-stream media, CNN, MSNBC and NPR present themselves as politically neutral, yet  comport themselves in sympathy with the left.  Their political advocacy gains effectiveness, yet sacrifices integrity, when disguised as objective news. On the other side, certain Fox News hosts and talk radio icons candidly identify as conservatives, supporting Republican ideals.   Their huge audiences expect open advocacy.

TWO:  Most political pollsters lean toward the left.  Polls become a hidden tool, used to encourage left wing voters and dis-hearten those on the right.  They try to not overplay their hand, in tempting Democrat loyalists to think their votes are not needed.   Every election cycle, pollsters suddenly drift to the right a few days before the election, in a ploy to preserve a modicum of credibility following the election results.  They want to be able to sway people’s thinking, yet in the end appear as objective pinnacles of statistical science. The pretense, that this final shift reflects a last-minute drift toward the right, is silly.  Few believe it.  Most forget it.

THREE: Voter identification is a battleground in American political landscapes.  Every legislative effort to require that voters first provide identification is blasted as a racist conspiracy.  This is an obvious absurdity.  The only people hindered by voter identification laws are those not eligible to vote.  Yet, in countless urban precincts, ineligible voters, swayed by promised largesse, surge in by the bus-load.  Also, many thousands of ballots for geriatric or deceased voters are high-jacked or forged. 

If our elections are rigged enough to pervert the outcomes, it is our own fault.   If we persist in tuning in to the mewling media manipulators, if we allow ourselves to be swayed by the endlessly contrived polls, if we acquiesce to the socialist demands that we let anyone vote with no ID required, then it is we ourselves who have rigged our own elections.

I adjure you all to vote for anyone who will work to preserve our Constitution, our Republic and our liberty.

A letter to all Sports men and women!  Please read!

I know that most traditional people have a tendency to not get involved in politics which is causing our sporting rights, as well as our second amendment rights, to erode at a rapid rate. I fully recognize most people are still not going to get active for a variety of reasons. Knowing that, I and a couple of others started a group called "Sportsman’s Defense Watch" which is now a tax exempt organization. We are centered in Lincoln County but our membership is open to anyone in the State of Oregon. Our goal is to do the work for all Sports minded women and men. Whether you are a fisherman, a hunter, a plinker, or just one who owns guns for defense we want to look out for your interests.

What do we need from you? We need your membership which is open to anyone in the State of Oregon. It is FREE but we do accept donations. We need numbers for our membership so we can be a force to, hopefully, affect things happening anywhere that affects our rights as sportsman. Have you noticed how big the books for Fishing and Hunting regulations are getting? It seems like we can’t do anything anymore.  A rule and law for everything no matter how little sense it makes.  Oregon, at the hands of big money from anti-gun zealots like Bloomberg who recently gave the present unelected Governor $250,000 for her reelection, has been going after your gun rights and they will continue the assault.

What will you get from us? First off you get to be as active as you want in the organization and we would welcome you at any level. But if you want to not be active we understand as we know people are busy with jobs or family so many just don’t have the time. We would hope to get your email and we would notify you of any issues coming before the Fish & Wildlife, the legislator, or any other organization which might affect your rights. We might suggest a simple email to your congressman regarding the issue. It up to you what you do. We also have a facebook page and a twitter page if you are active in those.  We promise not to fill your email box with useless emails.

I want to ask each of you for two things; 1) Please join us as membership numbers mean we have some influence when we speak. 2) Please vote in the upcoming election.  We need to clean up our state legislature.

What is it with Progressive, Collectivist, Communists?  Even though their ideology has not worked since Karl Marx put pen to paper, they continue their push toward a totalitarian government and enslaving our population.

They call themselves Progressive, but they live in opposite world every day and the truth is that they are not progressive at all, but want to regress us back to a time of serfdom and chains. Forgive me for being redundant, but the fact is, you cannot progress further than what our Founders gave us…LIBERTY.

There is more than enough evidence in history to prove my points if you want to take the time to educate yourselves, but if not, just look at all of the people killed by their own governments in the 20th century; more than all wars combined.

I want to bring your attention to two of these Left Wing, Liberty hating groups that has moved into not only Columbia County, but Saint Helens itself. Rural Organizing Project (ROP), and their partner, the Columbia County Coalition for Human Dignity (CCCHD, we’ll just call them the Columbia County Communist Headquarters Division), has recently reared their ugly heads in St. Helens, spreading their idiotic lies.

They had a meeting the other day at the Soil and Water Conservation building on Millard road and they had previously appeared at the Commissioners meeting to oppose the 2nd Amendment Preservation Ordinance that we submitted. At their meeting, my sources tell me that they took pictures of everyone’s license plates, had security that tried to intimidate, told everyone that if they were unruly they would be escorted out, spread propaganda and lies about Patriots, and filmed the people without their permission.

What are they afraid of?

When you practice deceit, it makes you paranoid.

I read the paperwork that this group/s put out and some of it had just enough truth in it that the average person would not know that it is propaganda and is far from the truth. I will only address a couple of the lies that were told at the meeting at this time as most of the lies, I’m sure people knew were lies.

The crowd was told that they had security because previously Oath Keepers had damaged their cars and sliced their tires. That is a total lie…Oath Keepers protect people’s property, they don’t destroy it; we stand for this Country, our community and our founding documents; we defend the Declaration of Independence, the Constitution everyone’s Liberty, and our REPUBLIC.

They claim that we invade counties and intimidate. Another lie, every op OK’s has been on, we were invited. The reason we didn’t help the Hammonds is because they were scared of the threats received from the Government and asked us not to get involved, and on every op, we have had great feedback.

They call us anti-government; nothing could be further from the truth, we are not anti-government, we want the government to stay within its DELEGATED powers…we are anti Tyranny. They said that the good things we have done in communities around Oregon, have been to infiltrate, but the truth is, we are part of our communities and we are trying to bring communities together to counteract the division caused by groups like this and tyrants; unlike them, we have no ulterior motives.

The CCCHD and their friends at ROP are anti personal property, pro privileges for various social groups at the expense of individual rights of others , pro totalitarian government, anti Liberty, anti anything America or what she was founded on…they are Ameriphobes and their websites read like agenda 30.

They are for forced inclusion, which of course is anti personal choice, and they use the word democracy every chance they get even though we are a REPUBLIC, and their end goal is sustained social political power. They are not “inclusive” either; just have your own opinion and see if they let you stay at their meeting, if you can pass the vetting process to get in in the first place.

These people are probably taking our taxpayer dollars to help steal your rights. They either have not learned from history, don’t know history, or don’t care, which makes them either ignorant or evil and their ideology is Dangerous.
Be aware of these wolves in sheep’s clothing, they want Columbia County to be like Portland and there is not a lie they won’t tell to get there.

Dear Mayor Shoji:

As spokesperson for the city, may the people have a response from you re the subject matter and DA Frasier's 26 September letter, as amended, next week?  Are there four lawbreakers sitting on the Coos Bay city council?

In a big bold letters headline on 27 September, The World newspaper informed the people of this planet that, in the opinion of the local DA, four sitting council members "may have broken the law".

I write to you as a somewhat confused taxpaying citizen of Coos Bay.  For the benefit of council candidates who do not have 13 years, or 13 months, exposure to the wastewater treatment facility history and who are being asked opinions; and for the public in general who watch Coos Media recorded council proceedings; and for the readers of The World who go no further than to read headlines and who are begging for a response from their elected representatives; it is respectfully requested that you set, as an agenda item, or otherwise, at the next scheduled council meeting, time for a meaningful discussion of the content of District Attorney Frasier's 26 September letter re the subject matter and provide all council members with an opportunity to respond to the people.

Receipt of a copy of DA Frasier's 26 September letter, as revised, causes grave concerns.  Mr. Frasier who is neither an expert in contracting or in the construction and management of wastewater treatment facilities, in large part, relied on input from the city manager to form his opinions.  For months, council candidate deVriend and I have independently been doing all possible to understand the subject matter.  I am certain that others have done the same.  This citizen has previously expressed written concern to the council and city manager that the current wastewater related "RFP" on the street should have been, at best, a request for information.  I have every reason to believe that the efforts and objectives of Mr. Brick, Daily, Leahy and Vaughn were and are intended to assure that the taxpayers receive the best wastewater treatment facility for the lowest cost over the next twenty years.  However, I consider the latest RFP effort demanded of the city manager to be time wasting and bidder misleading - RFP's are issued in contemplation of a contract award; not to cover a fishing expedition.  MBR vs SBR and privatization will be an immediate concern and decision of the next seated city council.  Related exorbitant citizen user fees that will grow almost 400% in twenty years may also be revisited. 

For clarity, may the people who have read recent The World newspaper articles re the subject matter, including the Frasier letter, who are preparing to vote soon be provided with answers to the following:


Re the DA 26 September letter:


General

DA Frasier acknowledges that he has relied heavily on input received from the city manager when rendering his findings.  Is DA Frasier's letter fact based?  If not, what should be corrected immediately?


Re pages 4 and 5, Section 3, sub items 3, 4, and 5. 
Many of us have been led to believe that privatization of the wastewater treatment facility would result in tens of millions of dollars savings / cost avoidance over the "status quo plan" proposed by city staff.  Which is correct - has privatization (based on an unsolicited proposal by local company DB Western) been found by staff and independent consultants to be ($27,000,000) more than the city plan or is there a fact based lower number for an alternate plan?  And, is the higher $27 million cost caused by the privatization concept proposed by DB Western or is it caused by privatizing combined with a different treatment concept (MBR vs SBR)?  I note that in items 6, 7 and 9 - council member Brick's motions requested proposals, not RFP's.


Re page 5, items 9 and 10 and page 9

Was council member Brick's motion before the council on 20 September written by DB Western?  Was the RFP currently on the street written by DB Western?  Governments across the planet legally release RFP's that have been written by interested potential bidders daily.  If written by DB Western, did an experienced wastewater expert read the proposed RPF and assure the full council or committee of four, of which you were a party, that the RFP content did not give an unfair competitive advantage to anticipated bidder DB Western?  In lines 6 and 7 of item 9, is it correct that only the appointed committee was empowered to prepare a RFP?  Should the DA's comment read that only the committee, a committee of non technical disciplined individuals, unqualified to render technical proposal assessments, evaluate the proposals received, if any?


Re page 6, third full paragraph

I attended all meetings referenced by Mr. Frasier, or I watched meetings as recorded by Coos Media, except one work session.  The city attorney employed by the people was present at each meeting and participated in each meeting discussion.  Certainly one aspect of the city attorney's role is to assure that city business is conducted professionally, ethically, and in accordance with all governing law.  City council members are lay, not legal, folks.  I do not recall any warning by counsel to any council member that the latest contemplated council actions or actions of the appointed committee, including the RFP currently on the street would be outside of public contracting laws.  Published council meeting minutes are in excruciating detail.  Where may we find mention of this lawyer warning to council members?


Recent council action, or lack thereof, causes other concerns and questions re the subject matter - questions to be asked and answered by the next assembled city council.  GOD willing, the next council will be informed sufficiently to make an immediate decision re this matter..

Mark Daily, is running for Mayor, City Coos Bay, November 2016. Replacement of waste water treatment plant #2 is on the table. Mark’s issues revolved around two concerns. One,  user rates, fees. Two, best available technology for quality of water discharged into the Bay. 

DEQ, promotes lower standard of discharge quality currently available in the industry as of 2016.  13 years, City Staff proceeded to design a plant of a lower standard, than best available technology, DEQ meets minimum NPDS permit standards, and is offering to in-debt the Citizens of Coos Bay with a one percent loan of 26.1 million to build this lessor quality plant. 

Yes, most of the City Councils members over the 13 years said yes, voting in a fee structure in the summer 2009, and in 2013 a resolution for a 20 year fee schedule at 6.5 percent. 2015, it was pointed out to the Council, 6.5 percent increase, each year going forward would be overwhelming, burdening rate payers.  Several members of the Council acquired magnifying glasses, and started viewing the waste water plant construction plan and fees.

 It soon became clear the current plan cost were high, water discharge quality of a lessor standard, and the sewer fees were designed to pay those high cost.  The seven member council, including Mayor became divided in their views. These two issues, fees, necessary to support cost, and quality of discharged waste water, on one side, and the other side, just move on with the plans as are, with money from DEQ. The Council was split.

 Is there a way to decrease escalating fees and improve discharge, in the short term, 20 years? Yes, privatize the whole operation. Attorney Report, “ Viability of Privatizing”. Currently, a plan called, a DBFO, where a private partner, designs, builds, finances, operates, City owns plant, a shoe, fitting most Councilors foot.

 DBFO, can provide cost saving for rate payers. The DBFO bid process, open to all, meeting the specs of the bid, not limited to bidders from the state of Oregon.

 Mark Daily proposed motion to the Council to initiate a privatized bid for plant #2, to have a comparison of the current project. He then went a step further to make a motion to start this same process, privatized bid on Plant #1, soon, to be required to meet new NPDES permit standards, requiring plant upgrades. Motion did not pass?

Perhaps you are among the 4,356 Coos County folks who voted for Ryan Hughes, a recent candidate for Circuit Judge, and you were wondering what happened as a result of the demand for disciplinary action matter that was before the state of Oregon Bar Association (OSB) during the election. 
 
The OSB disciplinary committee acknowledged receipt of such demand from an anonymous Coos County lawyer regarding Hughes personal, not professional, conduct prior to the campaign and election. 
 
Most adults in Coos country, legally or not, recognize a series of three numbers followed by two numbers followed by four numbers as a US government issued social security number.  There is no greater prize for an identity thief than name and related SSN.  Many believe that there are no act that is intended to destroy a person’s personal life worse than to release their name and SSN intentionally or carelessly. 
 
Until a couple years ago, many of us were walking around town with wallets containing cards (social security, Medicare, veterans administration, employee ID, etc.) clearly showing our name and SSN waiting for that number to be stolen.  Twenty five years ago it was common practice for banks, government bodies, creditors, etc. to put us in jeopardy by placing our SSN on court documents, pay checks, medical bills, medical records, credit card bills, and other every day documents. 
 
So it was many years ago that a record of a $20 fine ($34 in today’s buying power) by an Iowa court assessed against Hughes, then a typical college student, was released.  It was reported that a Coos County lawyer acknowledged disseminating copies of that document to the public with the SSN not redacted; apparently, as reported, he was unaware that a series of three, two and four numbers was a SSN. 
 
Concurrently, a slithering individual claiming to be a local lawyer in fear who must write anonymously contacted the OSB.  That person demanded action that would place Hughes license to practice law, and his livelihood, in jeopardy. 
 
Unlike state agencies that summarily reject anonymously written letters, the OSB acts on every inquiry received.  For many months the Hughes matter has been thoroughly investigated by the OSB disciplinary committee.  OSB findings have been published.  Absolutely, positively, no action against Hughes was deemed appropriate.  Anonymous was unable to destroy a life.  Too late – the damage is done; Hughes is gone; chased away to Harney County.

It's been about six weeks since my latest contact with you regarding the subject matter.  When we first spoke about the SRO 1600702 matter in May, you believed that there would be a review and disposition long ago.  Many of us in Coos County are interested in the findings summary.

Please, is the matter closed?  Did the Bar investigation result in any disciplinary action?  Or, were claims from an anonymous (alleged) Coos County lawyer dismissed?

If the matter is  closed, I seek no related data other than a reply to this message.

City of Coos Bay at a turning point. The long standing practice of taking a cut of the user fees to fund City operation may be in jeopardy. What! Probably you have heard that the Coos Bay Waste Water Plant #2 has been in upgrade planning mode for 13 years.

A waste water, user fee, payment structure was voted into practice in 2009, by the City Council, on the recommendation of City Staff, and other paid consultants. Those fee increases are moving up each year at a six and one half (6.5%) percent increase into the future.

Turns out, the cost of the city paying for the upgrade (total rebuild is required) is horrendously expensive, and the water discharge into the bay is a lower standard, by not using the best technology available.

Four of the current councilors said enough. Surely we can get bids for lower cost for a new plant. That could even lower our user fees. How?

Current method, city staff has proposed, to continue to want to design, finance, build, operate and own the plant. Using user fees to fund, all the wastewater operations.

What if? As clearly determined in the Council Wastewater Treatment Committee Meeting held at City Hall, Council chambers, August 12, 2016, 9 AM, the Coos Bay City Council can decide to go out for bids for a Privatized Waste Water Plant #2 upgrade.

OH! Of several options in the privatization concept, one is called a DBOO, which means the private offer, will be something other than the City of Coos Bay. The private Entity will Design, build, finance, operate, and own the plant.

Then it would be clear, this waste water plant owner, in their bid, would tell the City how much it will cost the users, so clean water can be discharged into the Bay. This will certainly help all to understand and see what their user fee is being used for.

This is very simplistic concept, and the City Council can request bids from private providers who would like to Design, build, finance, own, and operate a Waste water treatment plant here. The Council can compare the current 13 year proposal, and the new concept to see which is best for the future of the users, and the community at large.

Did you read the governing contract document between the San Francisco law firm and the city of Coos Bay regarding the wastewater treatment facility that was published by The World?  By far the best contract structure that safeguards the interests of a Seller Consultant (in this case the law firm) that I have read since I started my career as a young pup contracting specialist for QANTAS, the Australian airline, too many years ago.  I would have plagiarized the content for my US and off shore consulting agreements in later years. 
 
Suchadeal!!  You probably noted that the lawyer may bill his $650 (discounted from $795) / hour rate forever.  There is no maximum amount specified in the contract.  The only thing related to the lawyer’s effort and not billable appears to be the dog walker for his puppy.  Apparently there is a related and separate contract with an environmental consulting firm that The World did not publish - probably because they were not aware that the contract may exist. 
 
When all done, the contract obligates the lawyer to provide “legal advice regarding wastewater treatment issues” to the city.  However, in the lengthy contract boiler plate (terms and conditions of the contract) the lawyer is only obligated to deliver “contemporaneous ideas”; the law firm does not “guarantee or ensure any result or opinion”. 
 
Say what Councilman Daily?  A bunch of taxpayer’s money being spent for a legal opinion that at best is labeled “ideas”.  Will the city rely on those ideas in future wastewater matters?  What’s next?  Please tell us why this is an ohsopeachy deal for the citizen taxpayers; and, please release any other related contract documents to The World for publishing.

Have you noticed the Los Angeles real estate agent’s sign at the airport seeking a lessee for the 30,000 square foot hangar and office building?  In 2014, the airport manager told us “I’m confident this will get leased out” (prior to August 2015) “because there is a need”.  Apparently prospective lessees disagree. 
 
It’s been more than 14 years since the city of North Bend caused a ballot measure to form the taxpayer supported Coos County Airport District; thirteen years since the municipalities of Lakeside, Myrtle Point and Powers sued to stop the effort. 
 
On 22 April 2014, The World published an article of promises from the airport manager regarding a new airport hangar that was being constructed thanks to grant money from the Oregon Lottery - to be maintained by the taxpayers.  On 9 June, my Letter to the Editor commenting on the airport manager’s promises was published by The World.  Both are available at theworldlink.com.  Bottom line, my comments can be summarized in the words of famous WWII General Anthony McAuliffe - “Nuts!”. 
 
Taxpaying airport owners were promised that the hangar and office building “may be able to attract” the overnight needs of commercial aircraft serving North Bend; “is designed to” house 737 size aircraft; “could also end up housing” a large corporate entity with many aircraft like an air ambulance company; and, attracting the right lessee “could infuse up to $100,000 into the local economy” annually.   
 
With extensive canard, empennage and propulsion system modifications, pigs “may” and “could” fly.  Taxpaying airport owners of Lakeside, Myrtle Point, Powers and other communities would probably appreciate a follow up article by The World with content covering real world prospects for leasing the hanger; of hangar income to date; of leasing the vacant airport business center properties; on use of the airport owned business park that, after more than 12 years, remains bare land; of what the airport is doing to lease vacant properties other than hanging signs and sitting by the phone waiting for a prospective lessee to call.  Perhaps The World article will tell us where the 56 aircraft reported annually as being permanently housed at the local airport may be found; and include a summary of the airport reported average of 50 daily aircraft departures and landings; and will address any planned runways extension required to safely accommodate 737 size aircraft.  Current FAA information is summarized at www.airnav.com/airport/KOTH.

In his The World front page “letter to the editor” published 2 July, Dick Leshley informed us that he is not a Coos Bay / North Bend resident; that he was a part of an 18 month duration large Coos Bay committee that determined an additional ten cents per gallon tax on Coos Bay gasoline sales would be appropriate for generating needed roads improvement and maintenance funds; that the committee decided an increase of only five cents per gallon would have a chance of passing a ballot measure; that he supports a higher tax (ten cents) that would “directly increase” his business costs. 

Solutions to problems other than increased tax should be sought.  If no other alternative, a temporary minimal increased tax collected exclusively for local roads work accomplished in a cost effective manner could be considered.  Example - planned reducing one mile of heavy traffic Ocean Boulevard to one lane to accommodate a bicycle is considered dangerous, not necessary or cost effective.  I appreciate that increased tax could devastate many of my independent living neighbors in all parts of the city; many who are depression era children now senior citizens on low fixed incomes; some are dependent on local, state and federal assistance programs; many do without daily necessities to survive.  Leshley can write off fuel at any price as a business expense; can you? 

As TV huckster Ron Popeil would say; but wait, there’s more!  Was this letter from the same Dick Leshley of Coos Bay who on April 10, 2015 (during the 18 month committee tenure) wrote to the state of Oregon legislature opposing an increase in the state minimum wage?  Does Leshley have no problem with taking money as a tax increase while he opposes helping the less fortunate afford the increased tax? 

Eighteen months to identify a known problem and propose an obvious solution; poppycock!  Innovative?  In industry, the committee would be fired.  Is the Coos Bay taxpayer getting the biggest bang for their tax dollar?  We seem to love decisions by committee.  Perhaps it’s time to form a committee of Coos Bay citizens without political aspiration to take a closer look at where the people’s money has been and will be spent and reallocate more monies to infrastructure needs.  Maybe it’s time to put “urban renewal” expenditures under the microscope.  Which other funded efforts could easily be done away with?

In recent weeks The World has kept its readers informed of unsolicited proposals submitted to the city of Coos Bay by DB Western Inc. that are related to the construction and privatization of the contemplated wastewater treatment facility for consideration.  These significantly (millions of dollars) lower cost offers are intended to identify a concept that falls somewhere between the invention of sliced bread and crap for the wastewater facility (see DB western web site). 
 
I believe that DB Western’s proposal to place the facility on the North Spit in anticipation of the next Cascadia Subduction Zone catastrophic event is insanity.  This citizen joins those opposed to privatizing the facility.  The only winners if privatized will be the overpriced lawyers.  I doubt that there is a lawyer west of Maine who could author a legally enforceable contract between the parties with contract performance that is guaranteed by the fiscal resources of a humongous third party (bank, financial institution, etc.), inclusive of significant liquidated damages and penalties articles, that would be acceptable to the parties; a contract that provides immediate and absolute safeguards and legal remedies for the citizens and addresses every known, unknown and unanticipated situation for the next 40 years. 
 
We were informed that the five male city councilors, led by councilor Daily, agreed to form a committee to hire an expert lawyer to determine the merit, if any, of the DB Western proposals.  Apparently the mayor, two female councilors, city manager and public works department head were opposed to forming such a committee. 
 
The mayor, councilors, city manager and department heads have a fiduciary responsibility to the citizens.  Each has promised to have an open mind in such matters.  The mayor, not councilor Daily, should be the city leader, not follower, demanding such a detailed proposal review.  The committee proposed by councilor Daily and others may be a waste of valuable time and resources; but, it is totally appropriate.  The people deserve to know if there is an apples to apples comparison; if DB Western supported its offer; and if so, why the lower priced alternative offered by DB Western should be accepted or rejected. 
 
It’s long past time for city government to stop discussing and start building.  If the proposals are found to be unsupported, further consideration should be rejected.  This upwind Coos Bay citizen looks forward to the findings of the Daily committee in a timely manner.

Of prime importance, the Prebate is not a real refund of FT paid, as it appears to be. It is a $600B NEW ENTITLEMENT, with all Americans receiving a big monthly federal check – a very bad idea for those of us who are not Socialists. It is financially and politically unwise to create yet another huge entitlement that will only increase in the future. 
 
FT (Prebate) has the poor pay for no part of the fed budget, pay nothing for their personal SS/Medicare benefits, AND give them a big tax welfare check.  FT (Prebate) extends tax welfare to the non-working poor – and also takes the next Progressive Cloward-Piven step towards giving SS/Medicare to all regardless of work, by removing the tax cost of reporting SS Wages, which “invites” fraud in reporting them (as also noted by other authors). 
 
The Prebate is calculated to merely repay the poor for any FT they pay (as if we all agree with that), but it would actually pay them far MORE by “assuming” the poor spend more than the underlying HHS Poverty Guidelines and that they will pay FT on all of their purchases (but they WON’T) – see http://sceldridge.wix.com/sceldridge#!ft-increases-tax-welfare/copu  
 
Some FT’ers still market the old FT lie that we get a big raise (no Income & P/R taxes) AND FT prices would be the same as today’s  -  that just cannot be true.  FT is merely supposed to change the method of paying the same total tax dollars we pay today, so if you get a big raise, prices must go up by the same total dollar amount (except for minor savings in compliance costs). Retail prices would rise by nearly the full 30%. Even the AFFT, and an economist it engaged, now admit that prices would rise substantially, but prices would rise even higher than they admit - see http://sceldridge.wix.com/sceldridge#!ft-will-increase-prices-by-nearly-30/czaa 
 
FT results in a combined fed+S/L 30-45% initial in-your-face sales tax that would spark a  
taxpayer revolt that would  destroy our retail-sales-sensitive economy - that’s 30% FT (not 23%) plus 0-15% S/L. Those rates might go up to (say) 60-75 at an illustrative 30% evasion/avoidance rate (incredibly, FT “assumes “zero evasion, zero intentional reduction in spending and zero migration from new to used goods – instead of increasing the FT rates, the $600-$900B shortfall will more likely result in a new Income tax, see below).  
 
The FT’s 30% rate is really closer to 50%. FT hides another appx. 20% in taxes (but FT’ers deceptively say “the FT is fully transparent - just look at your receipt and you will see all of the FT you will pay”).  1) 12+% is hidden by having fed + S/L govts pay  FT (which is likely unconstitutional) – ultimately, they must get that money from us,  2) The fed budget will rise for  a)  SS & all fed pension COLA’s  caused by FT’s 30% price increase, and for b) fraudulent new SS benefits “invited” by FT’s removal of the tax cost for reporting SS Wages (as noted by other  authors ), 3) FT economists have admitted that the FT is 5% short.  
 
Incidentally, USED property is advertised as exempt from FT, but that may be a cruel hoax, because of the practical difficulty of establishing that the buyer has met the requirements that FT was paid AND that none of 3 listed credits against the FT were claimed. 
 
FT’s new IRS (i.e., STAA) may be more invasive than today’s IRS - the buyer is liable to pay FT and receive/show a receipt and so STAA may audit consumers – see Sec 101(d). As also noted by Cato Institute (see https://danieljmitchell.wordpress.com/2012/08/11/a-primer-on-the-flat-tax-and-fundamental-tax-reform/), FT leaves us more vulnerable to winding up with both a NEW Income Tax and FT (instead of adding 20-30% on top of the FT’s already high explicit 30% rate). Congress would surely repeal FT’s laughable Sunset Clause and (with the 16th Amendment surely still firmly in place) would use the excuse of the large revenue shortfall from evasion/avoidance to (in lieu of raising the already high FT rate) enact a new Income Tax which I believe is Congress’ true ultimate objective – i.e., to be able to grab even more of our money to redistribute to those who will vote for them and contribute to their campaigns. 
 
To summarize the FT rate, it appears that FT required a 70-80% rate. AFFT simply “assumed” away 20-30% evasion/avoidance, hid 12% by taxing fed +S/L govts, reduced the rate by 5%, and ignored the FT-caused fed budget increases - to get the rate down to 30%. Then a clever AFFT lawyer deceptively twisted the statute to make 30% superficially appear to be “only” 23%. 
 
Seniors would start to pay for SS/Medicare again and some would pay a 2nd-3rd tax on their earnings. Many middle class seniors would pay more FT than they would have paid in Income Tax and many would lose purchasing power because of 1) the nearly 30% price increase, and 2) the higher S/L & federal taxes required because they must pay FT and can only get those funds from us, and 3) higher federal taxes due to nearly 30% higher SS & federal pension COLA’s and fraudulent SS benefits. 
 
FT promises grand economic benefits which are all entirely unpredictable - mere Hype & Change. FT employs marketing hype and hyperbole, making countless undeliverable claims. 
 
We need a very Flat Income Tax; No: Deductions/Exemptions/Credits, a 10% rate, business income taxed only once and on a very simple basis - IRS is neutered, 1 page tax filing, everyone pays, more evolutionary. Coos County citizens, especially at election time, rely on what is published by The World newspaper as being fact based content.  Citizens expect staff reporting to be well researched; we expect the same of “Letters to the Editor”, guest opinions, and Op-Ed pieces.  This reader of several local newspapers believes that The World Executive Editor Larry Campbell is doing all humanly possible to provide his readers with a fact based product. 
 
The major contributor to the Megan Simms for county treasurer campaign, at least $1,150 (cash and in kind contributions), Dick Leshley of Coos Bay, has again, UNINTENTIONALLY I am certain, misstated fact in his latest letter to the editor that was published 3 May. 
 
Leshley makes certain statements in his attempt to secure your vote for his treasurer candidate of choice.  Each statement is easily refuted.  Citizens deserve facts. 
 
Mr. Leshley states: 
“In reality” Ms. Simms “duties as finance director are the same duties as treasurer.” 
Wrong!  There are two jobs with different functions and responsibilities.  Job descriptions covering finance director and treasurer are posted at the county web site.  There is collaboration required, no overlap.  But, I doubt that the commissioners are through tweaking the treasurer role in county government.  
 
“As treasurer she must make sure that the tax dollars are collected in the right way and spent the way the board of commissioners have budgeted.” 
“Right way”?  When visiting the county web site treasurer department page, a page recently updated, a reader will note that the county commissioners, by law, must appoint a Budget Officer and a Tax Collector.  The county commissioners wisely assigned those roles to the county treasurer, not to finance director Simms.  It should remain that way.  
 
“The treasurer does not have budget duties . . .” 
Wrong! Unless the commissioners tweak the system again, the treasurer is the county Budget Officer with all related duties, functions and responsibilities. 
 
“We must have (Ms. Simms) in our county government” 
Wrong!  While there are candidates with egos that require two hands to carry, there is nobody that we “must have” in our federal, state or local government. 
 
Ms. Simms is learning the full time finance director job.  Would you hire a part time person to manage your Powerball jackpot winnings who tells you that are busy full time learning to be a financial advisor?  I doubt it. 
 
Be educated.  Vote wisely for Treasurer.

Please join me electing Matt Rowe, the candidate with demonstrated leadership and management experience, Coos County Treasurer. 
 
Angry?  Tired of our employee county professional politicians telling us what we want?  The treasurer office is, by law, to be independently managed by the voters elected official. 
 
There are three candidates.  Candidate Fox transferable experience includes entrepreneur, county treasurer office staff member, and Dairy Queen franchise bookkeeper.  Simms, also a bookkeeper, was anointed three months ago as the commissioner created, full time, overpaid finance director.  Simms is endorsed by county professional politicians; Rowe by prominent folks county - wide. 
 
None of the candidates claim to be CPA’s, accountants, certified financial planners or former employees of banks or financial institutions.  Rowe alone has a bachelor’s degree. 
 
Occasionally Rowe’s ability to effectively argue a position appears to be an abrasive personality.  That’s not bad.  We’re not electing a person to run our charm school; we’re electing a person to manage the organization that collects current and delinquent tax monies, who is capable of safeguarding our assets while standing up to the power grabbing commissioners who are gradually creating the county administrator that citizens rejected. 
 
Fox told us that her treasurer office colleague Simms will be too busy learning the finance director job to be treasurer; and there is much to learn (see job description).  Could Simms effectively serve two masters?  Is it humanly possible for Simms to be 100% finance director reporting to the commissioners and 50% treasurer reporting to the citizens? 
 
According to the commissioners, we have a full time county fiscal emergency.  In their quest to create a finance / personnel services director (administrator) and then get their candidate elected treasurer, did the commissioners blow it creating a part time treasurer job?  It appears that Simms could be treasurer in name only while collecting almost $90,000 (combined finance director / treasurer salary) annually. There would be added cost for deputies to actually run the treasurer organization.  Would the commissioners argue that huge combined salary is justification for their wanted exorbitant pay raise? 
 
Who is best qualified to operate independently; to best maintain a transparent organization; to be responsive to the citizens; to best face up to the commissioners; to best collect delinquent taxes; to assure checks and balances; to safeguard the people’s money; to effectively argue against a commissioners pay raise when the county purse is empty?  That’s easy, Matt Rowe.

On March 2nd, The World published a brief, two sentences, letter to the editor that was written by a wise business man, decorated vet, Myrtle Point rancher, and former Coos County Commissioner candidate Don Gurney.  Let me elaborate.  Do the county commissioners fear their 63,000 Coos County citizen employers?  It appears that at least two of the three commissioners have again slapped the face of the citizens. 
 
Not long ago, a majority of voting Coos County citizens spoke in a loud voice and told the commissioners that they did not want a county administrator position created with an anointed and unelected person leading a fiefdom; a position with enormous power overseeing consolidated county organizations.  The three commissioners were hired to roll up their sleeves and be a working board of commissioners carrying a heavy load; they knew the job requirements before they applied for a job; they were not elected to hire a person with a wheelbarrow to carry the load for them. 
 
Four months after the fact we learned that the county commissioners apparently rejected the citizen’s direction and last September or October, apparently with minimal transparency, operating in what they labeled a “worksession” (sic), without prior notice to the citizens of their specific intent, they created a thinly disguised county administrator that they labeled a Finance / Personnel Services Director.  Then, apparently with minimal notice to the people, in what many believe to be a charade, they sought candidates to fill the new position, settling on their apparent preordained candidate; a candidate that may be superb at what they currently do as a county employee, but apparently without verifiable experience in many of the job requirements for Finance Director, a position similar to corporate CFO, or Personnel Services Director.  Although the selected candidate does not appear to meet many of the posted Finance Director requirements, they did receive a 40% pay raise. 
 
Depending on which commissioner people have communicated with regarding this matter, all of this occurred on different dates between late September and late January, at different times, in different meetings without prior notice or published meeting minutes, with different commissioners voting aye and no.  And, depending on who is elected county treasurer, the commissioners are not done.  Furious folks are preparing ballot initiatives prohibiting the commissioners from ever making final decisions outside of public meetings, except in valid “emergency” situations.
